Councilmen ~"~illiams, Davies and Decker ansvrered the Moll call. Councilmen Grayson and Snyder were absent. The Tiinutes of the previous regular meeting of September 1st, were read and approved. `:'IRITTEII COT~~:"UIdIC~TIOT S: 1 communzca ion was received from Lyncdood Post No. 85 American Legion inviting; the Council to attend the installation of new officers of their Yost on Friday September 25th, at 8;00 P. h~. at the ~~loman's Club, when Dis trio Attorney Buron Fitts is to be installing officer. It wa.s moved by Councilman ~~'~iilliams and seconded by Councilman Davies that. the Council accept the invitation and that as many as possibly can attend. Roll Call: Ayes: Councilmen '~~illiams, Davies, and decker. Noes: None. Absent: Councilmen Grayson and Snyder. A communication was received from John Pinto requesting that two sign boars used by Foster ~: Kleiser be removed from beside his store because of obstruction of view to his business establishment located at 10231 Lan<< Beach Boulevard. It was moved by Councilman '~~illiams that Foster ~ Kleiser be requested to remove their signs at said lo- cation. T:.r. L. A. Patch, representing Foster ~ T~leiser addressed the Coui:cil regarding said matter, after which discussion ensued, and Councilman ~~~Tilliams vrithdrew his motion, and the Mayor instructed the City Clerk and Building Inspector to look up the Ordinance .resulat• ing sign board construction to ascertain whether ter hot Foster and Kleiser conformed ti~rith the Building Code in constructing their bill boards: also that the City Clerk check up frith Compton and South Gate to ascertain tivhat their requirements are in sitniliar cases. _~ communication was received from R. D. Crenshaw ~; Co. making application to audit the City Books for current fiscal year on same basis as heretofore, ~~15.00 per day for each accountant engaged upon the work, v~rith a guarantee that the total charge will not exceed an average of ~~250.00 pe-r quarter. There being no objection, the 1~.`a.yor ordered the comrr~unieatian filed to next meeting when the matter will be considered aid acted upon, vrhen all members of the council wil~} be present. ~~ communication was received from the Pacific Coast audit Com- pany by H. C. '"hiter~an, Jr., requesting the council to reconsider the matter of issuing a check to County Auditor for over-collection of requirements in A.~ I. Districts No. 15 and rTo.l7 as denied by Council at the last meeting, Mating that he has an opinion from a member of the County Counsel on the matter. I~::ayor Decker address- ed the Council to the effect that each member of the Council have a copy of said letter; also the City `t'reasurer :need has sent out cards to interested property owners giving them details hoti~r the matter is being handled, stating further that the council are of the same opinion as expressed at the last meeting and that the over-collection will be returned by a reduced rate ,y'or this year's taxes and the pro- perty o~rners thereby ~yi11 derive 100j'o of the money paid, ti,~hereas, if refunded to the County Auditor to be distributed by the z'acifie Coast Audit company, the property owners will have to pay said Company pos- sibly 50;0 of the amount due; which statements ~^rere corroborated by the-other members of the 8ouncil ; also suggesting that said company rnight su'omit an opinion i'rom the Cour_ty Counsel on the matter. -^i communication was received from Luella ~. Stever requesting that the water mains be extended so that her Lots 7 and 8, Tract 6312, can be served as she is desirous of planting shru.bb~:ry ana. trees. There being no ob j ection~r, the I:`ayor referred the matter to Council- man "~illiams to report back to the Council at their newt meeting; rewarding the situation. communications were received from iierbert G. Rehfeld requesting refund of li~Iitin Assessment for year 1929-30, and refund of weed assessment for year 1926, as affecting Lot 960, Tract ~l"I2. Gity Treasurer deed a;~dressed the Coul.cil on said matters recor~nending payment of lighting assessment and ordering; him to car_cel the assess- r~~ent on the G.s:=~essment roll.
