The City Council of the (3ity of Z~nwood met in. a regular session
at the City Hall, 11331 Plaza Street, on above date at 7:30 F.M.
T~iayar Decker in the chair.
° Councilman Williams, Davies, Grays an, Snyder and Decker answered
the roll call.
The minutes of the previous regular meeting of June 30th were
read and approved.
WRITTEN C0~'Il~1ILtNICATIONS
A communication was received from Rose C.Kelly regardirag~ water
having been shut off at her residence at 4317 Lugo Street; also re-
questing that money order recently sent with another communication
heretofore submitted, be returned as well as other papers. Council-
man Williams addressed the Counei7. to the effect that he write Mrs.
Kelly explaining the matter fully; also stating that he will see that
the money order and papers are returned to her.
A communication was rec®i.ved from ~![rs. H.A.MaeKenzie requesting
information as to whether real estate brokers who live in South Gate
can sell real estate in Lynwood and also rent property without a city
license. It was moved by Councilman Crays on and seconded by Counci 1-
man Davies that the Oity Clerk be instructed to communicate wi$t T~1Irs.
MacKenzie informing her that the license fee for real estate brokers
to operate in the Gity of Lynwood, is X1.00 per year.

Reports were received from C'~ater Superintendent Cummings showing
the activities of Water Department and Lighting Department for month
of June,1931; also report of County Health ~'epartment for week ending
June 27th, was received, showing one case of diphtheria, and one ease
whooping Dough in Lynwood. There being no ob~eetion, the Mayor or-
de-red said reports filed.
REPORT OF SPECIAL COMTFITTEES:
ouncilman av es repor ed or the committee consisting of
Councilman Grayson and himself, to investigate the matter of employ-
ing an umpire for night baseball for the summer playground activities
at a salary of30.00 per moth, recommending his employment; and
therefore made a motion that the person designated by the School
Board ;of Lyn~tood, be employed as ublic recreation instruct or for the
City of Lynwood at the salary of 30.00 per month for the period start-
ing July is t, and ending Septemb er 15 th,1931, which was duly seconded
by Councilman Grayson.

1~';ayor Decker reported that the committee to confer with Super-.
visor Thatcher regarding Jelin uent payment under Mattoon Act Bond
Districts in the City of Lynwood, have been unable to get an appoint-
ment as the -'~oard of Supervisors are busy with Equalization matters,
stating that possibly a date can be made next week.
Councilman Snyder reported on the Incinerator, submitting para-
graphs taken from the Fire I~revention Ordinance recommended by the
National Board of Fire Underwriters. The ,~ayor instructed the Clerk
to have copies made and ;submit one copy to each Councilman for con-
sideration.
.Councilman `Y'~illiams reported that the sand in water at the Lind-
bergh school has been referred to Superintendent of 1~ater Cummings,
and has been eliminated, and if not, it will be shortly.
UNFINISHED BUSINESS:
An rdinance amending Water Ordinance by providing for meter for
certain consumers, was presented. It was moved by Counei loran ~Till-
iams and seconded by Councilman Grayson that same be accepted as read
the first time and passed to the second reading. After considerable
discussion as to what constitutes a commercial user, the motion was
withdrawn by Councilman Williams at the consent of Councilman C7ray-
son, and it was thereupon laid over for one week and the City Attor-
ney was instructed to clarify the term.
ORDINANCE No.173, enti tled T'AN ORDINANCE OF THE CITY OF LYN~Iv00D
REGULATING THE SALE OF FOODSTUFF IN SAID CITY", was read for the
second time. It was moved by Councilman Davies, and seconded by
Councilman '~~1i11iams that same be adopted as read the second time,
finally passed and published a, required by law.

An Ordinance of the City of Lynwood providing for certain Bonds of
Officers and employees, and repealing Ordinance .i~o.3 of said City, was
read for the first time. It was moved by Councilman navies and sec-
onded by Councilman Snyder that same be accepted as read the first
time and passed to the second reading.
Roll Call:
Ayes: Councilmen 4'Villiams, :Davies,Grayson, Snyder and Decker.
Noes; None.
The Petition signed by Businessmen requesting the establishment
of time limit for parking of vehicles on Long ~`3each Boulevard between
Mulford Avenue and P.E. right of way was brought up for discussion,
and Councilman Snyder addressed the ~ou-r_cil to the effect that he is
working on the matter; also endeavoring to procure permission to park
vehicles on vacant lots on the east side of Zong Beach Boulez:-ard, and
will have further repor-t to make at ~. later date.
City Attorney Hess submitted his written report on cancellation of
taxes on Lot 5, Block 2, Tract No. 6474, as requested by the Veterans
Welfare 'hoard of Sacramento, to the effect that such cancellation is
mandatory under the law. Thereupon it was moved by Councilman Gray-
son and seconded by Councilman ~'avies that the Council of the City
of Lynwood hereby directs the cancellation of r~unicipal Taxes, toge-
ther with penalties and costs, if any, upon Lot 5 in Block 2 of
Tract No. 6474, in the City of Lynwood, C`o unty of Los Angeles, State
of California, as per map recorded in ~tiook 71, page 5 of ~`aps, in the
office of the County Recorder of Said County, pursuant to petit3.on of
Veteran's ~'Velfare Board, and that the City C~'.erk be directed to tran-
smit a certified copy Yof this motion to the County Auditor and County
Tax Collector of the County of Los lingeles, and that the City Attor-
ney be directed to endorse his consent to said certified copy of said
motion .

