The City Council of the City of Lyrnvood met in a regular ses- sion at the City Hall, 11331 Plaza Street on above date at 7:30 P. R~. Mayor Decker in the chair. Councilmen Williams, Davies, Grayson, Snyder and Decker answer- ed the roll call. The minutes of the previous adjourned regular meeting of July 14th were read and approved. ti~IRITTEN COMMtTISICATI0PIS: common ea on was received from City Attorney Hess reporting on the matter of City license fvr fish market where State License is required to the effect that, the fact that an4Y business establishment may pay a State license does not in any way affect the power of the City Couueil to provide for an additional Gity license. There being no ©bjection, the Mayor ordered said communication filed. Report was received from County Health Department for week ending July 4th and July 11th. There being no objection, the Mayor ordered same filed. REPORT OF SPECIAL COI'~~2ITTEES : yor ee er repor e a he committee to confer with Super- visor Thatcher have been unable to get an appointment as yet as the Board of Supervisors have been busy with equalization work and now Mr. Thatcher is on his vacation. Councilman Davies addressed the Council to the effect that ap- plication should be made to the County of Los Angeles for Lynwood's portion of the gasoline tax, making a motion that a lett eta be forward- ed requesting Lynwaod's portion of the money, which was duly seconded by Councilman Snyder. Councilman Snyder reported on the matter of parking vehicles on Long Bes,eh Boulevard, between Fernwood Avenue and Pacific Electric Tracks, stating that the parallel parkir~ as anticipated met with con- siderable opposition from businessmen, recommending that the old sys- tem of parki3~ be maintained and that time limit for parking be estab- lished. Couneiln:an Grayson also addressed the Council regarding said matter stating that the Council are endeavoring to do only what meets with the approval of the business~en of Lynwood, as well as with every citizen, and therefore expressed himself in favor of the old system of parking. Thereupon the City Clerk presented and read a petition signed by I. Cohen and 32 other business men requesting that time limit be established and that the old system of parking be continued in lieu of parallel parking. It was thereupon moved by Councilman Grayson and seconded by. Councilman ~rilliams that the petition be accepted and that the prayer of the petitioners be granted. It was moved by Councilman Grayson and seconded by Councilman Snyder that a two hour time limit for parking vehicles on both sides of Long Beach Boulevard between the north roadway of Fernwood Avenue and R`~ulford Avenue, be established and that the City Attorney be in- structed to draw up the necessary ordinance to cover same. Fred Lampe of Lynwood Electric Company be appointed Elec- trical Inspector of the City of Lynwood in connection with the radio recep- tion interference ordinance, without any compensation therefor whatsoever.; Roll Call: t Ayes: Councilmen '~illiams, Davies, Grayson, Snyder and Decker. ~! Noes: None '. , It was moved by Councilman Grayson and seconded by Councilman Davies that Chief of Police Bailey, City Judge Hemenway and City Attorney Hess be appointed a eomrriittee to draft proper liquor ordinance and sub- mit copy of same to the Council for approval and passage. Councilman Snyder addressed the Council stating that he has re- eeived a prise of X4.50 for new signs and post designating the new speed limits on various zones with a turn in for old sign of x:1.00 and a guaran- tee for maintenance on signs for 5 years, from the Southern California Automobile Club. Thereupon it was moved by Councilman Grayson and seconded by Councilman ~Jilliams that the Commissioner of Police Department. be instruet• ed to negotiate with the automobile Club for the purchase of signs designs- ting new speed limit laws in aecord~.nce with State Law. It was moved by Councilman Davies and seconded by Councilman Snyder that a committee be appointed to thoroughly investigate the matter of drafting a new business license ordinance to be submitted to the Coun- cil for consideration. PT. having arrive, said .hour being the time fixed for receiving ,bids for the sale of franehis e ~`'or pipe line along Atlantic Avenue, as per notice published in the Lynwood Tribune on T~~=ay 29th and June 5,12, 19, and 26th, 1931. Noes: None. the Clerk stated that affidavit of publication of notice of pro- posed sale and Grant of Franchise, fixing July 21st, 1931 at 8 P. N. as the time for receiving bids, is on file in his office showing icy 29th, June 5-12-19 and 26th,. 1931, as dates of publication. the Southern ~{'uel Company, a Corporation, submitted the only bid, submitting a bid and certified cheek in the principal amount of y~1,892.33. Allen Cleveland, at this time,representing the Southern Fuel Company, submitted a bond in the sum of ~~1,000.00 as required by the notice of proposed sale ~.nd grant of franchise. Thereupon an ordinance of the City Council of the City of Lynwood, County of LQs Angeles, State of California, Granting a Franchise and Priv- ilege to Southern Fuel Company, a Corporation, to lay, construct,, operate, maintain use, repair, replace and/or remove a conduit, main or pike line, was read for the first time. It was moved by Councilman Davies and se~ond- ed by Councilman Snyder that the bond in the sum of X1,000.00 be approved and that said ordinance be accepted as read the first time and passed to the second reading. Councilman Snyder headed a discussion regarding proposed Ineiner~ator Ordinance stating that Chief of Fire Department Dunlap is in favor of adopt- ing the whole suggested fire prevention ordinance recommended by the Nation- al Board of Fire Underwriters. Thereupon it was moved by Councilman Davies and~seeonded by Councilman Grayson that a committee be appointed to confer with Fire Chief Dunlap on the subject and that available copies of the pro- posed ordinana a be distributed to members of the committee. • Roll Call: ' Ayes: Councilmen ~"llliams, Davies, Grayson, Snyder and Decker. Noes: None. The r•gayor appointed the Council as awhole to cot as a committee. A Communisation was received from 7~'ater Superintendent Cummings, addressed to 'dater Commissioner ~t'illiams, to the effect that 11~r. Lampman is willing to have a meter installed for water consumed from City of Lynwood line in lieu of paying a flat-rate if the City will permit him to install one of his own meters that he has on hand. Thereupon it was moved by Con,n- eilman ,~lilliams and seconded by Councilman Grayson that the City Attorney be instructed to draw up proper contract to cover same between City of 'Lynwood and I~~r.
