The City Council of the City of Lyntivood met in a regular session
at the City ball, 11331 Plaza Street, on abo-re date at '7:30 P. Ta'.
Mayor Decker in the chair.
Councilmen ~"~i.llams, Davies, Grayson., Snyder and Decker answered
the roll call.
The minutes of the previous adjourned regular meeting of April
13th, 1931, tivere read.. It was moved by Councilman Davies and seconded by
Councilman Snyder that the Clerk omit reading the result of the canvass of
the returns of the election held on April 9th, 1931.

1'~TRITTEN COPIiT~~UNICATI ONS
A written communication was received from the Lynwood. Chamber of
Commerce by ~Yalter E. Trlellinger, Executive Secretary, inviting the Council
to attend an open meeting of the Chamber on next Thursday noon, April 16th,
at its Community Hall. It was moved by Councilman Snyder and seconded. by
Councilman Grayson that the invitation be accepted.

A communication was received from the League of California T~uni-
~;ipalities requesting the Council to adopt suitable resolutions at once
opposing Assembly Constitutional Amendment No. 11 and Assembly Dill No.
1183, and urging the passage of Senate Billl~o. 283, all of which relate
to the taxation of motor vehicles, end to send. certified copies of such
actionto t~ze Senator and Assemblyman at Sacramento. The 1~Iayor ordered said
corununication laid aside for .future consideration.
The following applications for employment were received:
Messrs, E. R. Terwilliger, Don Johnson and 0. A. Ash, applying for position
of Chief of Police; Messrs. Thomas J. ~'.mith, ~~illi~~m Cornelius, Raymond
Zello, applying for position as Police Officers and Robert 13. Aitcheson,
applyinM for position as Patrolman; also Alvin Phelps appl~Ting for position
as Janitor. It was moved by Councilman w~illiams and seconded by Councilman
Davies that the applications be ordered filed.

The report of health. serives rendered by the County of Los Angeles
was also received. and ordered filed.
ORAL COTi'iPt.UNICATIOilTS:
I~4r. ewis Boesch addressed the Council regarding; re^ulation of
traffic on Long }each Boulevar. d. Mayor Decltier requested 241r. F3osch to submit
his his proposition in ~~rriting snd turn it over the Police Commissioner.
1~Tr. Lyman P~organ addressed the Council stating that the street
light at the corner of Orchard and Bullis Road is burned out. Mayor Decker
instructed Councilman Williams to investigate said matter and report back
at next meeting.
REPORT OF SPECIAL CONIP~~IT'I'EES :
ouncilman '~°illi~~ms reported on the application from the southern
California T lephone Company to construct pops along Peach Street between
Norton Avenue and Los Flores Avenue, stating that i~iayor Decker, himself
and representatives of said company went o-:Ter the territory on Saturday
and said Company agreed to get the consent of the people along which the
proposed line is to run. `T'here being no obejection, the I~Sayor ordered said
matter laid over for future consideration. Councilman ~"Jilliams also reporte
on the application from the Southern California Gas Co. to extend their gas
main south of Poplar Drive on Peach Street, stating that the Gas Co. did
not keep their appointr~!ent to investigate said matter. Thereupon the Mayor
ordered the Clerk to ~;et in touch tivith the Gas Co. to ascertain when they
can meet to investigate satr~e.
Councilman '~"Villi~ns addressed the Council stating that about two
or three weeks ago a committee corlposed of members of the old Council and
himself were appointed to investigate th.e purchase of a suitable site for
water well in the Century Square district and that they never came to any
definite decision, recommending that a new committee be apnoir_ted to con-
tinue the investigation. Thereupon Mayor Decker appointed Councilmen l'Vil-
liams, Grayson and Davies to act on said committee.

A communication was receive from tl-~e °outhern Development Company
off' Long Beach, By Claude T~lclntire, President, offering for sale for water
site Lot 1'7, Block 2, Tract 9288 at yp1,000.00 cash, plus the sum of money
advanced by the ~"later Department of Lynwood for the completion of payments
on the plant now used ~~y said ~SJater Department. No action was taken and
the Ttlayor ordered said communication placed on file.

It was moved by Councilran Grayson rand seconded by Councilman Da-
vies that tl~e contract be :Let to Lynwood Electric Company, and the ~~iayor be
authorized to sign said contract for and in behalf of the City of Lynwood.

