HomeMy Public PortalAbout01-27-11cJANUARY 27, 2011 A Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at 6:00 P.M., Thursday, January 27, 2011, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call vote the following were noted present: Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Susan Naples " Joseph W. Sitarz Noted Absent was Councilmember Randy Krum and Attorney Robert Bergen. Also noted present was Municipal Clerk, Kathleen M. Barney. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated on January 3, 2011 the 2011 Annual Meeting Notice was mailed to the Home News Tribune, The Star Ledger and posted on the Bulletin Board. It was published on January 4, 2011. REGULAR MEETING ROLL CALL Silent Prayer/ Pledge of Allegiance STATEMENT OF MEETING NOTICE 1 JANUARY 27, 2011 MINUTES FOR Upon MMS &C by Councilmembers Diaz and Sitarz and APPROVAL unanimous affirmative vote of the five (5) Councilmembers present, the Minutes of January 2, 2011 were approved and transcribed and engrossed by the Clerk. SWEARING IN SWEARING IN: John Wyatt, OEM Coordinator. John Wyatt, Ronald Donofrio, Deputy Coordinator. OEM Coordinator Mayor Reiman said he had the opportunity recently, as Mayor; Ronald Donofrio under statute, to appoint various officers in agencies. One of the Deputy appointments reserved is the Coordinator and Chief of the OEM Coordinator Department. He explained these two (2) gentlemen came together many years ago in the wake of problems we had with OEM and he would like to thank and acknowledge them both for turning our OEM into a professional organization. He said they did a great job. Mayor Reiman then swore in John Wyatt as the Chief of Emergency Management. Council President Bellino swore in Ronald Donofrio as the Chief Deputy of Emergency Management. ORDINANCE #11 -01 ORDINANCE #I1 -01 was introduced and adopted on Fist "AMENDING ORDINANCE Reading and the Clerk authorized and directed to advertise same #71 -9 for Public Hearing to be held on February 17, 2011, at approximately 6:00 P.M., upon MMS &C by Councilmembers Diaz and Sitarz. Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, Naples and Sitarz voted in the Affirmative. Councihnember Krum was noted Absent. Public Hearing "AN ORDINANCE TO AMEND ORDINANCE #71 -9 ESTABLISHING SALARY SCHEDULES AND FIXING THE MANNER OF PAYMENTS OF SALARIES FOR VARIOUS OFFICIALS AND EMPLOYEES OF THE BOROUGH OF CARTERET" 2 JANUARY 27, 2011 ORDINANCE #11 -02 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held on June 16, 2011 , at approximately 6:00 P.M., upon MMS &C by Councilmembers Diaz and Sitarz. Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, Naples and Sitarz voted in the Affirmative. Councilmember Krum was noted Absent. "AN ORDINANCE AMENDING ORDINANCE 03 -07, RELATING TO BLOCK 5.02, LOTS 1.01, 1.02,2.01" ORDINANCE #11 -0i "AMENDING ORDINANCE #03 -0i REIAT NS TO BLOCK 5.p2, LOTS 1:01, 1.02, 2.01" First Reading Mayor Reiman explained this has to do with the dedication of the Mayor Reiman property from DuPont and our settlement with DuPont Chemical. Upon MMS &C by Councilmembers Diaz and Sitarz Public Portion and on Resolutions/ unanimous affirmative vote of the five (5) Councilmembers Agenda Items an. present, the Public Portion on Resolutions /Agenda Items and New New Business Business was opened to the public, There were no comments from the public. Upon MMS &C by Councilmembers Diaz and Sitarz and Public Portion unanimous affirmative vote of the five (5) Councilmembers Closed present, the public portion was closed. Mayor Reiman asked if there were any questions from any of the Mayor Reiman Governing Body for any of the resolutions. There were no questions. K? REPORTS: Board of Health/Office on Aging — November & December 2010. Port Reading — Carteret LLC (Prologis)- Performance Guarantees. Upon MMS &C by Councilmembers Sitarz and Bellino and unanimous affirmative vote of the five (5) Councilmembers present, all reports were ordered to be received and placed on file. REPORTS Board of Health/ Office on Aging Carteret LLC (Prologis- Performance Guarantees) COMMITTEES: COi MFITEES BUILDINGS & GROUNDS: Committee Chairperson Naples reported everyone is out shoveling and making our area safe. She 1 , , 5 JArWARY 27, 2011 COhIHITTEES Cont: said there was a leak in the Sports Building g , a pipe burst due to a heating issue and it has been rectified and there is just some more clean up involved. Mayor Reiman told Councilmember Naples he had temporarily added one of her former students, Jose Saez, today for snow removal around Borough Hall. Councilmember Naples thanked the Mayor and said he would do a wonderful job. Mayor Reiman explained he directed Tony to keep a list of emergency contractors to come in and plow and a list of people available to come in and remove snow around the buildings. He said it is a lot cheaper, as opposed to paying the over time. FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported an extension to the Introduction to the Municipal Budget from February 10' to March l I which will give its an additional month to get word from the state in terms of our Discretionary State Aid Application, if any money will be coming into Carteret to be included in to the introduced budget. Continued Progress. FIRE & DOMESTIC PREPAREDNESS- Connnittee Chairperson Krum is noted Absent. Mayor Reiman noted this as Progress. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairperson Bellino reported normal day to day business with the snow and departments working together and they are doing a good job trying to manipulate the large amount of snow. Progress. POLICE: Committee Chairperson Sitarz reported they will be looking at new police cars for the year of 2011. He commended all the guys that worked for the last two (2) days moving snow. Progress. 0 JANUARY 27, 2011 COMMITTEES PUBLIC WORKS: Committee Chairperson DiMascio repotted we CONT: had another three (3) or four (4) storms and he was out plowing all night with Councilman Sitarz, John Riley, Bob Kately and workers from all different departments. He complained that some people, who had the capability, did not take their cars off the roads after they received the call, which kept them from plowing curb to curb. He suggested that something should be put into place for the future for the workers that work through the night giving them permission to remove the snow from the apron of their driveways, while they are working, as they pass down their street, because by the time they arrive home the snow is hard. Mayor Reiman commented on the businesses and homeowners that shovel snow into the street creating a hazard. He said some businesses were summoned and said we have to make sure when the Department of Public Works sees that they call it into the Police Department He explained that code enforcers and supervisors have the ability, under the law, to write a summons and suggested to Councihnember DiMascio to remind them of that. Councilmember DiMascio again thanked Counciltnember Sitarz for his help. BOARD OF EDUCATION: Conunittee Chairperson Naples reported the Board of Education workers were also very busy with the snow and in some instances they worked in conjunction with the Borough. She explained that the school was closed today and there will be a delayed opening tomorrow. She then thanked John Wyatt and Ronald D'Onofrio and personally congratulated Dan Beasley for his work and dedication throughout all the years. 7 JANUARY 27, 2011 ADJOURNED After no further discussion, upon MMS &C by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the five (5) Councilmembers present, at approximately 6:15 P.M., this meeting was Adjourned.
