The City Council of the City of LyrIIr~ ood met in a regular
session at the "ity Hall, 11331 Plaza Street, on above date, at ?:30

Councilmen 1~dilliams, Davies, Schouten and Snyder answered the
roll call. The minutes of the adjourned regular melting of July 26th.

were read and approved.

A-eommuniea ion wa.s received from the Lynwood Emergency Relief

und Committee requesting permission to use the garae in the City yard
for storing and operating the clothing commissary of said organization.
Thereupon it was moved by Councilman Davies and seconded by Councilman
Schouten that permission be granted, provided the hours of operation
concur with the hours of opening and closing of the City yards by the
Street Department.

A communication was received from the Lynwood Emergency Relief 't~
Fund Committee to the effect that several thousand men have been called
to work on State proje~~ts, but that none have been called from Lynwood

therefore, requesting the Couneil to use their influence to see that
Lynwood men get their pro rate share of worl~,e Thereupon :it was moved

by Councilman "'illiams and seconded by Councilman Davies that the.City
Clerk be instructed to write the State Highway Commission setting forth
the facts and urge that Lynwood men be represented.

~yjr. Lyman lt~organ addressed the Couneil stating that the Unemp-
loyed g7roup are endeavoring to obtain money to give the unemployed work
from the County. It was moved by Councilman Davies and seconded by Coun=
Gilman j"Williams that an application be made to the Board of Supervisors
of Los .Angeles County for ~7,50C.OC of the gasoline money to improve .

A eommurication was received from I~ynwood's l~ssoeiation for Unemp-
lo~ment Relief requesting teat the date that persons must be residents of
T~ynwood in order to receive work, be chanted from October 20th, 1931, to

require voters re~~istration in Lynwood at
least 90 days before they are
eligible for work. Thereupon it was moved Y~y Councilr~~an ~`rilliams and se-
conded by Councilman Davies that the request be granted. ~:"essrs. J. V'd.Denny
and TvTr. Lyman r~rTorgan addressed the Council on the matter.

A communication was received from the Teague of California A?tuniei-
palities regarding meetings to be held at Santa xina3 San Jose and Sacramen-
to, to discuss various subjects to be discussed at the State Annual Conven-
tion to be held at San Diego, September 26th to 29th, inclusive. There
being no ob jeetion, the ~:~ayor ordered same filed.
A communication i~ the form of a petition was received signed by '~+
Imperial Cleaners, Nifty Cleaners, Elite Cleaners, Lynwood Cleaners and
Real Service Cleaners requesting amendment to the business license ordi-
nance changing the fee to outside firms to :`50.00 per annum. .{ay or Snyder ~

explained that the Couneil would be unable to comply with the request as ~
same would be illegal bee~.use of discrimination, but stating that License
Collector Collins has ~nrritten al_1 outside firms who answer telephone calls
for service that they will also be subject to license, therefore, suggest-
ing that the matter be laid over, and ordered the petition filed.
A communication and Resolution was received from the Taxpayers'
Central, Couneil of Los Angeles County demanding a 30ao reduction of expenses
of local governments in Los Angeles County, ineludir~g the County of Los
Angeles, and the various municipalities and the school districts. There-
upon it was moved by Councilman '''illiams and seconded by Councilman Davies
that the matter be brought up and.. considered at Executive session.

A communication was received from Grubb and Tw eedy, Public
aceounts,offering to do City auditing nor p700.OC annually, to be cer-
tified to by a California Certified lublic Accountant. There being no

objections, the T:`ayor ordered the matter laid over for future ref-
erence.
~~ communication was received from Fire Chief runlap
stating that the present gasoline used by the City has proven un-
satisfactory for ?ire and Police Department, suggesting the use of
Texaco products. "'hereupon it was moved by Councilman Davies and
seconded by Councilman Sehc~uten that the City Clerk be authorized
to~ynake a purchase of 300 gallons of Hi-Oeta.ne Richfield gasoline,
and if same does not prove satisfactory to try other kinds.

Reports were received from the sire Department, Building
Department and License Collector, Court Depa~rtr,ent and Health l;epart--
ment for the month of July, 1932. There being no objection, same were

It was moved by' Councilman 'navies and seconded by Coun-
cilman Schouten that all demands be allowed with the exception of
~y'arrant No. 4134 in the amount of `;~°58.05 to T'eptune i.'=eter Co. , and
warrants be drawn on the City Treasurer for said various amounts.

of Councilman `''illiams and himself on the matter of the drainage
of wates~ on School Street at Burton, stating that same is an engineer-
ing matter, therefore making a Motion that the City Engineer be in-
structed to investigate and report back to the Council what the ex-
pense will be to take care of the matter, which was duly seconded
by Councilman Schouten.

City 1~ttorney Hess reported that he has written the owner and ten-
ants who reside in residence on hot 493, Tract 2551, regarding the race
restrictions in the deed, but up to date has received no reply, suggest-
ing that if it can be accomplished without litigation, it should be done

moved by Couneilr~an L'avies and seconded by Councilman Seho~aten that said
Resolution IV'o. 814, be adopted.

A communication was received from ^hief of Police Bailey
recommending the acceptance of an offer of the Rathbun Pdotorcyel a Co.,
at Santa-Ana to accept Officer Gardner's motorcycle and x150.00 in ex-
change for a moter in first class condition. Thereupon it was moved
by Councilman Schouten and seconded by Councilman '.~lilliams that the re-
commendations of Chief Bailey be accepted.

A communication was received from ~`r. Ed ?ello requesting a
public hearing regarding the disappearance of a portion of a still from
the Police Department Garage. Thereupon Councilman 4'Yilliams addressed
the Council favoring a hearing, am Councilman Davies requesting that
exerept from the minutes of the meeting when ins. Zella was discharged
be produced and read, which wa done, whereupon ~a~r. and ~~;rs. Ed. Zello,
addressed the Council demanding a public hearing, and it was thereupon
moved by Councilman '~lilliams that we have a public hearings .:.Mayor Snyder
requested Councilman t~~illiams to take the chair as Chairman, which he did,
whereupon Councilman Snyder seconded the motion of Councilman t~il~iams.

Noes: Councilman Davies and Schouten.
The City Clerk stated that the insurance covering Public hiab-
ility and Property damage on City owned cars expires August 14tYi, 1932.
Thereupon it was moved by Councilman Sn~rder and seconded by Councilman
Davies that the City Clerk get in tough with a]1 bona fide insurance
agents in Lynwood and call a point meeting with the Council for Monday
night August Sth, 1932, at 7:30 P. ~S. ir_ an endeavor to see if the insur-
ance carried cannot be pooled.
