The City Council of the City of Lynwood met in a regular session at the City Hall, 11331 Plaza, Street, on above date at 7:30 P.'4i. mayor Deeker in the chair, Councilmen Willies :~s, Grayson, Snyder and Deeker answered the roll call. CouneiLnan Davies was absent. The minutes of the previous .regular meeting of January 5th were read and approved. ~'rRITTEN CO1fii~~~ITNICATIONS: A common ca on ;-gas received from City Treasurer Reed request- ing that X1,000.00 be loaned to Improvement District Series r,DDn from the General Fund to meet current interest recyuirements of said district. Thereupon it was moved by Councilman Crayson and seconded by Councilman Snyder that the request be granted. Ro11 Call: Ayes: Councilmen 6'lilliams, Grayson, Snyder and Decker. Noes: None. REPORT OF SPECIAL CO~~~'_~ITTEES: von recommen anon o.~ Engineer Bateman that a considerable portion of the water ru3lning south along Ling Beach Boulevard, between Sanborn and Fernwood, can be diverted into the first alley easterly of Long Beach Boulevard, by utilizing a section of old wrought iron pipe fora culvert, and construct a peak in the grade at Sanborn on Long Beach Blvd., the e~cpense of the work to cost approximately 515.00, it was duly moved by Councilman Grayson and seconded by CounciJlman `villiams that the City Engineer and Street Superintendent be instructe~' to proceed with the work, the cost not to exceed ~~ 0.00. Roll Call: Ayes: Councilmen !"Jillia::-~s, Grayson, Snyder and Deeker. Noes: None. Absent: Councilman Davies. City Attorney Hess reported relative to the hand bill ordin- o.nce, reading a letter he had umitten to the City of Long Beach regarding the legality of their ordinance as to the section that exempts local merchants in Long Beach from paying a license to distribute hand bills, and also read a reply from the Prosecutor's office to the effect that said section is discriminatory and that said section has been amended so that said section is not included. City Attorney Hess suggested that an amendment be made to the present business license ordinance so that the holder of a business license for a dul~~ established place of business in the City of Lynwood, shall include the right and privilege of distri- buting advertising matter advertising the goods, ~~~,res ar services of his business, and would therefore require that those who do not have such a business license mould be subject to the regular X10.00 license fee for distributing advertising mat ter. Said Ordinance was ~-•ead for the first time. It was thereupon moved by Councilman Williams, and seconded by Councilman Snyder that same be accepted as read the first time, and passed to tale second reading. Roll Call: Ayes: Councilmen Williams, Grayson, Snyder and Decker. Noes: None. Absent: Councilman Davies. A written report was received from the City Clerk relative to the hazard that exists at the Los Angeles River, south of Stewart and Gray Road at the Union Pacific Crossing, in case of excessive rains, to the effect t that Mr. Salisbury from the Los Angelus Flood Control office .was down when Engineer Bateman and himself went over the ground and found the condition bad, and that the County are negotiating wish the Union racific System for the construction of an adequate bridge in order that the channel can be straightened, and that the County will char, to the extent of half of the expense, and that same wrill be in~~luded in their 1932-33 budget. Also that Councilman Tweedy of S-uthgate called in response to a communication sent 'them, suggesting tohat a com?~ittee be abpointed from Compton, Linwood and Southgate to appear before the Board of Supervisors of Los tingel s County and ask for re lie f..~:Zayor Decker reported for Council.mc.n Davies regarding said matter to the effect that the County are completing negotiations wits. the Union Faeific 3S.`i System for the construction of said bridge after which work will be started shortly; however, stating that it is a good idea to keep calling it to the attention of the Roam of Supervisors; therefore appointing Councilmen Grayson and 'a`dilliams as Lynwood's members on a committee to appear before the Board of .Supervisors, suggesting that they communicate with the Cities of Compton and Southgate as to a suitable date to appear before the Board of Supervisors. ORDINANCE N0. 189, entitled: AN ORDINANCE OF '?'HE CITY OF LYN- ~;"JO OD, A~IIENDING ORDINANCE NO. 161 !~F THE CITY OF LYN``~OOD RELATING TO PRESENTA TION OF CLAIMS" which provides that one separate payroll demand be prepared for the General Fund, Street Department Fund, eater Depart- ment Fund and bighting Fund, also repealing a section pertaining to Commissioners approval of demands, was read. It was moved oy Council- man Snyder and seconded by Councilman Grayson that same be adopted as read the second time, finally passed acid published as required by law. A comrnunieation wa received from the Chief of the Fire Depart- ment, R.L.Du~ilap, requesting confirmation of his action in relieving from duty on January 8th,1932, Thomas G.tNilliams, and appointing Pax. J. R. Trent to fill the vacancy as call man. Thereupon it was moved by Councilman Snyder and seconded by Councilman Grayson that said action by Chief Dunlap be ratified by the Co uneil. It was moved by Councilman Snyder and seconded by Councilman Grayson that the acts of Fire Chief Dunlap be ratified in employing R. Robb as call man at 1.00 per month. It was moved by councilman Grayson and seeonde~a by Councilman Snyder that the Street Superintendent be authorized to make arr ange- ments to dispose of dunk in the City at 25~ per load. Roll Call: Ayes: Councilmen ti~illiams, Grayson, Snyder and Decker. Noes: None; Absent: Councilman Davies. It was moved by Councilman '~~illiams and seconded by Council- man Grayson that Councilman Davies be authorized to have installed ill- uminated stop signs at Atlantic Avenue and Imperial Highway.;. red lights in standards at the intersection of Century Boulevard and Lo~ Beach Boulevard; t:o move the stop signs at "~ulford Avenue