MINUTES
JOINT MEETING
OCTOBER 30, 1990
1. Pursuant to the Agenda posted on October 26, 1990, Mayor
Breazeal called the joint meeting of the City Council and
the Temple City Unified School Board at 7:37 p.m. on Tues-
day, October 30, 1990.

Council moved to excuse Councilmember Froehle's absence for
cause.
2. DISCUSSION OF AGENDA MEETING TOPICS
A. AFTER SCHOOL RECREATION PROGRAMS -
Council and School Board discussed the need for in-
creased supervision for the After School Recreation
Programs and the Summer Recreation Program. This item
was referred to Parks and Recreation Director Kobett
and Mr. Steven Hodgson to review the program and pro-
vide a report at the next joint meeting.
B. DRUG FREE ZONES -
Council and School Board referred to staff for further
study the possibility of designating drug free zones in
the City.
C. EFFECT OF HOUSING ON SCHOOL ENROLLMENT -
Mayor Breazeal indicated Council is concerned that
their density decisions have affected school enroll-
ment.
Dr. Bosson stated the school enrollment is being im-
pacted but does not feel Council decisions are respon-
sible.

Mayor Breazeal indicated the Housing Element process
will address this issue and in addition Council would
consider a possible increase in school construction
fees.
D. EMERGENCY AND DISASTER PREPAREDNESS -
Public Services Director Hart provided a brief report
on the Earthquake Preparedness Panel Discussion held
October 25, 1990.
Mayor Breazeal indicated that the communication systems
of the City and schools should be integrated in the
event of a disaster.
Development of a communication system between the City
and schools was referred to City and School District
staffs for further study and implementation. Utiliza-
tion of the City's low band frequency was referred to
Public Services Director Hart for immediate implementa-
tion.
E. GANG ACTIVITIES -
Public Services Director Hart stated the Sheriff's
Department provides a presentation on Gang Suppression
Activities.
Council and School Board requested the Sheriff's
Department make their presentation at the next joint
meeting.
8:55 p.m. Mayor Breazeal called a short recess.
9:05 p.m. Mayor Breazeal reconvened the meeting.
Council extended an invitation to the School Board and a school
administrative representative to attend the Sheriff's Breakfast
held the last Friday of each month. A formal letter from the
City will follow.
F. LATCHKEY PROGRAM -
Council and School Board referred this item to Parks
and Recreation Director Kobett and School District
staff for a presentation at the next joint meeting.

G. UPDATE ON THE JOINT ARRANGEMENT WITH THE CITY, COUNTY
AND SCHOOL DISTRICT FOR THE POOL -
Dr. Bosson indicated the contract with the County
expires in 1992 and at that time the City and School
District could consider maintenance of the pool and
pool programs without County involvement.
H. WASTE MANAGEMENT -
Mayor Breazeal explained AB 939 and stated the City
must have a Source Reduction and Waste Management Plan
by December 1991. He indicated this plan will include
the schools and suggested the City and School District
consider jointly purchasing recycled paper products.
Council and School Board selected January 29, 1991 and April
30, 1991 as future joint meeting dates. These meetings will be
held at 7:30 p.m. in the Community Room.
3. On motion by Mayor Pro Tem Wilson, seconded by Council -
member McGowan and unanimously carried, the meeting was
adjourned at 9:37 p.m.
The next regular meeting of the City Council will be held
Tuesday, November 6, 1990 at 7:30 p.m. in the Council
Chambers located at 5938 North Kauffman Avenue, Temple
City.
