SITE PLAN REVIEW COMMITTEE
March 21,2018 - Minutes
A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. in Skaket Meeting Room
at the Orleans Town Hall. Departments Present: George Meservey(Planning);Bob Canning(Health);
Greg Baker(Fire); Tom Evers(Building);John Jannell(Conservation);Frank Nichols(DPW)and Susan
Brown(Water).
INFORMAL REVIEW: Orleans Historical Society (for"On the Road to Skaket Beach, LLC") 137
Skaket Beach Road
David Lyttle(Ryder&Wilcox)and Attorney John Kanaga presented an Informal Site Plan Review
Committee application for a Change of use for the Captain Linnell House. Kanaga stated the existing
restaurant is under a purchase agreement with the Historical Society to preserve it as a museum/event
venue. Kanaga stated that no changes are proposed for the exterior of the building. Lyttle stated the
application is for a less intense use of a pre-existing,non-conforming building in a residential zone.
Lyttle stated that intent to use the existing kitchen for future events.
Comments:
Fire: The building needs to be sprinklered and the fire alarm system maintained.
Building: Applicant will need a Special Permit and/or variance from the Zoning Board of
Appeals for the alteration of a pre-existing,non-conforming use. Alterations will
need to be done under controlled construction due to the change of use.
Applicant must submit a floor plan sketch. Building must be handicapped
accessible. A parking analysis is required for on-site and off-site parking. Old
King's Highway Historic District approval must be obtained for changes to the
exterior or signage. All exterior lighting must conform to the Orleans Lighting
bylaw §122 (shielded and pointed downward)and manufacturer tear sheets must
be provided for town review and must be shown on the plan.
Water: Water Department must be notified of the change of ownership in order to
determine who is responsible for the backflow device and fire sprinkler line.
Health: The septic system must be inspected,as well as the kitchen facilities. The
building is subject to the Nutrient Management Regulations. Due to the change
of use, an engineer must certify that the septic system is adequate for the
proposed use. The facility must comply with all State and Federal food codes.
Conservation: No Conservation Department comments.
Highway: Parking in front must be controlled.
Planning: Applicant can request a revocable license from the town regarding the front
parking area.
There was a consensus of the Site Plan Review Committee that this application will have to come back for
a Formal Site Plan Review.

APPROVAL OF MINUTES: February 7. 2018
MOTION: On a motion by Robert Canning, seconded by Tom Evers,the Committee voted to
approve the minutes of February 7, 2018.
VOTE: 4-0-3 The motion passed by a majority. (Frank Nichols,Susan Brown and Greg Baker
abstained)
