The City Cauncil of the City of Lynwood met in a regular session at the City ,Hall, 11331 Plaza Street, on above date, at 7:30 P.1~~. ~~ayor Snyder in the chair. Councilmen Williams, Davies, Schouten, and Snyder ansv~e~sd the roll call. The minutes of the previous regular meeting of July 5th were read and approved. WRITTEN CO1~~1tinTNICATIONS: An invi ation was received from the Board of Directors of the Sixth District Agricultural Association requesting the Council's presence at a reeeptian in honor of Governor James Rolph, to be held at the State Exposition Building on Saturday, July 23rd, 1932, beginning at 2 P. NI. and ending at 4 P.r,R. There being no objection, the T4'iayor ordered the invi- ~; tation filed and suggested that if any one can attend, to do so. A communication was received signed by Fanny J.Wilks and Nellie Lake requesting that proceedings b e taken to relieve the water from being detrimental to buildings, vegetation, health,ete.,` at their property located at 350-26 Burton Avenue, during the rainy season. There being no ob jeotion, Pti~ayor Snyder referred the matter to a cc~mnittee consisting of Councilman `:'Villiams and Davies to investi,~=late and report back to the Council at an early date. Detailed audit report of the city Books for fiscal year . ending June 30th 1932, was received from R.D.Crenshaw ~ Co; also letter offering to audit the books for the fiscal year 1932-33 for X15.00-per day of 71 hours for each accountant engaged upon the work with a guaran- tee that the total charge shall not exceed 900.00 for complete audit. It was Rcnoved by Counci Oman Davies and seconded by Councilman Williams -that the report be accepted and filed, and that R.D.Crenshaw & C~~. be offered800.00 far auditing the books for fiscal year 1932-33. Roll Call: Ayes: Councilmen Williams, Davies, Schouten and Snyder. Noes: None. A communication was received from Hazel ti"d. Jam es, Los AngelFS, -Waking application to operate a Health Salon on Long beach Boulevard in Lynwood for massage and baths. It was moved by Councilman Williams and seconded by Councilman Davies that the application be denied. Roll Call: Ayes: Councilmen Williams, Davies, Schouten and Snyder.. Noes: None. A communication was received from Rlir. Sidney A. Towe protesting paying of a jewelry store license, alleging that he is only using a wa.tch- maker s bench, doing repairs, therefore, only selling his labor. Mr. Towne also addressed the Council on the matter; also License Collector Collins addressed the Council telling about the ordinances regulating same, and what other business establishments are paying. Thereuponit was moved by Councilman Davies and seconded by Councilman Williams that bgr.Tawe be instructed to pay X12.00 a year for his business license. A icati i d f C t L commun on was rece ve rom he yn„food ompany, by H.V.Copeland., its Secretary, stating that they have several letters ~ from citizens of Lynwood protesting because Japanese reside on Lot 493, j : Tract 2551, and demanding that they enforce the tract restrictions, ' ;~ ~.~,•hich said restriction reads that such property shall only be sold, lea.~e& . or rented to the C~,ucasien race, stating that the City of Lynwood owns Lot 26'7 in said Tract, therefore suggesting that the City endeavor to enforce the restrictions.. Thereupon it was moved by Councilman Williams and seconded by Councilman Davies that the matter be referred to the City Attorney for immediate attention. Roll Call: Ayes: Councilmen Williams, Davies, Schouten and Snyder. Noes: None. A communication was received from Water Superintendent Bate- man to the effec~~ that the 25~ ~"rater rebate allowances for the first five months of the year 1932 have averaged 373.60 per month, suggesting that a flat figure of X375.00 or 400.00 per month, or whatever figure the Council decides on be taken, and a check for same be issued to the Gen- eral Fund on the first of each month. Thereupon it was moved by Council- man Davies and seconded by Councilman Williams that we accept the reeoom- endations of Engineer Bateman and transfer a flat amount of X400.00 per 3 ~l <~ month from the water fund to the General Fund. Roll Call: Ayes : Councilmen Williams, Davies, Schouten and Snyder. Noes: None. ' A communication was r.eeeived from W. F. Schoch , Attorney at Law, enclosing bill of E.~N.r:~~.lin in the amount of ~4~5.00 for alleged damages to 45 fruit and ornamental trees by entering Lot 10, Block 13, Belle Vernon Acres, to cut the weeds on the park thereof. There being no objection, .the Mayor appointed Councilman Davies and Williams a commit ee to investigate the matter, and if found necessary to confer. with City Attworney Hess regarding the matter, to do so. The hour of 8 o'clock having arrived, said hour being the time set for hearing any protests in connection ~yith amended assessments as provided by Subdivision B, Section 14 of the Improvement Act of 1915 and amendments thereto, as advertised in the Lynwood Tribune on July 1st and 8th. The ~'~a,yor asked the City Clerk whether or not any written rotes s had been filed. `The Clerk stated that none had been filed. `i'?