CALL TO ORDER
The Regular Council Meeting of June 3, 2002, was convened at 6:00 P.M. by Mayor Tom
Rackers.
Prayer was offered by Councilman Charles Jackson, following by the Pledge of Allegiance.

The following Council Members were present for the roll call:
Present: Angle, Groner, Jackson, Klindt, Olsen, Smith, Viessman, Vogel, and
Weber
Absent: Vincent
A quorum was declared present.
PRESENTATIONS FROM THE GALLERY
Mr. John Orear, 1728 Greenberry Road, made a presentation regarding parking tickets and
speeding tickets issued to Councilman Clyde Angle which he stated had been deferred or
dismissed during the period when Mr. Angle was either Municipal Judge or City
Councilman. He requested that the Mayorappointa committee or commission to investigate
the matter.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Mr. John Landwehr, Jefferson City, made a presentation regarding annexation. Mr.
Landwehr named several citizens who will be serving on a committee to discuss the
annexation issue and make presentations around the community about the issue when
asked. Following Mr. Landwehr's presentation, there was a period of questions and
answers from members of the Council, and the Council thanked Mr. Landwehr, who is a
former fellow City Council member, for continuing to serve the community in this important
capacity.
CONSENT AGENDA
The following items were presented to the Council for their approval by consent:

Councilman Richard Groner requested that Item (c) be removed from consideration.
Councilman Cliff Olsen moved to approved items (a) and (b) as presented, seconded by
Councilman Charles Jackson and approved unanimously.
Item (c): Councilman Richard Groner suggested the creation of a subcommittee of himself,
Councilman Cliff Olsen and Councilman Bob Weber to go over this and bring it back to the
Council for consideration. Councilman Groner made his suggestion in the form of a motion,
Councilman Cliff Olsen seconded it, and it was approved unanimously. Councilman Bob
Weber reminded the Council that the Mayor would be the one who would have to actually
appoint the subcommittee and bring it to the Council for approval.
MINUTES AND REPORTS RECEIVED AND FILED
Mayor Tom Rackers announced that the following minutes and reports of City boards and
commissions have been received, and are on file for review, by the City Clerk's Office:

ANNOUNCEMENTS BY THE MAYOR
Mayor Tom Rackers presented a of plaque to outgoing Councilman Charles Jackson and
members of the Council expressed their appreciation to Councilman Jackson for the
exemplary service he has given to the City of Jefferson in his role as City Councilman.
Mayor Tom Rackers announced that the Public Hearing Dates for Bills 2002 -23, 2002 -24,
and 2002 -25 have been scheduled for July 9, 10, and 11 at 7:30 PM. Details of the
hearings will be available on the city's official website, and will be published in the News
Tribune. Councilman Cliff Olsen stated that issues such as the ordinances about hunting,
fireworks and firearms may also be discussed by members of the public at those hearings,
and encouraged citizens to attend and participate.

A motion was made by Councilman Bob Weber to approve the appointments as presented,
seconded by Councilman Charles Jackson and approved unanimously.

Councilman Richard Groner stated that there were pages referred to in the documents in

Councilman Richard Groner stated that he believed there was inappropriate language in
the contract, and he would like to withdraw the bill if co- sponsor Olsen would agree.
Councilman Cliff Olsen agreed. Bill 2002 -29 was withdrawn at this time.

Councilman Cliff Olsen stated that there were still several details with bills 2002 -31, 2002-
32, and 2002 -33 which need to be worked out, and that he and co- sponsor Councilman
Smith would request that they be placed on the Informal Calendar at the June 17 meeting
until those details are worked out.

Mayor Tom Rackers stated that the sponsor, Councilman Vincent, has requested that Bills
2002 -7 and 2002 -9 remain on the Informal Calendar until his return, and so that both can
be discussed at the June 18 Work Session. There were no objections to Councilman
Vincent's request.

RESOLUTIONS
RS2002 -8 Amending Legal Description of Southwest Area (Angle, Groner, Jackson,
Klindt, Olsen, Smith, Viessman, Vincent, Vogel, and Weber). A motion was
made by Councilman Charles Jackson for adoption of RS2002 -8, seconded
by Councilman Cliff Olsen and approved unanimously.

NEW BUSINESS
Councilman David E. Smith commended the Missouri River Regional Library on their third
annual Renaissance Festival which was held on June 1.
Councilman Bob Weber commended the Jefferson City Fire Department on their fire
training school which brought in over 1,000 people to the city for five days. Councilman
Richard Groner stated that he had the opportunity to see the firefighting equipment of other
cities at this school, and he commended previous Jefferson City Councils for providing such
high quality equipment to our city's Fire Department.
Councilman Cliff Olsen asked City Administrator Rich Mays to give a brief report of the fire
which occurred at city hall on Sunday evening, June 2. Mr. Mays stated that City Engineer
Jack Kramer was working at city hall on Sunday night and noticed smoke. He immediately
call 9 -1 -1 and the Fire Department who responded found a pile of rags that were burning
in the area currently being renovated in the lower level of City Hall. Their determination was
that the fire started as a result of spontaneous combustion because of the oily materials on
the rags. Mr. Mays stated that the action on the part of Mr. Kramer prevented the damage
from being disastrous.
Councilman Dan Klindt and Councilman Roy Viessman attended the Fire Training school
banquet. Councilman Klindt stated that he understands this event brought in about
$850,000 to the city, and he commended Fire Chief Robert Rennick for a job well done.
UNFINISHED BUSINESS
Councilman Clyde Angle asked for the status of the Bassman House issue. City
Administrator Rich Mays stated that the information is being prepared.
Councilman Clyde Angle asked Mayor Tom Rackers if he had taken any actions regarding
appointing a committee to look into the parking and speeding ticket allegations brought
forward by Mr. John Orear. Mayor Tom Rackers answered that he had not had a chance
to think about it. Councilman Clyde Angle asked for Council's indulgence to allow him to
make a presentation regarding that issue. Council allowed Councilman Angle to read a
prepared statement.

REGULAR COUNCIL MEETING JUNE 3, 2002
Mayor Tom Rackers stated that, pursuant to Sec. 610.021 of the Revised Statutes of
Missouri, he would entertain a motion for the Council to go into Closed Session to discuss
Legal Actions and Possible Litigation [Sec. 610.021.(1)]. Motion to go into Closed Session
was made by Councilman Cliff Olsen, seconded by Councilman Charles Jackson, and
approved unanimously by the following roll -call vote at 7:20 PM:
