Cour~cilrsan ?~ illiams reported for the committee consisting of
Trlessr•s. Huebner, Sn~rder and Schouten to appear before the ~3o<~rd of Super-
visors requesting additional aid for the t"Jelfare Department, stating that
there ~rras abolutely nothing done, and that it is no use to expect money
from the county as the condition is getting ~:~orse, and the ~'oard of Sup-
ervi:ors advised them that their money for ,r~~ fare ,vork is depleted, and
no consideration :gill be =riven the matter until after September,l9 ~2.
A written re~oort was received from ~rdatrr Super•intenden t

Johnston, ford Dealer. It was moved by Councilman Grayson and seconded
by Councilman Schouten that the Chief of Police be authorized to purchase
~, Chevrolet Sedan, Standard, at ±.he maximum of ~75~.00, for usd in the
Police Department.

A eommun'ca ion w~.s rec~:ived from the Lynn°~ood Emergency
Relief' Fund recommending to the Council that thetT do not employ any
person to ti^rork in the matter of cleaning the weeds off of the lots in
the City of Lynwood, unless they have been residents here for at least
ninety days prior to the comr~encement of the vrork, and if -r~ossible,give
~refere.nce to property owners and taxpayers in hynt~:,ood, and that appli-

cants must be Americ<=.n citizens. It was moved by Councilman Grayson and
seconded by Councilman ~~lilliar!s that the matter be laid over until Coun-
cilman Davies arrives.

1935'T, was read. It was moved by Councilman Williams and seconded try
Councilman Schouten that said RESOLUTION N0.805 be adopted.

~ A communication was received fram Chief of police i~ailey
requesting, that his' acts be ratified in appointing Mr. Eu~~~ard Zello at a
salary of X125.00 per month as a police officer to fill the vacancy of
Officer. Reynolds during his vacation and sicl~, leave. It ~R~as moved by
Councilman ~~illiams and seconded by Counc ~_lman Schouten that t:-:e appoint-
ment be ratified as per request of Chief of Police Bailey.

City Attorney Hess presented a contract between the City of
Lynwood and John Bean '.Tanufacturing Co. , in connection v~rith the purchase
of a grater pump as per bid of ~~ 18000. Thereupon it was moved by Coun-
cilman ~~illiams a~~d seconded by ~ouncilm~.n Grayson that the ~Tayor be auth-
orized to exeeutti the contract forand in behalf of the City of Lynwood.

At 8:10 P.'.~. Councilman Davies arrived an;~ took his seat at
the. Council table.
City Attorney Hess presented contract between the City of
Lyrnarood and V.E.Proetor for drilling of ?¢~ell beyond the 333.33 feet which
the.first contract covered. It was moved by Councilman Grayson and second-
ed by Councilman ~Jilliams that the Ij~?ayor be authorized to execute said
contract for a.nd in behalf of the City of Lynwood.

< A communication from the ~~lelfare Committee recommending that
no person be permitted to work in connection with the gutting of ~~~~eeds on
lots unless he has been a resident of the City of Lynwood for 90 days,
and. must be an American citizen,. was again brought up. Also discussion
was• had regarding the .continuation of the ~n~ee:? cleaning by the unemploy-
ed.
It wa~_ moved by Councilman Davies that the cleaning of the
lots by the unemployed be terminated and that mowers and teams be ec~-
bloyed to do the-work. Councilman Davies motion lost for lack of a
second.
It was moved by Councilman Grayson and seconded uy Councilman
ti~illiams that that part of the ~~lelfare's recommendation be adopted "that
all men .~~ho are employed in connection ~~aith the cleaning of ~~~eeds be
American citizens", and that the matter of resid°nce in Lym--good be changed
sa that they must have resided in Lynwood on or before October 20th 1931.

A general discussion headed by Councilman Grayson ensued as
to terminating the services of the unemployed in connection with the
weed cutting proposal, as the Council have found upon investigation that
the cost ~~=ill be appro~timately eight times the cost in -previous years.
City Treasurer need also, addressed the Council stating that it' it is
going to cost eight times the amount it did last year that it would be
approximately X27,000.00 which is in excess of ~rti~hat the Treasury will
stand, especially in view of the fact of the declining tax collection.
~,~Tr.nanielson representing the Association of Unemployed addressed the
Council in behalf of their organization stating that he can readily see

that the Council is up to a hard proposition a, the cutt-?~~?.g with hoes is
very expensive, and that he advocated in the first place. that mowers be
used, s tating th~.t the Association are ~~:~illing to cooper--te ;T°ith the
Council in every way possible.
Thereupon it was moved by Councilman Davies and seconded by
~ounci~"! man Schouten ghat ~~re di continue tivith cleaning the weeds by hand
by the unemployed and that mower be_ useu. Councilman Davies c~ mmented to.
the effect that we can usQ the unemployed in connectio~~ with burning the
vtireeds after they are mowed and raked; also that mere will be some t°rork in
the water department before ling, also the fund that is to be accumulated
from the discontinuance of the Lvater discount will help.

man Grayson that Councilman Davies be authorized to negotiate for the

with the Congressmen and Senators from California urging them to support
the ,x::,000,000,000.00 prosperity bond issue, also endorsing Senator ~sorah
and Couzen on their fight to adopt the increased income tax rate on in-
come s.
