M. Mayor Snodgrass in the chair. .Councilmen Tweedy,Anderson, Decker and Snodgrass answered the roll call. Councilmen 6'Villiam was absent. The minutes of the previous adjourned regular meeting of March 17th were read and approved. WRITTEN COMMUNICATIONS: A communication was received from League of California Municipali- ties requesting the council to send resolutions or letters to the Senator and Assemblyman urging them to oppose the passage of Senate Bill 398; also a communication was received from Pacific ~tlunicipal Utilities Association requesting the Council's opposition to Assembly Bill No. 220, which bill would put all water, gas and electric meters and the testing, inspection, sealing under the jurisdiction of municipal sealers of weights and measures. Thereupon it was moved by Councilman Decker and seconded by Coun- cilman Tweedy that the Council grant the requests of the league of California Municipalities end the Pacific Municipal Utilities Association and that the City Council of the City of Lyntivood hereby expresses its disapproval of Sen- ate Bill 398 and Assembly Bila No. 220, and that the City Clerk be instructed totransmit a certified copy of this order to the Senator and Assemblyman re- presenting the district in which the City of Lynwood is located. Roll Call: Ayes: CouncilmenTweedy, Anderson,Decker, and Snodgrass. Noes: None. Abseet: Councilman Williams. The following applications for employment were received: Mr. H.F>. Scott,applying for position <<s Cheif of Police; M. Van Nattan, and NIr.B.S. Horton applying for position of Police officer, and Chas. George Engle applying for position of Police Judge; also the report of hearth services rendered by theCounty of Los Angeles was received. There being no objection,the Mayor orderedsaid applications and report placed on file. ORAL COMMUNICATIONS: edfie , representing Redfield VanEver Company,bond firm addressed the Council regarding interest and coupons unpaid in Acquisition and Improvement District No. 9 and 10, being sewer improvement jobs, stating th€'.t-the amount is now due and only part of the money is available requesting information when the balance of the money will be available. City Treasurer Reed addressed the Council relative to said matter suggesting that it might be well to decline to give Mr. Redfield a definite answer and wait until afte the last half of taxes are paid in when the total amount of delinquency cap. be determined for said districts. No action was taken, and the recommendatio of City Treasurer Reed was accepted. REPORT OF SPECIAL COMTyZITTEES City reasurer ee reporte on a recent trip up toSAcramento when he attended several sessions of the State Legislature giving information regarding some measurers before the house, recommending to the Council that it might be well for the Council to go on record approving the McKinley bill as passed by the Senate and disapproving the Craig bill which bills have to do with the number of congressmen and assemblymen, the T~~cKinley bill giving Southern California their proportionate share according to population. Thereupon it was moved by Councilman Decker and seconded by Coun- cilman Anderson that the City Clerk be instructed to send the following night letter to Assemblyman Harry Riley: ""City Council of Lynwood tonight unanimously adopted motion expressing approval of McKinley Reapportionment bill~and opposing the Craig bill, and urged you to exert all possible ef- forts to secure adoption of McKinley bill in the form original ly passed by the Senate .'" UNFIT3ISHED BUSINESS: • An Ordinance of t e City of Lynwood regulating the conduct of meet- ings of the City Council making it unlawful for any person to smoke in the Council Chamber, was read for the first time. It was moved by Councilman Decker and seconded by Councilman Anderson that same be accepted as read the first time and passed to the second reading. Reber, et al, '?eing numbered 226554, being in the matter of Acquisition and Improvement District No. 6 of the City of Lynwood. It was moved by Councilman Decker and seconded by Councilman Tweedy that the Mayor be authorized .to execute the Satisfaction of Judg- ment for and in behalf of the City of Lynwood in the case entitled: City of Lynwood, a 1Viuni ipal Corporatinn,Plaintiff vs. James C. Reber, et al, Defendant, Case I~To. 2'26654, in the Superior Court of the County of Los Angeles for parcels Nos. 4, 7, 8 and 10, upon approval of the City Treasurer. Water Superintendent Cummings was instructed to submit for use at the next meeting of the Council a report in writing showing the probable am ount of lamps necessary for period from April 1st, 1931 to April 1st, 1932, the amount of money expended from April Ist,1930 to April 1st, 1931, the amount of discount at 20 as provided by the lamp contract, if paid within 10 days, which has not been taken off, etc., for use in letting the contract for ensuing year. RESOLUTION ATO. 771, entitled: "A RESOLUTIONv OF Th'E CITY-COUNCIL OF TIE CI`?'Y OF LYNj~'VOOD, C~~LIFORNIA, GRANTING TO SOUTIiERN FUEL COMPANY A TET7PORARY I'ERP~IIT FOR THE CONSTRUCTION OF A PIPE LINE IN ATLANTIC AVENUE', was read. Also a check was received in the amount of X418.00 in payment of X1.00 per rod throu_;h Lynv~JOOd. It was moved by Councilman Tweedy and seconded by Councilman Anderson that said Resolution No. 771 be adopted. Roll Call: Ayes: Councilmen Ttiveedy, Anderson, Decker and Snodgrass. Noes: iJone. Absent: Councilman Williams. Chief of Police Bennett was appointed a committee of one to in- vestigate the dog kennel at the corner of Josephine Avenue and Long Beach Boulevard and report back to the Council, by a motion by Councilman Dec- ker whiezh was duly seconded by Councilman Anderson.
