REGULAR ~'fEETING ~ ~IAY 4th, 1932.
The City Council of the City of Lyn«~ood met in a regular sess-
ion at the City Hall, 11331 Plaza Street, on above date, at 7:30 P.A~i.

Councilmen '~~illiams, Davies, Grayson, Schouten and Snyder an-
swered the roll call.
The Minutes of the previous adjourned regular meeting of April
26th v+rer. e read and a proved.

communiea on tom she Committee of the Lynwoad~s Associa-
tion for LTnemployment Relief submitting proposal to eradicate weeds grow-
ing on lots in the City of Lynwood, offering to dispose of same on the
basis of 4Q~ per hour, each man to endeavor to bring a hoe. It was moved
by Councilman Davies an ~: econded by councilman Schouten that the Council
adjpurn for recess later in the evening for a thorough discussion on the
matter.

A communication was received from C.D.DeI;ong, Secretary of the
Lynwood Association for Dnemp~.oyment Relief, requesting the use of the
City Hall for their regular meetings, each r~onday night of this month,
or until they can make other arrangements. rL'hereupon it was moved by
Councilman ~~Iilliams, and seconded by Councilman Grayson that the re~.~uest
be granted, they ~o be instructed to care for the City property, and
allover no smoking in the Council Chambers, and to kee in mind that if
there is any special meeting on said nights that permission lr~ill be t~ith-
drawn.

A communioation was received from Enoch Chevrolet Co., offer-
i~hg for sale anew Chevrolet Standard Sedan equipped ~~~ith bumpers for
752.00 and anew Chevrolet Standard Coach, equipped with bumpers for
657.00, with terms if desired. It was moved by Councilman Davies and
seconded by Councilman Schouten that the communication be laid over.

~'eports of the activities of tY?e following departments were
received, ?'olice Department, Fire,Duilding,City Court anct Health Depart-
ment. There being no objection, the ~:~ayor ordered same filed.

Engineer a eman reporte on the Lynwood sign at the south
City limits,- that same runs from the northeast corner of Orchard to the
southeast corner, and does not exactly conform to the City limits; but
if put to location ~°~here same conf orris to boundary, it would have to be
put .diagonally across the street, and i°,~ould also run irit0 considerab~.e
expense; therefore suggestin- that if the Cou-.ci1 so desires, the City
limits can be labeled by a ~.~~ooden sign, ar Southern California Auto Club
sign, at the exact location. It 11~as moved by Councilman ;~lilliams and
seconded by Councilman Grayson th=wt Engineer atemr~,n be instructed to
procure a sign designati::_g the City limits.

~Tayor Snyder reported on the meeting of the Los Anger's Flood
Control Development Association recently held in '?aywood to the effect
that the suggestion ~h.~~s made that the organization ~~:~ill be enlarged to
include business men and influential men v ho will bear some weigr~t on
the -~~oard of Supervisors ~r~nen ~~hey appear before them; also stating that
next Tuesday noon a meeting v~rill be held in the dell Chamber of Commerce
appointing Councilmen Schouten and 'yJilliams to represent Lynvrood as he
will be unable to attend.
The hour of 8:00 o'clock P.r,'~. having arrived, said time being
the hour set fc:r hearing protests or ob jection5 to proposed removal of
noxious or dangerous weeds grovA~ing upon property in the Cit~_r of Lynwood
as set forth in RESOLUTION No.803 passed on the 19th day of Apri1,1932,
and that each parcel effected has teen posted at .east five days prior to
this hearing according to lavr. The ~da.yor inquired of the City Clerk
ZA=hether or not any written protests or objections had been filed. The
City Clerk stated that none had oeen filed. Thereupon the "`ayor inquired
of the audience vuhether or not there ~:~:~as anybody present that ~u~ished to
object, and if so, that noGr is the time to be heard. There was no res-
ponse.

Thereupon it was moved by Councilman Davies and seconded by
Councilman Williams that the Street ~iperintendant be authorized to pro-
ceed with abatement of weeds in she manner prescribed by-law and in
accordance with RESOLUTION N0. 803.

UNFINISHED BUSINESS:
A C N0. entitled: "AN ORDINANCE OF THE C ±. TY OF LYN-
~?VOOD Al~"IENDING ORDINANCE N0.117,RELATING TO ~"JATER RATES", which discontinues
water discounts on water bills, was read for the second time. Thereupon
it was moved by Councilman Davies, and seaonded by Councilman 7illiams
th^.t said ~t3RDINANCE No.197 be adopted as read the second time, finally
pasted and published as re:uired by law.

~commun aa'~ion was received from the Lyni~~ood Electric Compar.~yy
making application to renew contract expiring on Tray 16th to, furnish lamps
used in Boulevard Lights, with notation at the bottom by Engineer }~ate-
manreeommending renewal of same. thereupon it eras mjoved br Councilman
Grayson and seconded by Counail^~an '=~illiams that the' coni~ract 3~e renewed
in the amount of w600.00 far another year, a.nd that 'the "s,yor be author-
ized to execute same for and in behalf of the City o'f L~ynG~rood.