A written communication was received from Rehfeld ,r. Company, bzj ~G.
ATT. Rehfeld to the effect that or? or about `,ept. 1st,1~30 they rented a house
at 11"r10 Plod jeska--`1T?d. to TYr. Sheffield, lie to pay far water, and he signed
up ~,s ovrner so that he did not have to pay ~~3.00 de^osit as required by ten-
ants, and ReT^feld ~~- Co. have sold the house apd Water Department claims a
X3.00 delinquent water bill whi ch t~~ey vrant R~l~feld & Co. to pay and they re-
fuse to do so, but will pay for water frori~ th time that the new owner took
possession. 'dJater Superintendent Cummings also addressed the Council regard-
ing said matter. T~iayor Dec':cer appointed Col-zncilman ti~illiarls, ~~later Super-
intendent ~'umr.^ings and Coun~i lman Snyder a committee to investigate.

proposed ordinance reL;ulates fortune tellers, was read,

son that the license fee be chanted from X300.00 as provided by said Ordin-
ance, to ~~200.00 per annum.

It was moved/Councilman Davies and seconded ,fy Councilman Snyder
that tl~e persons who now have a license to operate as fortune tellers be
permitted to continue in business under the old license rate of yp12.00 per
annum until their old license expires, vrhi^h motion was withdrawn by Coun-
cilman Davies after sorle discussion at the consen~ of Coundilma~ Snyder who
seconded same, and it was thereupon moved by Councilman Davies and seconded
by CoL~,ncilman ruilliams that when she proposed ordinance regulating license
for fortune tellers goes into effect the persons who have a license to op-
erate under the old rate be compelled to pay at the new business license
rate.

that tree Cit~r Attorney be instructed to add a nevr paragraph. to the proposed
Ordinance regulating persons who now have a business license to operate as
fortune tellers in the City of Lynwood, and present same to ;he Council at
.their next meeting.

A statement of receipts and expenditures of ~,he various departments
of_ the City for the montr: of T~~arch, was received signed by the Clerk; also
qa arterly report of the City Treasurer showing condition o_f bond redemption
fund. City treasurer Reed also addressed the Council regarding his report
explaining the suspense acco~_znt.
City Attorney Hess addressed to Council requesting information
what t~:e Council wanted to do with the application for crossing, over the
Pacific Electric Railroad Company's ri ht of way at Mullis Road, vrhich ap-
plication was made at the time the members of the Council ordered plans to
be prepared. bar Engineer Dateman for tT.e improverr~ent of Bullis Road, stating
that it wov.ld cost approximatel~r Sp1,300.00. i'his mati:.er was referred to
Councilman Davies for consideration, by I~~ayor Decker.

It was moved by Coti~rxcilman u'Jilli~ms and seconded by Councilman
Davies that the. demands be allot~red and warrants be drawn on the City Trea-
surer for said various amounts.

It was moved, by Councilman Grayson and seconded by Councilman any-
der that the City Attorney and T~Tayor Decker be appointed a committee to
dray°t a suitable ordinance for the payment of demands against the City.

TTayor Deck~;r addr essed the Council stating that it is time that
proceedings be Started to abate dry and dry~_ng weeds in the C3_ty.
Thereupon it was moved by Councilman Davies and seconded by
Councilman Grayson that th e Ci.tyT Attorney be instructed to prepare the re-
solution; that notices b~ posted, and gnat the weeds be taken care of; also
that t'r:e same r:~ethod be us ed for computing the assessment as was used last
year .

The Tvayor instru cted the Superintendent of Streets to furnish the
necessary descriptions of Lots that needed to be cleaned to the C.~ty Attor-
ney to insert in the Resol ution. -
The T,~Iayor instru cted the City Clerk to inform all Heads of De-
partments to prepare an es timate of the needs of the coming year as it trill
soon be time to prepare the budget.
It was moved by Councilman Grayson and seconded by Councilman
Davies that a committee be appointed to draft rules and regulations for ,
applicants for permanent positions in the City of Lynwood so tTn~t their a-
bility and character can be looked into.

The Mayor appointed Councilmen Grayson and Councilman Snyder to
act on said committee.
It was moved by Councilman Grayson. and seconded by Councilman ~~Jil-
