The City Council of the City of Lynwood met in an adjourned re- g~.lar meeting at the City I:all, 11331 Plaza Street, on above date, at 7:30 ?'.M. 1,?ayor Snyder in the chair. Councilmen ~Jilliams, Davies, Grays on, Schouten and Snyder Answer- e~ the roll call. The minutes of the previous regular meeting of ?`"ay 17th, 1932 were read and approved. ~`~'RITTEN CO~.T~~VniICr1TIONS• A communication ~1~as received from Councilman L. ~. Olson of th e City of Glendale, urging the Council to attend the `'ifth Annu::~l Institute (~~ of Government ~x~hich is to be held at the Iniversity of Southern California from June 13th to 17th, inclusive, 1932, v!ith program at~_~•ched. 'Tr. Jahn Dofner, representing the University desired to speak on the matter. Thereupon it tx~as moved by Councilman Davies anti seconded by ~`-' Councilman Schouten that T~fir.Dofner be given an opportunity to speak. Roll Call: ryes: Councilmen ~~+illiams, Navies, Grayson, Davies and tinyder . Noes: None. ~?r.Dofner spoke in behalf of the course offered, outlining the plan and benefits to be derived and giving a resume of subjects _:o ~e dis- cussed, thanking the Council for the opportunity of acdressing them. A communication ~~!as received from fire Chief R.L.Dunlap calling attention to ~, crack in the c~-rlinder block at the crank case studs of cyl- inder number six, in the fire engine; anu upon further inspection a crack was found in the crank case (left side} , due to strain, u~rhich makes it ien~- possible to expect heavy service from the engine. It was moved by Council- man Grayson, and seconded by Councilman ?~Jilliams that a committee be appoint ed to di~•cuss the matter ;^fith the dire Chief, and investigate. Discussion Tr!as had rela- tive to whether or not C~.ief Dunlap had 'r,een in .the employ of the City a year, and it was found that. he has been employed in the `Fire ~epartmertt since June 8th,1931. 'There being no ob jeotion the '`ayor ordered sar_~e filed. ~'. communication :~~as received from Chief of ~~~olice Bailey, recomm- ending employment of Floyd Davis at salary of ".1x5.00 per month as T-'olice officer during the summer vacation mo ths, as the O1~!mpic Gr-:mes are sched- ~e uled to start in July and 1`.ugust. Councilman Davies had left the ropt~; therefore ~d~;~~or Snyder ordered he matter laid on the t~ ble until his re- turn. Tne follotA~ing reports of activii~.ies for the month of ''ay ~Rrere re- ceived: City Court,~uilding and L_cense Departments, and Health Report. `~er•e being no objection, the T'ayor ordered said reports filed. • At this time Councilman navies arrived ~.tind took his place at the Council table and the matter of the employment of ?,x.Davis as Police Off- icer was brought up. It tivas moved by Councilman Schouten and seconded by Councilman urayson th~_t t~:~e concur ~:~ith the a~poir~tment of~ T7r.Davis as Police Officer of the City of Lynv;~ood. C:~uncilma,n Grayson addressed the Council stating that he favored stricter enforcement of the laws a effect- ing stop signs, favoring the action on the grounds that revenue ~~ uld be obt<..ine- thereby. Councilman `:'Jilliams obected to the anpointrnent at this. time. After considerable discussion, Councilman Schouten ~°~ithdrew his motion at the consent of Councilman '=rayson who second==d same, and no further action ~naas taken. ci c >mmunication was received from Chief of ?'olice R~~iley statin7 that the °-Iotorcycle Officers are ex-"er~iencing much difficulty in the start- ing and handling of their motorcycles, due ';o the gasoline which is being used at the present time. Thereupon it was moved by Councilman Grayson and Geconded by Councilman 'Jilliams that the policy be rene~~-ed by the same agent, Floyd B. Ro~rrlee. RE?'ORTS OF SPECI'~I, CO~TITTEES: Councilman Davies. reported on the matter of cleaning greeds to the effect that the=,- have s~~orked 530 man-day i.iremnloyed men, and x'54 individuals and that a total of (;;1,892.69 has been expended to date, and that thejj ~Q~ill be through mowing this SFreek, stating that a considerable sum ~jrill be left of the X7,000.00 after the vaeeds are cleaned !~rhich ~r~ill be used for :street purposes, or ~°ahatever ~~~Tor?k may be designated; stating that he is r~~orking sixty men~day aTnTd tomorrow, and sixty for the next t«ao days. Councilman navies recommended that the curbs be see; baek::from Sanborn south on both sides of Plaza ~'treet and on the west side of Corm t Street to the City Yards, which vrill cost approximately n650.00, half of ~:°~hich «~ill be expended to aid the unemployed, making a mot; on that the City Engineer be instructe~_ to het busy in the matter of setting said curbs back and putting the men to work, which was ~auly seconded by Councilman Sc3~outen. Councilman Davies ad~aressed the ,council presenting a re~ommenda- tion on retrenchment in various departments, ~T~hich read as follo~••s: Due to unsettled ec:;nomic conditionti, business depression, and un- employment, causing a large delin:~,uency in the payment of taxes the follow- in~; program is presented from ~. standpoint of economy. The recom^~endations as outlined have been carefully cons idered from every angle and ar.•e submi tted S;Ti th this o- ject in view '' Sho<<:~ing a. distinct saving of a?nbroximately 14`~~ of total tax levy, if at the end of the fiscal year the,~•e x~pears to be a healthy balr.nce, a lowering of the tax r2 to to p~~operty :owners is trongly re comrlended.