A communication was received from ~'~ater Superintendent .Bateman
to the effect that A~~r.Proctor has drilled to a depth of 400 feet for X1.50
per foot, and as drilling is becoming increasingly difficult and slow when
ping to~a greater depth he feels that this price sho~r~.d be increased to
X2.40 per lineal foot for the bal:~nce of the hole, reedmmending that ""r.
.Proctor be given said prise. Thereupon it was moved by Councilman Grayson
and seconded by Councilman Williams `hat ~: committee. of three be appoint-
ed by the chair wi th power to act in f~he matter.

Thereupon the Y~`ayor appointed Councilmen Grayson,Davies and
Williams a co~~mittee to consider the matter.
'Councilman Grayson addressed the Council on uhe matter of
County aid to help unemployed to the effect that he recommends that a
committee be appointed to appear before the Honorable Board of 4upervisors
s,nd explain Lyntr~ood's needs, stating that Lynwood has very few industries
and other business establishments to afford wf~~ork, are not in `he community
chest distri<~t, and therefore re~ive no aid from that avenue; and .that
tha County, seems to take the attitude that Lynwood is taking care of their
own unemployed. It appears that the County laid down on the fob after the
Emergency Relief Fund tivas started; therefore it tiaras suggested that Rev.
Huebner, Councilmen `Nilliam.~,Schouten and Snyder be appointed a committee
to investigate the matter, as the County collect a portion for the care
of indigents in the taxes that the Lynwood taxpayers gay, and Lyn~~aood is
therefore rightfully entitled to their proportionate share.
Thereupon,. ft was moved by Councilman Grayson and seconded by
Councilman Davies that Rev.Heubner, Counc il!~an `-'Jilliams, Schouten and Snyder
~ be appointed a eommitte® to appear before the '~oard of Supervisors to
make. an -.appeal as out lined.

City Treasurer Reed addressed the Council stating that this
week is known and is being observed as Boy's week throughout the land,
stating that he had recently appeared before the Junior Nigh School body
end ~igen an address; and the principal of the t='chool suggested that the
City Hall have an :~nen door day f o_r° the school ..children to visit the
City Hall, suggesting that a d<~te be set. Thereupon, it :»as moved by
Councilman Grayson and seconded by Councilman ~'Villiams that Fridayafter-
noon after school be set aside as visiting day for the Tumor High School
students,-and they be invited to attend.

It was moved by Councilman Grayson s.nd seconded by Councilman
Davies that the City Clerk be instructed to notify the Fire Department.

that it is the concensus of opinion of the City Council that the Distribr
tion of relief •~^aork be eon: idered part of the duties of the Fire Chief
and Fire Department, ~,nd that any member of the Fire Jepar':ment ~fl~ishing
to tender his resignation in con~~;ection ~~~~ith the relief zr.ork, it shall
a1.so be attended ~~°ith the resignation as an employee of the City of Lyn-
wood, a.s it is the opinion of the Council that al_1 employees of the 'sire
Department shall enter the humanitarian spirit of good wi'1 in connection
with the Emergency Relief committee as part of their regular duties.

At 8:25 P.~~T. it was moved by Councilman Davies and seconded
by Councilman Schouten that a recess be declared to 9:00 p.M. to discuss
the weed abatement proposal ~r~ith the committee of the TTnemployment Assoai-
a.tion.

At 9:15 P.;UI. the ~Zayor again called the meeting to order, and
upon roll call showed the follo~~~iing present:
Councilmen ~~illiams,Davies,Graysgn,Schouten and Snyder.
It was moved by Council~~an Grayson and seconded by Councilman
slilliams that the proposal of the committee of the Lynwood Association
for Unemployed Relief to cut th~~ .weeds at 40~ per hour be accepted, t~~ith
the provision that the work be co;npleted by June 15th in order that the
City can legally collect the assessment in the taxes; and that the City
reserves the right to discontinue the work at any dine should the v;Tork not
prove satisfactory, and that the general supervision. shall be under the
control of the Street Department. Councilman Grayson commented that under
this arrangement i t will cost approxi mately twice as much as it .ordinarily
costs ~~~hen the City cl=:ans the lots; but that she charge to property
owners shall be the same as last year and be advanced cut of the General
Fund, and the difference in cost to be paid out of the special furxl to
be created out of the discontinuation of the water discount of ~5~ per
water consumer to reimburse the general fund far the di~ferenee collected
in taxes and actually spent; and that the City Treasurer and City Clerk
keep a close record on money disbursed.

?~Ir.James representing the Unemployed Relief Association address-
ed the Council, thanking them for the consideration received and for the
effort that the Course i1 is making to solve the unemployed situation,also
making an announcement to the audience that the re ~~ular meeting of the
Relief Association will be held next ''onday night.
It cvas moved by Councilman Davies and seconded by Co uncilman
G`1i11iams that the City Treasurer's Petty Cash fund be increased by X1000.00
to take care of paying the weed cleaning laborers, and that he be author-
ized to pay them on demands approved by Street Superintendent ~3ateman.
