SPECIAL MEETING JULY 10th, 1931
The City Council of the City of Lynwood met in a Special session j
at the C1ty Hall, 11331 Plaza Street, pursuant to call by Mayor Decker, on
above date., at 8:00 o'clock P. NI., which call read as follows:-
"You are hereby notified that a Special IVleeting of the City Council
will be held tonight July 10th, at 8:00 o'clock F. M. f'or purpose of discuss-

said meeting as required by law.
Mayor Decker in the chair.
Councilmen Williamd, Davies, Grayson, Snyder and Decker answered
the roll call.
It was moved by Councilman Davies and seconded by Councilman Sny-
der that the reading of the minutes of the regular meeting of July 7th, be
dispensed with to next meeting.

The Chief of Police reported that he had discharged Officer Jack
Young on July 9th, 1931 on recommendation of Councilman S yder acting as
Commissioner of Police and at the instructions useshtois render hisbbadge
of the City Council, and that Officer Young ref
unless h~ receives salary to July 15th, 1931. Discussion thereon then en-
sued.
It w-as moved by Councilman Grayson and seconded by Councilman Wil-
liams that t o~~ ratify the act of the Chief of Police in dischar Bing
Officer Young/JU~yth, 2931, on the recommendation of the Police Com-
missioner and on the advice of the individual members of the City Council,
and that no further action be taken thereon.

Ayes: Councilmen Williams, Davies,Grayson, Snyder and Decker.
Noes : None'.
Councilman Davies made a motion that a grill be erected in the
Sergeant's Room in the Police Department and that only Lynwood Police of-
ficers and persons confined in the City Jail be permitted to enter inside
said grill, except by permission of the Desk Sergeant on duty, and
that all entrances to the police Department be provided with locks and
that said locks be kept locked from the inside except when it is necessary
.for the transaction of official business and that all cross traffic to and
from the Police Department shall be prohibited through the corridor leading
to the front portion of the City Hall, except for the transaction of official
business, which was duly seconded by Councilman 'rilliams.

It was moved by Councilman Snyder and seconded by,Counc.ilman Davies
that a direct local telephone line be installed into the Ch~.ef o~f~"Police of-
fice.

Noes: None.
It was moved by Councilman Davies and seconded by Councilman Gray-
son that the City Clerk be instructed to transmit a letter to Mr. Pratt
running a dairy in the City of Lynwood, to the effect that he is subject
to the regular license fee even though he is an Honorably discharged war Col
~~~~n, and to send a copy of the opinion recently submitted to the License
yy Attorney Hess, on the subject.

A communication was received from Chief of Police Bennett to the
effect that Ex-Ohief Hogan refuses to surrender a cap badge, said property
belonging to the City, stating that he is in need of the badge.
Thereupon it was moved by Councilman Grayson and seconded by Counci
man Williamd that the matter be referred to Councilman Snyder for action.

It was moved by Councilman Grayson and seconded by Councilman Davie
that the meeting adjourn to July 14th, 1931, at 7:30 P. Pvt.
