REGULAR ",FETING OCTOBER 6th, 1931.
The Cit~T Council of the City of Lynwood met in a regular
session at the City Hall, 11331 Plaza Street, on above date, at 7:30 P.~~.
- h`ayor Decker in the chair.
Councilmen ~'Villia.ms, Davies, Grayson, Snyder and meeker an-
swered the r o 11 call.
The minutes of the previous adjourned regular meeting of Sep-
tember 29th were read and approved.
i~IRI`I'TEN C.~:~:~tTNIC~~TIONS:
A'communica ion tva= received from Dr. A."'. Semmens, President
of Lynwood Chamber of Commerce, inviting the Council to attend the annual
installation banquet of Lyn~~~ood Chamber of Commerce, next ''~onday. evening
October 12th, at 6:30 Pali. at the ti~Tomans Chub House. There being no ob-
jection, the 'M`ayor ordered the com~unication filed, suggesting that if
any one can attend, then should do so.
A communication ~.,~~s received from ~. "~.Bercaw, 3682 Agnes Aven-
ue, complaining because of excessive odor caused Qy dairies east of
B~.zllis Road. There being na ob jection the '~fiayor instructed the City
Clerk to notify Tt~~r.Bercaw that the dairies are not in the City of Lyn-
wood, and therefore, the City has no jurisdiction in the matter; also to
send a copy of the letter to the County Health Department.
Reports of activities of the following departments were re-
ceived, shoring activities for the month of September:- Publicity. Dept.
by ~"~.E,,lt"el linger, L.A. County Health Department, Police department by
Chief of Police Bailey; City Court, by Hozsdard Hemenway,Judge; Building
Dept. by Building Inspector Collins; Treasurer's Department, by City
Treasurer Reed; Fire Department, by R.L.Dunlap, Fire Chief. There. being
no ob jeetion, the ~'ayor ordered said reports filed.

Council~lan Davies repor ed on the matter of cleaning and level-
ing the I~yrn~~ood Base Ball Park ~n Imperial Highway, to the effect that
the City is in no position to improve private property. Thereupon it
was moved by Councilman Davies and seconded b;, Councilman Grayson, that

City Attorney Hess reported regarding the case entitled PgOFF-
ATT vs. CI "'Y OI+' LYN-<~t~?OD, wherein the plaintiff endeavored to co elect
~~50.00 ss salary for serving as City Judge curing the absence of-the
presiding Judge ~:.~'.Day, to the effect that judgment s.~-~as rendered for
the defendant,' and ghat he is trying to collect costs from the ~'laintif£
City Attorney Fiess also reported on the ease entitled "ACI~'IC
FIl'1.~~:~TCF C,'OT?~'OR1°~TION vs~. :;I'I'Y OF LY_r~r''OOD, to the effect that on ~:eptember
30th he procured Sati~fac pion of Judgment properly executed b~,r the ~'ac-
i'fic Finance ~^orporation; also release signed by George :~. Schz~~abland
releasing said city from all claims, stating that he will file the Sat-
isfaction of Judgment wit~~ the County, and ~Srill file the release tnrith
the City Clerk.

Councilms,.n ~-Grayson addressed the Gou.~cil to the effect that
the Council- h~.ve been using every effort to cut ao~irn the expenses of the
City, and in carrying out that effort further, Councilman Grayson made a

ded by Councilman Davies.

budget. Thereupon it was moved by Councilman Snyder and seconded by
