Councilman Grayson addressed the Council in response to I:,Tayor Sr_yder's remar~s stating that the members of the Council will co-operate with the T~Tayor and have every confidence in him. There being no objection, the T.iayor ordered the same filed. The report of City Treasurer Reed of fund balances, and showing transactions it the Bond Redemption 'r'ends for quarter ending T;;iarch 31st r- which was laid on the table at the last meeting of the Council, was pre- sented. It was moved by Councilman Davies and seconded by Councilman Schouten that same be ordered filed. Roll Call: Ayes: Councilrr.en ~'lilliams, Davies, Grayson, Schouten and Snyder. Noes: None Report of health services rendered by the Health Depw rtment of Zos Angeles County for week ending April loth, was received; also applications from IIessrs. Edward Hanlon, T~. A. Scholer, and '1m. B. Dif- fee, for positions on the Police Department. There being no objection, the T~iayor ordered same filed. Oi~AL COTua~~~TIJNICATIGTIS: Mr. Lyman Morgan a ressed the Council on the sign at the south boundary of the City being located at Orchard Street when the boundary east of Lang Beach Boulevard extends to the south portions of lots south of Grchard, suggesting that the sign should be changed. The IuZayor informed I~ir. T~Iorgan that they would. have Tngineer Bateman look into the matter and if found at wrong location, he to change same. REPORT GF SPECIAL COI~u1ITTEES: Coune~ man ~~illiams reported relative to the meeting held in the City of Lynwood on Friday regarding the Los Angeles Channel Develop- ment, stating that after the meeting they met with the Board of Super- visors and did not get any encouraging results. Councilman Davies reported that they had contacted the City of "'-" South Gate relative to the matter of maintaining the park strip on State Street for said City, and that they have new members on the Council and will have the matter brought up before them, but at present the matter is lying dormant. It was moved by Councilman Davies, and seconded by Councilman ~Tilliams that the City Clerk be directed to return to the Planning Commission, map of tentative tract Number 10358 with the approval of the City Council of the City of Lynwood. troll Call: Ayes: Councilmen ':Tilliams, Davies, Grayson, Schouten and Snyder, Tdoe s : T1one It was moved by Councilman Grayson and seconded by Councilman Schouten that Councilman `lilliams and Councilman Davies be appointed a committee to meet with the Unemployed relief Association, and if possible contract for the cutting of the weeds, setting a time limit for the com- pletion thereof in order that the assessments can be collected in the taxes, designating the Street Superintendent Inspector to see that the work is done right, and that the City reserves the right to reject and discontinue the service by the unemployed at any time if found that the cleaning is not properly done. Proctor for the continuation of drilling water well on Lot 17, Block 2, Trattt 9228, to a depth not to exceed 333.33 feet, the depth to be designated by the ,dater Superintendent. Thereupon it was moved by Councilman I7e.vies, and seconded by Councilman '~illiams that the ih2ayor be authorized to execute said contract for and in behalf of the City of Lynwood.. Roll Call: Ayes: Councilmen 'q~illiams, Davies, Grayson, Schouten and Snyder, Noes: None. It was moved by Councilman Davies and seconded by Councilman ~itilliams that the Street Department be put under the direct supervision of the City Engineer in order to take care of the work that is coming up, without compensation therefor, other than that reeei ved as City En- gineer, and that the present Street Superintendent's services be continued in the capacity of Street Foreman under the direction of Street superin- tendent Bateman. Roll Call: Ayes: Councilmen ~~illiams, Davies, Grayson, Schouten, Snyder. Noes: None. Councilman Grayson addressed the Council on the matter of raising money for unemployed relief work, stating that about six months ago X700.00 to .;800.00 a month was voluntarily pledged by individuals to carry on the wor'~, and that the pledges have now expired, and that the matter of soliciting contributions is a hard task and takes consider- able time; and. that personally he has not the time to devote to it as he did last time; therefore he would suggest that they adopt Councilman Davies' suggestions that the discount on the water bills be discontinued and that a separate fund be created out of the discounts for use in re- lief work, which ~~ould be a temporary matter until financial conditions improve. Councilman Tilliams also addressed the Council on the matter, stating that he thought such action a very good remedy as it does not hit anybody very hard, and .will mean quite a bit to the unemployed; also Puiayor Snyder commented along the same line. ~l'hereupon, it was moved by Councilman Grayson and seconded by ~ouneilman ~7illiams that the City discontinue the cash discount on water bills, and that the money collected thereby go into a special fund to be disburser by the City Treasurer on order of the City engineer for Labor by him in the various departments. Thereupon an ordinance of the City of Lynwood amending Ordin- anee Tdo. 117 relating to ;later Rates, by discontinuing water discount, was read for the first time. It was moved by Councilman. Davies and sec- onded by Councilman Schouten that same be accepted as read the first time and passed to the second reading. Roll Call: Ayes: Councilmen 't~illiams, Davies, Grayson, Schouten and. Snyder Noes: None. City Attorney Hess read a communication from. the racifie '~lec- tric Railways Company regarding the relocating of the grade crossing over the P. E. railway Company's right-of-way at Bullis Rd. on the Santa Ana line, that the permit to construct new crossing will expire May 18th, 1932, and that sar.:e can be renewed upon application therefor. Thereupon it was moved by Councilman Davies and seconded by Councilman ,'dilliams that the City Attorney be authorized to notify the Pacific lectric rail- way Company and Railroad Commission that the City Council of Lync~ood -~ C"~ LZ Cat t~ 3~`~ wish to have the application for the grade crossing at Bullis Road aband- oned. Thereupon RESOLUTION N0. 804, entitled: " A RESOLUTION OF THE CITY COUTICIL OF THE CITY OF LYN'd00D AI~SENDING RESOLUTION N0. '733 OF SAID CITY", by fixing Police ~datron's salary at X40.00 per month, was read. It was moved by Councilman Davies and seconded by Councilman Williams that said Resolution No.804 be adopted. Roll Call: Ayes: Councilmen Williams, Davies, Grayson,Schouten and Snyder Noes: None. It was moved by Councilman Williams that the Council rescind former action taken by them of barring the use of the Council Chamber of the City Hall for political meetings. Councilman '~~illiams stated that in his opinion the City Hall is the property of the tax payers, and therefore should be used. Discussion ensued, and Councilman Grayson stated that he believed that the property of the City should be protected and that the Council have even denied the use of the City Hall to t-1em- selves, but that they had taken action granting permit to the unemployed for their meetings, as same is ari emergency. There being no second to Couneil~~an Williams motion, same lost for lack of a second. Thereupon it was moved by Councilman Williams, and seconded by Councilman Davies that the meeting adjourn to '``ay 4th,1932, at 7;30 P.M.
