Mayor Decker in the chair. Councilman 'Jilliams, Davies, Grayson and Decker answered the roll call. Counei loran Snyder was absent. The minutes of the previous adjourned regular meeting of Juna 23rd were read and approved. GVRITTEN COTaTMUNICATIONS: communication was received from the Board of Trustees ~of Zynwood~ School District expressing their appreciation of fine spirit of coopera- tion displayed in sending the pity roller over to smooth their ball diamond. There being no ob,~eetion, the ~~~ayor ordered said communica- tion filed. li com~~unication was received from the Board of Trustees of Zynwo od School District calling attention to sand in the water at the Zindbergh School, and s feting that it is cutting out all o f their valves. "'here being no objection, the Mayor referred this matter to Councilman Williams for c onsider~tion. A communication was received from Board of Trustees of .Lynwood School District asking financial aid in carrying on the summer play- grounds b paymmn t by City for the service of umpire for night baseball games at 30.00 per month over a period of two and a half months. It was -rioved by Councilman Grayson that the rea~uest be granted. City Attorney Hess addressed the Council stating that provision could be made for expenditure of money for such service by hiring the e^~ployee to do that work as an employee of the City. Thereupon Councilman C=rayson withdrew his motion and made a oration that a committee be appointed to investigate the matter further, which was duly seconded by Councilman Davies. Ayes: Councilmen Williams, Davies, Crrayson and Decker. rToes: None. Absent: Councilman Snyder. Thereupon the r~Zayor appointed Counc ilme"nGrayson and Davies to investigate and report back at the next meeting. A communication was received from the City Treasurer Reed ree- omaiending advances from the General Fund to Bond Redemption Fond to take care of Bonds and coupons ma taring July 2nd; also advising that he will return ~,~11,650.00 to the General .Fund "previously advanced. A communication was received from Judge Howard Hemeneay r ee- ommending the amendment of penalty prescribed in Ordinance tt69, being the liquor ordinance, by changing extent of imprisonment not to exceed one day for each two dollars 9of the fine in lieu of one day for each one dollar of the fine. The Mayor instructed the Gity Clerk to prepare copies of the li r+uor ordinance and submi t same to the Council for con- sideration. a 251 The hour of 8:00 0' e lock P. It was moved by Councilman Davies and seaond~d by Councilman Grayson that the bid of ~~.E.Whitaker, publisher of I.~xood Tribune, be 'aeeepted and he be awarded the printing of all resolutions, ordinances, etc., for fiscal year 1931-32 as per his bid,` and that the pity Attorney be instructed to prepare contract to cover same. The following reports were received: One from R.L.Dunlap, Fire Chief, showing activities of sire Department for the month of June; one from Building Inspector Collins, showing activities of iuilding Department for said month of June; one from Couslty Health Department for week ending June `'Oth,1931, disclosing three eases of Chiclaenpox, and one from Publicity Promoter ~Nalter E. :^.~ellinger showing activities for month of June . REPORT OF SPECIAL C011ifVIITTEES: -- i y ttorney ess reported on request from Veterans ~Nel.fare board of Sacramento for cancellation of taxes on certain Lot, to the effect that he has nothing definite to report at this times, but will have same for next meeting. I~~ayor Decker reported that the uniform rules regulating salar- ies, vacations, etc., of various Departments, is not emmplete as yet. UNFINISHED BUSINESS: paragraph for proposed ordinance making it unlatia~ful for any person to se31 fruit, or any foodstuff not in sealed containers, unless same b e sold in a building of Type I, II, III, IV or V ecrnstrua t- ion, or unless in a vehicle that is not allowed to remain stationary upon any private property, was read by the Oity Attorney. It was moved by Counailma.n Davies, and seconded by Councilman +Flilliams that said para- graph be inserted into the Nuisance Ordinance, read for the first time at the meeting of June 23rd. However, after considerable discussion and at the advice of City Attorney Hess, the motion was withdrawn by Councilman navies at the consent of Councilman Williams, and it was thereupon moved by Councilman Davies and ~:eeonded by Councilman Williams `,that the paragraph be treated as a separate ordinance and that same be 'accepted as read the first time, and passed to the second reading. It was moved by Councilman Grayson and seconded by Councilman Davies, that same be adopted as read the second time, finally passed and published as required by law. It was moved by Councilman Davies and seconded by Councilman Grayson that same be adopted as read the second time, finally passed and published as re- quired by law. OIt~I1CANCE No.171, entitled; "A1V ORDINANCE OF THE CITY OF LYN!.