REGULAR TIEETING AUGUST 16THL 1932.
The City Council of the City of Lynwood met in a regular sess-
ion at the City Hall, 11331 Plaza Street, on above date, at 7:30 -.b~.
I~~ayor Snyder in the chair.
Councilmen 6~illiams, navies, Schouten and Snyder answered the
doll call.
The minutes of the regular meeting of August 2nd,19~ , a1d of
the s°~ecial meeting of August 4th, and of the special meeting of August
8th were read and approved.

A eommu~.~ieation was received from Fire Chief Dunlap to the effect
that on account of the illness of 11'~r.R.Robb night callman, it has becot~
necessary to place another man in his position, recommending a T,~r.Victor
I~engler to the position. Thereupon it was moved by Councilman Davies a1d
seconded by Councilman Schouten that Fire Chief Dunlap be authorized to
employ 1lr.Kengler as night call rr~n at X1.00 per month.

irrigation purposes for trees in his vicinity, agreeing to construct a
nice pump house so that it e.,~ill be ^_t ::roc tive.~ A communication was ree-
ceived from `-':ester Sup t.I3ateman, repcf`ting on the matter to the effect that
the ~~fisdom of granting permission i~ very doubtful from the point of view
of both parties, stating that ,e did not believe that the ~,R,-ater supply
~Rrould be sufficient for the p~axpose requested; also because thepump no
ioubt would be noisy and ~~.:~~no~T ~;zearby residents, and that thc~ water depart-
mert is desirous of beautifying the ~~~ell site, and the presenr~e of oth~~
qui;:nv~ent would make s<me difficult; and further that the County health
Of~fi~,~ials have recommended that the ~:~.~ell be filled and capped due to the
~a~si` ility of contamination from that source. Thereupon it tvas moved by
Council~~an :~~vvies and seconded by Councilman ti'Jilliams that the r equest be
deniea ~.nd the recommen~' ations of ,dater Supt. :~atem~~n be adhered to.

The rev;ort of the health Department for week ending August 6th
w^.s received and ordered filed.
A communication wa:,> received from .,.Dolt requesting that some
ordinance be adopted preventinJ the circulation of hr~,ndbills urging:: people
not to patronize local business establishments, stating that suer. hand
bills were recently distributed against the Lynwood Theatre, and as a
heavy taxpayer protesting such action very strenuously. There being no
ob jeotion the ~~~~ayor instructed the City Attorney to inves'.igate thF matter
and ascertain t~~hat course the Council can follow in the matter.

It wasmoved by Councilman Williams and Seconded by Councilman
Davies that the demands be a~Llo~ved and t=rarrants be drawn on the City Treas-
urer for said various amounts.

A communicat on was received from Engineer Bateman reporting m
the matter of drainage on Burton Avenue at School Street, to tY~.e effect
that same cannot lac remedied as the grade at Bu11is Rd. is 5 inches
higher than at Long Seach Boulevard, and that same can only be partially

An Ordinance of the (%i ty of Lynwood fixing ti~:e amount o f money
necessary to ue raised by taxation to provide for carrying on tYie var-
ious func Lions of Municipal Government, of said City for the fiscal year
1932-33, and for t e purpose of providing for the payment of interest
and principal of T47unicipal and other bonded indebtedness becoming due in
said fiscal year, was read.- It vas moved by Councilman Schouten and
seconded by :Councilman Davies that same be accepted as read the first
time. and. passed to the second reading.
Ci±y Treasurer Reed addressed the Cotu~cil apologizing for not
having the figures ready sooner for the council, stating that same was
caused by the fact that the has Angeles County -~:oard of Supervisors had
a meeting yesterday when they decided not to pyramid Jelin.uencies on
~~Tattoon Act obligations at all, and that he was waiting to see the out-
come of the meeting, stating that he has figured up the requirements
fbr Lynwood Y~;7attoon disc ict for current re ;uirements only, and has not
added any delin~a"uencies thereto; stating that he thought the 7;ynv~~ood
Council should be conE.~ratulated as no doubt the County's decision regard-
ina the matter is due in no small measure to the pr. ecedent established
by Lynwood in past years, stating that the rates will be higher in most
instances due to a reduced assessed valuation; but that in most districts
it will be found that the ~.ctual amount will be less, which is not the
case however, in AEI Districts 18,24 and <'S where the first bond payments
are due, stating further that the general tax rate will be less as the
rate will remain the same, and the assessed values have b~=en cut 20j~.

