REGULAR MEE-TINE APRIL 19th,1932.
a .The City Council of the City of Lynwood met in a regular
session at the City Hall, 11331 Plaza Street, on above date, at 7:30 PM.
In the absence of Mayor Decker. the meeting was called to order
by the City Clerk, and upon roll call showed the following present:
Councilmen Willia!ns, ~avies,Grayson and Snyder.
Mayor Decker v~Tas absent.
It was moved by Councilman Grayson and seconded by Councilman
Davies that Councilman Snyder be appointed temporary Chairman in the ab-
sence of Mayor Decker.
Roll Call:
Ayes: Councilmen r~illiams, Davies, firayson and Snyder.
Noes: r~Tvne.
Absent: Mayor Decker.
Thereupon Councilman Snyder took the chair as temporary Chair-
man..
:The minutes of the previous regular meeting of April 5th,1932
and cif the adjourned regular meeting of April 18th,1932, were read and
approved.
'NRITT~'N CO~fiTUPiICATIONS:
A communication was received from the Lynti~rood Association:. for
Unemployed Relief requesting the use of the City Hall for their meetings
to be held on the first and third Fridays of each month. It vas moved
by Counci.~man Williams and seconded by Councilman Grayson that the Clerk
be instructed to communicate v~aith them to the effect that it will be im-
possible for the Council to grant permission on said dates as the T~attoon
Relied' ~ssoci~:tion use the City Hall on said dues; however, that per-
mission be granted to said organization to hold their meeting on Wed-
nesday,April 27th,1932, if such date is satisfactory with them, and that
they be.requested to refrain from smoking in the Council Chamber.

A eommu:~ication was received from T~s. ~ I~.~rs. C.E. Collicott
requesting permission to obtain a license to .sell rabbits and feed at
10118 Long Beach Blvd. Building Inspector Collins addressed the Council
on the matter stating that he has refrained from issuing a license as
the structures do not comply with the Building Ordinance relative to
Fire Zonis. It was moved by Councilman Grayson and seconded by Council-
man Davies that the license be granted on condition i:~hat it meets ~~~ith
existing City Ordinances.

A report of transactions and fund balances in Bond Reaemption
Fund for :the quarter ending March 31st,1932, compiled by City Treasurer
Re~d,~*YTas received. It was moved by Council pan navies, ar~d seconded by
Councilman Grayson that same be laid over to next meeting of the Council.

Health reports for week ending April 2nd and for week ending
April 9th, v~ere received. There being no ob~eetion, Chairman Snyder
orddred same filed.

... arnis , representing the Peerless Pump Co., addressed
the Council on the purchase of pump. Mr.Harnish was informed that the
matter is.being investigated by Engineer Bateman and the Council will
act on his recommendations.

ouneilman ill ams report ed on a meeting of the I:os Angeles
Channel Development Association to the effect that progress is being
made and that they are going to ho 13 their next meeting at Lynwood on
Friday, at 12:30 '. M. urging all members of the Council to attend. Chair-
man Snyder also urged as many of the Councilmen as possible to attend so
that Lynwood will be properly represented.
UNFINISHED BUSINESS:
A ~ 1 , entitled.: ?' AN ORDINANCE OF THE CITY OF
LYNT~/OOD PROHIBITING PARKING OF D~SOTOR YEIiICI~ES", in front of portions
of streets painted red, was read the second time. it was moved by Coun-
clman;Davies and seconded by Councilman Williams that said ORDINANCE
No'196 be adopted as read the second time, finally passed and published
as r equired ~ ay law.

~~EW BUSINESS:
City A torney Hess presented a grant deed to an easement granted
by Bank of America Trust and Savings Association to the rear three feet of
certain lotti in Tract 9288. It was moved b,y Councilman Davies and secon-
ded by Councilman !~illiams that the City of Lynwood accept a grant deed
to an easement granted by Bank of America National Trust and Savings Asso-
ciation, a stational Banking Association, for the purpose of laying and
maintaining water pipes through the rear three feet of the follo~~ing loin
in Tract No.9288, as per map recorded in Book 124, pages 42 end 43 of maps
in the office of the County Recorder of Los Angeles County, Cn.lifornia;
Lots 1 to 18, inclusive, Block 3; Lots 1 to 9 and 19 to 27 inclusive, ,~,,,
Block 6; Lots 10 to 17 inclusive, Block 7; and Lots 1 to 9 inclusive,
Block 9; and that the Gity Clerk of said City be instructed to attach a
certified copy of this motion to said grant deed and to record the same
in the office of the County Recorder of said bounty.

