The City Council of the City of Lynwood met in a regular ses-
the City Hall, 11331 P1azaStreet,on above date, at 7:30 P. PJI.
Mayor Snodgrass in the chair.

The minutes of the previous adjourned regular meeting of March.
24th, 1931 were read and appro ~=ed.
"~fRITTEN COMP+ZUNICATIONS
communication was received from the Lynwood Chamber of Commerce,
by ~talter E. N;ellinger, Executive Secretary, inviting -the Council to attend
the meeting of the Cham'oer of Commerce on Thursday, April 2nd whenthe
speaker is to be Peir. Harvey FremTVing, Chairman of Los Angeles Employment
Stabilization Bureau. It was moved by Councilman Anderson and seconded by
Councilman Vdilliams that the invitation be accepted and as many as car attend.
Motion was carried and so ordered.
A communication was received fror^ California Real Estate Associa-
tion making application for an advertisement in the State Growth and ProL;res
number of tT~e California Real Estate Puagazine to be published in June, by
th.e City of Lynwood. No action was taken, but the letter w-~s ordered fi-
led by the P.ayor .
A communication was received from the County of Los Angeles
Health Department with. report attached showing activities in the City for
months of January and February; also report for week ending March 21st,
1931, which communication and reports were ordered filed and accepted by
a motion by Councilman Anderson, which was duly seconded by Councilman
Tweedy. Motion was carried and so ordered.
ORAL COMMUNICATIOPdS
Mr. ugust her'~~old addressed the Council regarding delinquent
taxes affected by the Mattoon Act, seeking information as to whether
or not the persons who pay their taxes will be compelled to pay the as-
sessment under the Mattoon Act for the person who lets his taxes go de-
linquent. The Mayor informed Mr. TTerbold that such is the case at pre-
sent time, -but that there never has been a tBSt case on the matter and
that he was of the opinion that tTaat section of the Mattoon Act would
not be upheld in Court.
TT:e hour of x:00 O~clock P. M. having arrived, said time be-
ing the hour set for hearing protests and objections to the vacation of
the alley west of California Street between Plorton Avenue and Elizabeth
Street, as more fully described in Resolution of Intention No. 766.
The PaTayor asked the Clerk tivhether or not any written protests
or o'~jections had been filed. 'The Clerk stated that none had been received.
Thereupon the Mayor asked the audience if there wasany one pre-
sent who wished to protest, orally or in writing, to the vacation of said
alley. T1-:ere was no response.

said RPSOlution No. 772 be adopted.

UNFINISHED BUSIIy'ESS
ORDINANCE N0. 157, entitled: "`AAI ORDINAP~; CE OF THE CITY OF LYN~VOOD
REGULATING THE COTtiTDUCT OF P~IEETIPIGS OF T=~E CITY CO?iTdCIL" prohibiting smoking
in the Council Chamber, was read for the second time. Thereupon it was
moved by Councilman Decker and seconded by Councilman Tweedy that said Or-
dinance be adopted on tree second reading, finally passed and published as
required by law.

NE'vd BUSINESS
n rd nance of the City of Lynwood requiring the filing of Pups
by certain public utilities, was read for the first time. It was moved by
Councilman Decker and seconded by Councilman Anderson that said Ordinance
be accepted as read the first time and passed to the second reading.

Noes: None.
A communication was received from Ella P1I. Booker to the ef~"ect
that she paid light maintenance assessment on the wrong lot because Mr. Os-
~ood sent the wrong ,.gill to her, asking that the payment be applied to her
Lot 435, Tract 2551, asking that penalties be waived. Thereupon it was
moved by Councilman 4'Villiams and seconded by Councilman Anderson that the
request be disallowed.

A communication was received from Harry A. Black, agent for Mrs.2
Georgie L. Eaithorn, asking that accumulated penalties, on light maintenance
assessment inthe amount of 15.60~be waived as Mrs. F ithorn never received
notice of 1929-30 lighting assessment.` Also report orb above claim of IvZr.
Black's by City Treasurer Reed was read, to the effect that at the time of
the 1929 lighting maintenance assessment levy ownersY~.ip of Lot 18, Tract
4936 was vested in Georgie L. Faithorn, and that in checking the County re-
cords this year found that said party resided at 2'737 Golden Avenue, Long
Beach,. to which address noticewas forwarddd and in due course came to Mr.
Black's attention at Galveston, Texas. It was moved by Councilman Williams
and seconded by Councilman Tweedy that the request of Tv"r. Black be disallovaec

A communication was received from Standard Oil Company T~ritl~ contras
attached offering .for sale their gasoline products at maximum price of 122y
per gallon and if tank wagon price goes below said price, the City to get a-
dvantage of the reduction. Councilman Decker addressed the Council stating
that the salesman for the Standard Oil Cozr~pany had given him a quotation of
92~ maximum per gallon, and in telephoning said company they confirmed said
quotation; also that the City Attorney might check the proposed contract
and insert a clause that the City reserves the right to purchase gasoline
from other companies if desired. Thereupon it was moved by Councilman And-
erson and seconded by Councilman Williams that the matter be left up to
Councilman Decker and Mayor Snodgrass to determine.

The Glerk presented claims and proofs of loss totalling .7.40 in
connection with recent fire loss involving bedding located in City Jail;
also a communication was received from Peckham an d Green, Insurance adjuster"
Thereupon it was moved by Councilman Anderson and seconded by Councilman
Tweed~~ that the City Clerk be authorized to sign said proofs of loss for and
in behalf of the City of Lynwood.

A report was received from Light Supt.Chas. R.Cummings showing the
cost of lamps purchased for year from April 1st, 1930 to March 31st, 1931 in
the' amount of X653.91. It was moved by Councilman Anderson and seconded by
Councilman ~'Villiams that the matter of lettir_g the contract for furnishing
lamps be laid on the table until April 14th, 1931.