A contract between the City of Lynwood and ~ Tr. N. Lathrup , f or t he
City to furnish water for the dairy of T].Lauthrup, was presented. It
was moved by Councilman Lave s and secondeu by Councilman `~'illiarr
that the T~~ayor be authorised to execute the contract for and in be-
half of the City of Lynwood.

A contract between the City of Lynwood and ~~.E.Whitaker,Printer,
to do all pub lic-printing for fiscal year 1931-32 was presented. It
was moved by Councilman Davies and seconded by Councilman Snyder that
the Mayor be authorized to execute said contract for and in behalf of
the City of Lynwo od. .

City Attorney Hess reported relative to the purchase of Lot in
the Century Square tract to the effect that he has received a corrr~~una-
cation from the Bank representing the Developing eor~pany, stating that
the cost of guarantee of title in respect to easement will be X75.00,
and th~tit he has referred the matter to PJIcIntire for his consideration,
but as yet he has not communicated `~~ith Attorney Hess.
Thereupon it ~~,as moved by Councilman Davies and seaanded by
Caunc ilman Snyder that the City do not pay any potion of said cost.

Councilman Grayson addressed the Council relative to the case
of the pacific Finance Corp orartion vs. City of Lynwood to the effect
that as expected a rehearing before the Appellate Court has beers de-
nied, making a motion that City Attorney Hess be instructed to carry
the case on to the Supre me Court on the same basis as heretofore made.

Councilman Davies addressed the Council to the effect that
according to a communication Deceived from City Attorney Hess, the
cost of condemnation proceedings in the matter of opening Minnesota
Avenue through to Long Beach Boulevard, would be approximately 900.00
Thereupon it was moved by Councilman Davies and seconded by Council-
man '1illiams th~.t the Gity Clerk be ~.nstructed to get in touch with
the property owners requesting them to mee t ~x.Ti th the Cauneil to dis-
cuss said matter at a future date.

Monday night, July 20th, was fixed as the time for meeting at
eight o'clock ~'.M.
NEW BUSINESS:
Sapp ication was received from Walter S.Jones, making applica-
tion to sell soft drinks from a Ne=Hi Steel Ice-cooled stand on con-
tainer in front of house on lawn, and later sell box lunches at
1320 Long Beach Bouleve.rd, It was moved by Councilman Davies and
seconded by Counc ilman Snyder that same be referred to a committee
for investigation.

The Mayor aapointed Councilman Grayson, Snyder and Huilding In-
spector to act on said committee.
Councilman Williams addressed the Council regarding meters;also
submitted and read a letter regarding various types of meters, stat-
ing that with the cooperation of Councilman Grayson and 4Yater Super-
intendent Cummings they have made a very thorough investigation,
recommending the piston type ~neter~eonstructed by the California
Meter Company at a price of X10.00; making a motion that the City
Council p~.ss a resolution adopting the Calmet deter, made by the
California Meter Company of Los Angeles as its' r standard meter for the
City of Lynwood. Attached to said communication was letter from the
California i~etcr Comp any, specifying the materials, etc.

It was moved by Councilmen Williams and seconded by Councilman
Grayson that the letters be filed.

~~.~a~or Decker addressed the CQUncil calling attention to the death
of Lieutenant Governor Merriman's wife, stating that it might be in
order for the Council to send a 3:etter of condolence. Thereupon it
was moved by Councilman Davies and seconded by Councilman Grayson
that the City Clerk be instructed to write a letter of condolence to
Lieutenant Governor Merriman extending the sincere sympathy of the
Council of Lynwood because of the death of his wife.

Councilman Lnyder addressed the ~o uneil relative to the business
.license ordinance, stating that he believes that there are some that
get by without paying the required license fee by stating that they
are operating in c,-injunction with another firm. The Mayor instructed
the Clerk to ha ve copies made of the existing business license or-
dinance and submit a copy to each Councilman.
Councilman Grayson addressed the Council informing them and the
audience present that there is 500,000 gallons of water used each night
in the City of Zynwood. Councilman Williams also stated that 2, 500, 000
gallons are consumder daily. Councilman Grayson and Williams both
urged conservation of water as much as possible to curb any shortage
that might occur.