Title Insurance and Trust Company's Policy No.12fi8845 cover-
ing Lot 17, Block 2, Tract 9288, showing title to said property vested
in the City of Lynwood, was presented. It was moved by Councilman Davies
and seconded by Couneil^~an Williams that same be accepted and ordered
filed.

A contract between the City of Lynwood and the Utilities Equip-
ment company, a corporation, for the purchase of cast iron water pipes,
was presented by City Attorney Hess. Thereupon it was moved by Council-
man Davies and seconded by Councilman Williams, that the Mayor be author-
ized to execute said contract, dated April 19th,1932, with said Utili-
ties Equipment Corporation, far the purchase of said ripe in form a pre
sented herewith, for and in behalf of the City of Lynwood.

The City Glerk reported for Street Superintendent Porter
relative to th e cast of repairing the Street Rollerto the effe0t that it
will cost X348.31. Thereupon it was moved by Councilman Grayson and sec-
onded by Councilman Davies that the roller be repaired as per price quoted.

The City Clerk also reported for Street Superintendent Porter
on an equitable price to charge the City of South Gate for maintaining
their strip of park on State Street as re nested by them some time ago;
to the effect that a fair price would be60.00 per month, they ta.-fur-
nish hose, couplings, etc. Thereupon it was moved by Councilman Grayson

and seconded by Councilman Williams that Councilman Davies set as a
committee of one to work withthe Street Superintendent in the negotia-
tion to an acceptable- figure to the City of Lynwood and the City of
Southgate.

It was moved by Councilman Grayson and seconded by Council-
man Williams that the matter of purchasing Hump be laid over to next
meeting.

A claim of Harry Freeman against the City of Zynwood for a
bal,a.noe of $375.00 for work in painting and decorating the City Hall as d
Fire Station was received. Councilman Grayson addressed the Council
stating that it was understood that the decorating and painting was to be
done by Mr.Bur ton through Fire Chief Dunlap, for groceries, the material
to be furnished by the City, and that the claim is a big surprise to hid;
therefore making a motion that the Council deny the claim, which was duly
seconded by Councilman Davies. Councilman Williams also addressed the
Council on the matter to the effect that he is opposed to allowing the
claim as it was specifically understood that there would be no charge,
and that It~x.B carton was to do the work.

shaw ~ Co., was presented. It was moved by Councilman Williams and
seconded by Councilman Davies that same be ordered filed.

It was moved by Councilman Davies and seconded by councilman
Williams that the demands be allowed and warrants be drawn on the City
Treasurer for s~~id various. amounts.

A communication and resignation of Z,7uis H.Deeker as Mayor of
the City ~of Lynwood and as City ''ouncilman, was received. It was moved b y
Councilman Williams that the resignation be accepted, which was duly sec-
onded by CounQilman Grayson, commenting that it is with a great deal of
regret that the ~~ayor .Rill not consent to continue in office. Chairman
Snyder also expressed his regrets.

Councilman Grayson addressed the Council to the effect that
inasmucsh as R+Ir.Henry `'+. Schouten received -the next greatest number of votes -~~,
as a candidate for Councilman of all candidates exeeptthose who were
elected, he is of the opinion that it would be in order to appoint ll'Ir.
Schouten to fill the vacancy created by the resignation of Councilman
Decker. Thereupon it was moved by Councilman Grayson and seconded by `,
Councilman Davies that ~~s.Henry J. Schouten be appointed the successor '
of ~~r.Zouis H.Deeker as Councilman for the unexpired term.

Thereupon Chairman Snyder requested
