REGUT~AR ~~;ZEETING FEBRUARY 2ND, 1932.
The City Council of the City of Lynwood met in a regular session
at the City Hall, 11331 Plaza Street, on above date, at 7:30 P.ltiT,
l~.~ayor Decker in the chair.
Councilmen 'a'.rillia!ns, Davies, '~rayson and Decker were present.
Councilman Snyder was absent.
The minutes of the previous regular meeting of January 19th were
read and approved.

A co^~munica ion was received from City Feed Store, by E.T:I~lone,
the proprietor, requesting that a loading Zone be painted in front of his
store. It was moved by Councilr".an Davies and seconded by Councilman Gray-
son that the matter be turned over to the Chief of 'p'olice for investiga-
tion.

Absent: Councilman Snyder.
A commu~~ication was received from ~?r.John Kelley, 4317 Hugo street
requesting that Elm Street from Century Boulevard to i,.iorton Road be re-
paired as same is in b«.d condition, espedially a, the intersection of Lugo
and =1m; also ~w;u~o and atlantic.
Thereupon it watt moved by Councilma~~ ~:~illia^is and seconded by
Councilman Grayson that the Street superintendent be instructed to drag
and roll said street as soon as possible.

Reports of activities of the follo~xring departments were received:
City Gourt, police Department, Eire Lepartment, Building and ?icense De-
partment, and -=ealth Re~~ort from Los Angeles County for the month of Jan-
uary; also yearly reports Urere received from the Fire and ='olice Depart-
ments. There being no objection, the -:a.yor ordered same filed.

City Attore~ey Hess reported on the Fire prevention Ordinance to
the effect that he h.~. s examined the ordinance carefully, and that in hi s
opinion the ordinance as prepared b~T the :3oard of ~='ire lTr_derwriters is not
suitable for L~rnuood's needs; also that sa~ae is not: legally drafted, sugg-
esting that the ordinance be rFvamned. There being no objection, the TTay-
or instructed the City httorney to~r~uvise the t)rdin~.r_ce ~to meat the needs
of Lyn~,wood, and sub~~iit one copy to each Councilman x~rior to first reading
for consideration.

designating certain streets as through highways, eras read for the first
time. 't'hereupon it was moved by Councilman Davies a~~d secanded by Council-

A communication was received from he '~oard of Supervisors of
Los Angeles County with certified copy of motion passed by the ~'oard ~ti~o-
H~~riating ''2000.00 for improving Imperial Highway and Century Boulevard
at the railroad crossing of the Southern Pacific Railroad, same to be ex-
' pended i~~~ the payment of wages for labor to unemployed persons in the City
and purchase of materials. Thereupon it was moved by Councilman ~~illiams
and seconded by Councilman Davies that the City Engineer have entire charge
of the work, and that he be instructed to communicate with the Road Comm-
issioner ~~~hen ready to start ~~~ork.

City Attorney Hess read an amendment to the >Vine `ionic Ordinance
suggested by the Chief of "'olio, ~^a.king it lawful for drugstores to trans-
port, possess and sell to individuals, winQtonics, ~~ursuant to r~reseription
from a licensed r~hysician. `t'hereupon it was moved by Councilman D~.vies
and seconde_' by Councilman ':Villiams :hat same be accepted as read the f first
time and passed to the second reading.

A communication was received in the form of a petition signed by
several organizations leaders requesting that she City plow, level and fur-
nish .stater gratis to any vacant tat for garden pur-r.~ose only. Thereupon,
it was moved by Cau Gilman Davies and econded by Councilman ~-rayson 'ghat
Councilmen ':~+'illiams ~.nd Grayson be a,~pointed a committee to look into the
matter.

A communication was received from Chief of ='olice ~a.iley recomm-
ending that the stop signs at estate Street, one on the north side of
'Tweedy .~oulevard and the-other on the south side, be illuminated, as sev-
eral ac:~idents have occuaed at tiaid location. Thereupon it vacs moved by
Councilman Davies anti seconded by Councilman ~~illian~ that the recommen-
dation be accepted and the suns be illuminated.

City Attorney Hess reported on she reduction of rates by the
Southern C-~lifornia Edison Company, to the effect that he was in error ~.n
previously re-porting that it will increase the ornamental light rate,
stating that the ornamental li.~;ht rate ~a~ill remain he same. There tieing
no objection, the `~ayor instructed the City Attorney ~o submit a written
re::~ort to the City Engineer re:aardin.~ rates, eta., and that the_~eafter
the City Engineer report in ~~miting to the Council.

effect at once: -
