The City Council of the City of I.yntivood met in an ad Mourned regular session at the City Hall, 11331 Plaza Street, on above date at 7:30 P . ?;?. R~gayor Docker in the chair. Councilmen ti`Jilliams, Davies, Grayson, Snyder and Decker answered the roll call. The minutes of the previous regular meeting of July 7th, 1931, and of the special meeting of July lOtYi,1931, were read and approved. It was moved by Councilman Snyder and seconded by Councilman Davies that warrant be drawn for salary of ex-officer Jaek Young in the amourt`t of 87,50 for services rendered as Police officer from July 1st to July 15th, inclusive, subject to the return by ~+Ir.Young of all property belonging to the city. A communication eras received from Gertrude B.Anderson relative to business license for fish market, requesting reduction of license, inas- ~-~ much as she is compelled to pay a State license,s,lso. The ~?a,yor instruct- ed the City Attorney to submit a written opinion on the matter for next meeting. A communication uvas received from avalter T.T;iellinger submit- ting fourteen names for the C~ munity planning Commission. The T~,s,yor instructed the Clerk to communicate with Mr.I+,~ellinger and request 50 names as was prior requested. A report vq'as received from Chief J.~.Z.Bennett, submitting re- port of activities of the Police Department for the month of June 1931. Where be ng no ob jeetion, the. T}~a,yor ordered same filed. Counciirnan Grayson addressed the Council to the effect that for some time we have operated with an Acting Chief of Police, and that the Council have thought it advisable to engage a Chief of Police that comes from a Police Department of enviab le reputation, making a motion that ~~r. h.Bailey be employed as Chief of Police of Lynwood, at the sal- ary prescribed by Resolution, which was duly seconded by Councilman d~illiams. Tt was moved by Councilman Grayson and seconded by Councilman `'ailliams that Acting Chief of Folice Bennett be appointed Captain of Pol- ice, at the salary prescribed by Resolution. Noes: None: It was moved by Councilman Grayson and seconded by Councilman Davies that Captain Gardner be transferred to the position of T~otor Cycle Officer at the salary prescribed by Resolution. Roll Call: Ayes: Councilmen `~Tilliams, Bavies, Grayson, Snider and Decker. Noes: None. Thereupon the City Glerk administered the constitutional oath of office to the newly appointed Chief of Folice, 11~r.L.Bailey. The hour of 8:00 P.T~~. having arrived, said hour being the time for receiving bids for the purchase of a centrifugal water pump of 1500 gallons capacity per minute, together with a motor for use in driving the same, of 125 horse power capacity, capable of operating said pump age. ins t a tetal head of %.25 feet, -t was moved by Councilman navies, and seconded by Councilman 'V~illiams that the bids be publicly opened and declared, and be referred to the City Engineer for checking. The .Vlayor asked the City Clerk if any vTritten protests or objections had been filed. The Clerk st~~ted that none had been filed.. Thereupon the ?'M'ayor inquired of the audience if there was any one present who wished to protest or object regarding said matter, either in writing or orally. There was no response. Thereupon Resolution No. 782, entitles: "RESOLUTION APPROVING REPORT ON 2Ri'~NDFD ASSESS~~ENTS" was read. It was moved by Councilman ~'av ies and ~ econded by Course ilman Snyder that same be adopted.. Roll Call: Ayes: Councilmen w~illiame~,Davies , Grayson, Snyder and Decker. Noes: None. ORAL COIVI~NNICATIONS; - ~ P:~r.A.Kurtz ad~;ressed the Council to the effect that he is planning on running a fruit wagon in the City of Lynwood, but that he has not enouryh money to pay the required license fee of X6.00, asking permission to operate without a license until he has earned the price of same. Thereupon Councilman '~ayson addressed the C®uneil,offerl ng to ~S.Kurtz to advance the amount of the license fee for T:'r.Kurtz until such a time as he has earned the amount of same, which was accepted by T~~r.Kurts with thanks. The ~~Iayor thereupon req~ ested It~r.1~'uxtz to get in touch with Councilman 'srayson at the close of the meeting. REPORT OF SP~;CIAL CO'~~~ITTEES: Councilman Snyder repor ed on park limits on Zong a3eaeh Boul- evard between Fernwood Avenue and ~Tulford Avenue to the effect that up to date they have not worked out a satisfactory solution, but possib ly by next v~reek recommendations for proper ordinance regulating same t~:~ill be presented nor consideration. City Treasurer Reed reported that the Board of Equali2ation ~PT1.11 eon~ene until the latter part of this week after which an appoint- ment with Iulr.'I'hatcher c~.n be arranged. Councilman Snyder reported. for the cn mmittee consisting of Councilman Grayson, Building Inspector Collins and himself, relative to°soft drink stand on Zong Beach Boulevard permit requested by-one Tyr. Jones, stating ° that the committee could see no objection to same . The City Clerk informed the Council -that there is an Ordinance that re- ~_uires that where any foodstuff i;: sold in the Cit;~,~ of I.ynv~rood, in- spection shall be made by the ~~ealth Officer and thereafter permission granted. There being ~no objection, the In*ayor-referred this matter to the Ica th Officer, and also suggested that the applicant be informed by° 'lerk that his place of business ~~~ill~have to meet with the final approval of the Health Officer. Councilman Davies reported that the weed assessment will be 1~ per 100 square feet cheaper this year ~ than last year, the charge to be 3~ per lO0 square feet up to 18, 000 square feet, and above 18,000 square feet, the charge will be 3~ I6er 100 s~au~:,.re feet for the first 1$,OOO square feet, and l~g~ per I00 square feet thereafter. The proposed ordinance requiring meters for certain water consu~~ers -was brought up for discussion, the City Attorney presenting a clause defining the term "commercial use" as re~:uested at last meet- ing. It was moved by Councilman Davies, and seconded by Councilman Gra3Tsan that same be accepted as read the first time, and passed t~ the second reading. After some discussion, Councilman Davies ~°=ithdrew his motion at the consent of Counc ilman Grayson, and it was thereupon referred back to a committee consisting of the City Council for fug°- ther consideration by the a Mayor ;and the City Clerk was ins-eruct ed to have copies made of same to submit to each member of the Cou:~ci1. A proposed Incir_erator Ordinance was brought up for dis- cussion. It was moved by Councilman Davies and seconded by Counci loran Sr_yder that the City Attorney be given more time to consider same and present same to the City Council at their next meeting. Insur- ance Agents in the City of Lynwood for insurance covering mo*;or vehicles on Public Liability and `Property damage, having them designate whether their company is a conference or non-conference company. Motion carried.. A report was received from Street ,and 'ark Superintene3 ent Porter shoti^~~ing activities of Street and Park '~epartment for period from July 1st. to 13th inc. There being no objection, the 'ayor ordered same filed. Councilman Snyder addressed th; Council asking them to consid- er the advis~.bility of ~.avir~g '~he curb set back to the sidewalk from Court Sreet ~o Plaza Street on RTulford Avenue, a.s it ~~~ould make access to and from Dire Station much easier. Ther_ e being no objection, the Mayor referred the matter to City 'engineer 1~ateman and Street Commiss- ioner Davies to get together ~;~ri th Councilman Snyder and investigate said mat ter. ' Councilman Snyder addressed the ,~%ouncil seeking informa- ~--~ tion relative to the charge made to Fire ~'ep~~rtment by water Depart- ment for fire hydrant is for; and he was informed that same is a service .charge for eater. ~`ouncilman Snyder stated that he thou~ht it was for maintaining the hydrants, and in that event the Fire epart- ment are desirous of maintaining them, and thereby eliminating the cost. The 14la,yor appointed the sire Department and ;stater Department ~o make regular inspections of fire hydrants; and that the i~'ire De- partment act as Supervisors of the inspections.
