ten that the City Clerk be instructed to communicate with the Los Angeles
fount Health Department re uesting a reduction in price of health services
from 1,000.00 per year to 750.C'0 per year.

Councilman 4illiams headed a discussion regarding putting more
men to work from the County Aid Fund, making a motion that Engineer Bate-
man be notified to arrange to put 35 men to work by Monday morning in
lieu of ten per day. There being no second, same lost for lack of a second.
Thereupon it was moved by Councilman Davies and seconded by Coun-
cilman Gillett that the City Clerk instruct the City Engineer to prepare
plans whereby two or three times as many men will be able to go to work by
next Monday.

The City Council of the City of Lynwood met in a regular session
at the City Hall, 11331 Plaza Street, on above date at 7:30 P. M.
In the absence of~Mayor Snyder, the meeting was called to order
by the City Clerk' and upon roll call showed the following~resent:~
Councilmen ~J~illiams, Davies, Gillett and Schouten. -
Mayor Snyder was absent.
`t'he City Clerk stated that in the absence of Mayor Snyder a
motion would be in order for the appointment of a temporary chairman.
Thereupor. it was moved by Councilman Gillett and seconded by
Councilman ~'dilliams that Councilman Schouten be appointed tempz~rary Cnair-
man.

Absent: Mayor Snyder.
The minutes of the previous adjourned regular meeting of Septem-
ber 13th,1932, were read and approved.
WRITTEN COMPJIUNICATION" :
- communi.ea on ivas received from Mr. 0. S. Thompson, Principal
and Superintendent of the Compton Lnion District, requesting that the con-
struction of the sidewalk and curb on the west side of Bullis Road be con-
tinued down beyond Cedar Street to the south boundary line of the Junior
High Scnool. Tnere being no objection, the Chairman turned the matter
over to the City Engineer to investigate and inform the Council of the ap-
proximate cost of the proposed extension, and the Council can then take
up the matter of obtaining funds with the Board of Supervisors.
A communication was received from Fire Chief Dunlap requesting
ratification of his action of suspending Asst. Chief ~N. B. Crumley from
duty on August 9th, at 4:30 P. M. `t'hereupon it was moved ':~y Councilman
Gillett and seconded by Councilman 'Davies that the said acts of t''ire
Chief Dunlap of suspending Assistant Chief Crumley from duty on August
Stn, 1932, be ratified.

A communication was received from Fire Chief Dunlap requesting
that his action be ratified in changing Warren Daetweiler from Engineer
and Acting Captain, to Captain, and E. Crallaher, from Fireman to Engineer.
Thereupon it was moved by Councilman Gillett and seconded by Councilman
Williams that said recommendations be accepted and said acts be ratified.

A communication was received from the League of California Mun-
icipalities announcing a meeting for September 22,nd in the Council Cham-
ber ir_ huntington Park to discuss defaulting on the part of many improve-
ment districts. `thereupon it was moved by Councilman Williams and see-
anded by Councilman Gillett that the communication be ordered filed and
that as many as possible can attend.

REPORTS OF SPECIAL COMMITTEES :
ity ttorney ergins reports in writing regarding the claim
of Gertrude Darling to the effect that in view of the fact that the exca-
vation upon which she dam aged a tare and tube was properly lighted and
due care taken to warn people, and the light was knocked down by a passer-
by-through no fault of the City, the City is in no way liable to the
Claimant. `T'here being no objection, the Chairman ordered same filed.
A commuriieation was received from Supervisor Thatcher to the
effect that the Board of Super visors have made application to the Recon-
struction Finance Corporation for an allocation through the Welfare De-
partment, and that the object of the Board's request for this help from
the Federal Government was to relieve the charities department. There
being no objection, the Chairman ordered the communication filed.

commun cat on was received from the Lynwood Association of
`unemployed and Lynwood Workers in the form of a resolution, requesting
tb.at 50 men be employed per day on the I3ullis Road project, or that 2
shifts of 6 hours per day consisting of 25 men to each shift at X3.00
per day per man, as the County may hold that Lynwood does not need the
relief if the money is not spent soon and the City will not therefore re-
ceive their proportionate share of the Gasoline Tax money which will be
available in December.

tilso a communication was received from the Lynwood Association
for Unemployed Relief requesting that the Council adopt the wage scale which
is enforced by the Federal and County authorities on all public work.
It was moved by Councilman Williams that two shifts be worked, 6
hours per day, consisting of 25 men to each shift. Tt~.ere being no second,
same lost for lack of a second.
Engineer Bateman addressed the Council stating that it is dif-
ficult to en ploy more than 10 men to a crew on construction of sidewalks,
but that it may b e arranged to borrow another cement mixer and then another
crew can be employed. No action was taken, but it was decided to leave it
up to Engineer Bateman to do the best h.e can regarding the matter.
Thereupon it was moved by Councilman V'Villiams and seconded by
Councilman. Davies that the men who are working on special work and being
paid out of the County Aid ~i'und be paid 50~ per hour.

Absent : May or Snyder.
Councilman Davies headed a discussion regarding making application
for X100,000.00 to the Federal Government from the Reconstruction Finance
Corporation to make necessary improvements to the water system, stating
that it would afford approximately ~40~000.00 of labor for the unemployed,
or X3,250.00 per month for a year, stating that the profits from the Water
Departments are sufficient to pay for the interest and payment of principal
suggesting that the Council get the Economic Planning Commission together
to duscuss the matter further. Councilman ti'Villiams also addressed the
Council favoring the application, suggesting 125,000.00. No action was
taken other than a meeting of the Economic Planning Commission was agreed
upon for Wednesday night, September 21st, at 7:30 Y. M. to be held in the
City Clerk's office.
It was moved by Councilman IIavies and seconded by (:ouncilman Gil-
lett that the 25~ rebates be allowed for water bills paid on or before tl~
20th of each month as heretofore, and that the Git~"`be instructed to amend
the Water Ordinance repealing the present provision regarding rebates an d
incorporate the above provision.