~/OOD PRESCRIBING CERTAIN DUTIES OF THE BUILDING INSTECTOR 0~' SAID CITY", making it the duty of the wilding Inspector to require that all contractors have a state license as required by law, was read for the second time. Thereupon it was moved by Councilman Grayson and see-` onded by Councilman Davies that same be adopted as read_ the second ti ms, finally passed and published as required by law. Noes: None Absent: Councilman Snyder. 08DINANCE No.172, ,entitled: "AN ORDINANCE OF THE C ITY C~' LYNN"JOOD AMENDING ORDINANCE N0.121 REGULATING THE SALE OF FIREWORKS" ~ by repealing certain sections thereof, was read for the second time. It was moved by Councilman Davies and seconded by Councilman Grayson that same be adopted as read the second time, finally passed arYi pub-~ lished as required by law. NEW BUSINESS: communication was received from the pity Clerk requesting authority to make certain closing entries in the General Ledger by Charg- ing same to surplus. Thereupon it was moved by Councilman Davies and seconded by Councilman ~Tilliams that the City Clerk be authorized to close out. the following accounts carried in an account known as Advance to other Funds; A. ~ I. Diets. Nos. 4,4,24,25,27,28, Palomar `~'Vater District, Carson Tract Alley Paving, Street Maintenance Fund and '~~Iater Fund, to Surplus, and to make cheek in the principal amount of 86.79, on the General Fund pay- able to Bond Redemption fund, sub feet to approval of the Auditor en- dorsed on the back of communication. Roll call:- Ayes: Councilmen tJVilliams, Davies, Grayson and Decker. Noes: None Absent: Councilman Snyder.. A petition was received signed by Chas. H.Davis and 28 other business men, petitioning the Council to establish a limitation of time for the parking of vehicles on Long Beach Boulevard, between Mulford Ave and right of way of P. E.R.R. by proper ordinance. This matter was laid over awaiting the return of :'olice Commissioner Snyder, when the matter will be considered further, Councilman Davies submitted cost of re-surfacing Atlantio Boulevard caused by excavation by Southern Full Company for pipe lixB , showing same to be 476.00. Councilman Williams addressed the Council to the effect that a Mr. Lathrup residing east of Bullis, between Palm Avenue and Carlin Avenue , who operates a dairy at said l~ cation, which i s Quteride of the City limits of the City of Lynwood, made application to the v~ater Department of the City to furnish him with water as his water supply gave out, and he_did not have water for his cattle, therefore, a temporary line has been laid to help him out, and ~'~~r. Thereupon, it was moved by Councilman Williams, and secon- ded. by Councilman Grayson that the City At `orney be instructed to draw up a contract to furnish ~•57ater for `:rr. Lathrup for a period of one year, after which such service can be discontinued upon 60 days notice, Tr. City Attorney Hess submitted draft for ordinance fixing amount of bonds for various officials; also stating that he believes that there are several offices which have never been established, This matter was laid over by order of the Maypr for further cons ideration. The City Clerk was instructed to notify all ~%ity employees that beginning July 1st, all payments for labor and salaries from the let and up to and including the 15th will be approved by the City Couneil~on the third Tuesday of each month, and paid by the Treasurer on the Wednesday following, and payment of labor and salaries from the 16th to the end of the month will be approved by the City Council on the first Tuesday of each month and paid on the 6ednesday follow- ing, to conform to the demand ordinance now in effect. At the suggestion. of Councilman Grayson that a committ°~ e be appointed consisting of the P~iayor as one member, to confer with Supervisor Thatcher from this District, reuesting thy. t the Board of Supervisors do not add on the amount of delinquencies for 1930-31, in addition to the amount to be raised for 1931-32, on the Mattoon improve- ment fobs which the County set the rate on, consisting of A.~ I.Dist. ~To.19 (Im erial), A. ~ I.Dist.