An Ordinance of the City of T.ynwood fixing the rates of taxes
and levying taxes for the fiscal year beginning July 1st, 1932, was read.
It was moved by Councilman Davies and seconded by Councilman Schouten
that same be accepted as rend the first time and passed to secondreading.

Councilman Schouten that same be adopted as read the second time, finallly

Thereupon ~"r.~3erger addressed the Council statin~a that he be-
lieved that they will put about 100 men to work almost instantaneously

on the dog tracks, and after completing same we will use 100 to 150 men
to help continue and maintain the said dog tracks, and are proposing
and will erect an additional tract- for horse races which Frill employ from
200 to 300 men.

Thereupon ~~~~r.~erger stated that he ~,^:rill start work in about a
~+reekTs time and that he very likely ~.~~i11 use on an average of 150 men i~
addition to the entire organization of the Lynn=~ood American Legion, who
~,~,rill have exclusive charge of the parking of automobiles, and will re:~uire
approximately 75 men for sari; and that he has given them that concession
gratuitously, goi:~g on to say that he believed that they will keep 150
men employed from nova up to the Christmas holidays, and then i t will
close to some time in :"~~,~rch, and that they operate from four to five
months annually.
Councilman 'wVilli~:ms stated that he would vote for it if TTr.
~ ~~erger F-~rould agree to put up a bond of ~'~~100,000.00 to assure 100 men in
Lynwood steady work, but others=:.ise he ~rould no t.
rtis•.~erger stated that he has had ,uite a numb er ;f meet ings
~~ with 3~oth organizations of the unemployed group, and that he has convin-
ced them ghat he will do the right t~2ing by them; also has satisfied the
s'~merican Legion, stating that he believed that the;-c are100 or more un-
employed present, and that the Council can a.scea~tain from those present
that they are satisfied to do business ~rrith us, and are behinw ,U~ ~.00~.
R~:r.l~erger stated that ~~~ith the exce~tian of the heads of the various
departments, he is going to use L•yn~~rood labor exclusively both :nor the
construction of the plants and for the maintenance, and purchase all
materials from t'.ne L-mv~rood firms, pr vided of course that prices are near
competitive prices, stating that he believed that they ~+rill not only in-
crease the ~~opulation and ?~ive employment to ms.ny of the Lynwoc~i citizens
but grill also give the City a lot of good ~~.dvertisement, and that 20000
to 25000 neoole GFrill visit Lynn-.rood daily, and that it ~n~ill greatly stim-
ulate business, going on to say that he h ;ped that the ~=?rdinance is ad-
opted this ~v~ning, stating that he believed 90~ of the taxpayers, votes
~,nd citizens are for. the project.
Councilman '~Yilliams stated that he had checked upon the ma tter
at Los 4ngeles and that he vas informed that ~.'r.Lerger is backed by the
Sheldon gang.
~Zr.Derger s t~~,ted that he vas born and raised right here in Los
Angeles and that he did not belong to any gangster group, and that he is
a God fearing man and has new<~r done anything v:~ong, and that the Council
and citizens of Lyrnraood vaill find that the proje^t vrill be of the very
highest class, and grill be conducted in a respectable manner.
T.Zayor Snyder in ;aired of P:Tr.Lerger if he is still of the same
opinion and intends to put both tracks, ~:vhich ~'r.Lerger stated he is F ing
to do, stating that the horse tracks and buildings will hold 1000 head
of horses, stating that he is negotiating for 106 acres of the Snodgrass
tract, and possibly will get 30 acres across the street for parking of
automobiles, and that they are getting together on their lease, and ~.~rill
seal and sign it tomorrow, and that the architects having been working
on the plans day and night, and that they vrill no doubt take the perr~lit
out within the next 48 hours.
Mayor Snyder inquired of ~-Tr.:~erger if it would reserzble the
picture of a racetrack sho~~.=n sometime ago. ~r.berger stated that it twill
excell any race: track around here and that they ~~rill comply tirrith all of
,r the city's r. ~~les and ordinances now in effect.'
.l Mayor Snyder inquired of ~Ar.Berger regarding the possibility
of cut throat lumber companies coming in and taking the job away from
local firms. Tus..Nerger stated that Lynvaood firr_~s vrill be preferred by
them, stating that he realized that every cent he can. spend in ~~.yn<<•ood
grill help him and the citizen, and the more friends they will 'nave.

Petitions. =were Y~resented requesting the Gity Attorney and
Councilman ~Jilliams to resign. There being no objection, the ".Tayor orcber-

It was moved by Councilman 'r~illiams and seconded by Councilman
Davies that the meeting adjourn to August 2nd, at 7:30 P1~~I.