^ereupon the ~Ia~r inquired of the audience if there was any one present w}.~:o °~ished to protest against the division of the 1915 bonds as adver- '~` tiled;. but there was no response. Thereupon it was moved by Councilman Davies and seconded by Councilman Schouten that the report and amended assessments be confirmed and that the Clerk be instructed to file said amended assessments with the County Auditor immediately. The hour of 8 o'clock ~ .h,R. having arrived, said hour being the time set for receiving bids for furn~.shing electY°ic current for illum- inating the street lamps installed in ornamental poste in Lighting 1~4ain- tenance District No. S, and to fta.rnish,illuminate and maintain overhead street lights. Thereupon it was moved by Councilman Davies and seconded by C~~~~~~cilman Schouten that the bids be publicly opened and declared. Roll Call: Ayes: Councilmen ~`~illiams, navies, Schouten and Snyder. Noes: None. The Southern California Edison Co. sub mitted the only bid, with certified cheek in the amount of X1500.00 attached as a guarantee that in the event. this bid is accepted, the bidder-will within fifteen days of the notice of acceptance, enter into a contract for the perform- ance of said service. RESOLUTION NO. 809, entitled:"RESOLUTION OF AWARD OF (~N- TRACT", accepting the bid of said Southern California Edison ~o., aiid authorizing the MMayor to execute the contracts for and in behalf ofihe City 'of Lynwood, was read. Thereupon it was moved by Councilman ~Yilliams that i";Ir.Van Nation be nominated to the office of Councilman of the City of Lynwood, to fill the vacancy cre5.ted b y the resi~~otion of Mr.Grayson. Thereupon the T~~a.~or requested Councilman Williams to take the chair as Chairman, which ouncilman Williams did; t~rhereupon Council- man Snyder seconded the motion, nominating TIr.Van ~~ation as Councilman, and upon roll call showed the following result; Ayes: Councilmen Snyder and ~~illiams. Noes: Council~len Davies and Schouten. A Resolution was ree ived adopted by the Lynwood Association for Unemployment Relief on July llth,1932, requesting the City Council to seriousl~:~ consider the arpointment of I~~Sr. George Grazier who has best lccted from their number, to fill the vacancy created by the resignation ,,; ,' I~Ir .Grayson . `°~ Roll Call: Ayes: Council len Williams, Davies, Schouten anal Snyder. Thereupon Councilman Williams vacated his chair as Chairman and 4`~.yor Snyder took his seat as Chai ~-man. _ Thereupon the Mayor re_uested I42r.~'~razier to come forward, whereupon ~Ir.Grazier addressed the Council stating that not later than this afternoon that the general feeling was that he should this eve~dng occupy a seat as a Councilman; but since that time circumstances have arisen that he must reconsider, and therefore, stated that he absolutely refused to occupy that position. Thereupon it was moved by councilman Davies and seconded by Councilman Schouten that the last vote of the Council be reconsidered. Roll Call: Ayes: Councilmen Davies, Schouten and Snyder. Thereupon it was moved by Councilman Davies and seconded by -~,,, Councilman Schouten that Mr. George Grazier be appointed a member cft he City Council to fill the vacancy created by the resignation of ~A.r.Gray- son. Roll Call: _ Ayes: None. Noes: Councilmen Williams, Davies, Schouten and Snyder. Thereupon it was moved by councilman Davies and seconded by Councilman Schouten that I.Ir.David :~~. It was moved by Councilman Williams and seconded by Council- ~na.n navies that the City Glerk be instructed to eo~municate with the ~ou.nt,y Welfare department requesting them to rotate the men who are work- ,ing in Lynwood on the widening of streets, so that no man will work more than three days at one time until the unemployed list is depleted, and- . then rotate the men on the list over again. A communication was received from Chief of Police Bailey requesting ratification of his action of suspending i~~ith the services of ..Police Officer Zello as of July 17th,1932. Thereupon it was moved,by Councilman Davies and seconded by Councilman Schouten that the action be ratified on account of the fact that there are no funds in the new budget for an extra officer. Noes: None.- _ It was moved by Councilman Schouten and seconded by Councilman Davies that Chief of Police Bailey be instructed to paint the curb red, south of 1~Iulford Avenue an the east side of Zong Beach Boulevard to a point 30 ft. south, and to obliterate any portion of said curb that is now painted red beyond said point.