and Long each Boul- evard to Fer nwood Avenue and Imp erial Highway, to stop on Imperial High- way in lieu of on FernS~~ood Avenue, sub~eet to Ordinance to cover same; and that he also have installed an illumination stop sign at '~ulford Avenue and Long Reach Boulevard--Councilman Davies to be assisted by Engineer Bateman. It was moved uy Councilman ~'~illiams and seconded by Counci 1- man 'Grayson that City Attorney Hess be instructed to draft an Ordinance to eliminate the Boulevard stop on Fermwood Avenue at Imperial Highway, and require a boulevard stop on the north side of Fern~mood going south- erly on Imperial Highwray, and require a boulevard stop on the south line of the ~'acific '+aleetri e right of `Ray for vehicles moving north bound. Roll Call: Councilmen ~`Jilliams, Grayson, Snyder and Decker. Noes: None. Absent: Councilman Davies. The Audit report was received covering the c~~uarter beginning October Ist,1931, and ending December .lst,1931. `There being no ob- ~ection, the ~Tayor ordered same file~~. ~, ,. ~,~c~ It was moved by Councilman Grayson and seconded by Councilman Snyder that the fire insurance expiring on January 30th,1932 on buildings and contents aggregating a total of 19,500.00 be written in equal amounts by '~essrs. An Ordinance of. the City of Lynwood regulating gas appliances was read for the first time. It was moved by Counci7_m~.r~ Grayson and see- orded by Councilman Snyder that same be accepted as read the first time and passed to the second reading. The l~~Iayor instructed the City Clerk to obtain three copies of the publications referred to ire the ~%rdinance on A.G.A. approval re- quirements, and the wilding I.~spector be instructed to prepare for. ms re- ferred to in said ordinance. A cornrnunication was received from David I.!?ewton, represent- ing -~rs. Eleanor L. Glen:, re~~;uesting cancellation of penalties on light- ing Assessment against Lets 4,5,6 and 7, Dlock 7, Tract 5418, because her address was on file in 'he Clerk's office, and regardless thereof, was not properly notified until after same was delinquent, ~•aith letter attached from City Treasurer Reed r~comr~endirg that penalties be refunded ~^~hen all light: assessments levied ag2,inst said lots are paid. Thereupon it was moved by Councilman Grayson and seconded by Councilman tNilliarns that re- fund be made of penalties after assessment is paid in full as outlined. Roll Call: Ayes: Councilmen ~"lilliams, `~rayson,Snyder and Decker. Noes: None. Absent: Councilman Davies. A comrunication was received from =rs. Dertha 24Rc.Donald re- questing cancellation of penalties on lighting assessment because of non- notification, as effecting I,ot 483, Tract 25F1, ~rTith letter attached from City Treasurer Reed to the effect that the City had no way of ascertain- ing ownership of the property in question, therefore does not find suff- icient merit to warrant the City granting rpplicant`s request. Thereupon the ~;'~ayor a~°dered the communication filed, and instructed the Clerk to communicate with A2rs.2Jlc.Donald, informing her of the result of the invest- igation. A communication was received from ~:lr~,. Effie T~~.Shields, re- questing cancellation of lighting assessment because her address was on file, and that she sho~.zld have received notice prior to the time same be- came delinquent, all as effecting lots 918 and 919, Tract 3172, with letter attached from City Treasurer Reed recommending that the penalties be re- funded after the assessment, plus penalties, have been paid in full. Thereupon, it was moved by Councilman Snyder and seconded b y Councilman Grayson that the penalties be refunded after assessment is pa~Gl in full as recommended. City Treasurer Reed addressed the Council to the effect that he hay had his assistant check the tax roll since payment of taxes has been made, and thereby received several new addresses of property owners; ~~nd therefore sent notices out on the lighting assessment and that is the reason complaints are being registered; also stating that he sent out some 500 tax statements from addresses that he had on file in his office which the County could not furnish, and in some instances he had bean commended for his effort, and by some he has be al criticised; but he was hying to get the information into the taxpayer's hands. At this time ~~ayor Decker addressed the Council to the effect that a little over d year ago he very reluctantly aecep ted the office of City Couneilrnan of the City of Lynwood as a civic duty, and since his election he has been attempting to serve everyone justly and has shourn no favors; going on to say that there are some people in Tynwood ~:-ho are eey- ing that he is not trying to help the business men; he stating that he is doing everything that is just and legal to do; and stating that he has also been accused of not being a big enough man to handle the job; stating to the Council that if they feel that he is not big enough to handle the .: f; a ~. `~ f 3~°a fob, and they have some one to recommend totake his place, he will re- sign in his favor. Whereupon Councilmen Grayson,Snyder and '~~Jilliams addressed the Council eommen~ing ~~`ayor Decker on his executive ability and his endeavor t® do the right thing by all concerned, expressing their utmost confidence in him, suggesting that he ignore any unsound e-c°i ticism. City Treasurer Keed addressed the Council on a meeting which Mayor Decker, Mr. Snodgrass, himself and several other Lynwood citizens attended at the Clark Hotel in Los nngeles, for the pur?~ose of organ- izing a County wide organization to see if some relief cannot be given to over-burdened Mattoon Act districts. The result of the meting was that they instructec the various delegates to call a meeting of tax- payers effected by the Mattoon Act in each City, and select one from each gathering as a Director to represent their community, stating that he understan~.s that the ~~ayor has arranged for a meeting for next Mon- day night at Lynwood in the City Hall, at 7:30 P.~. which was substant- iated by the ".ayor.
