M. t Mayor Snyder in the chair. Councilmen ~'~illiams,-Davies, Gillett, Schouten and Snyder anew` the roll call. The minutes of the previous regular meeting of September 20th were. read and approved. WRITTEN COMMUNICATIONS: communication was received from Mr. and i~irs. A. F. Bailey and family thanking members of the Eire Department and especially Fire Chief Dunlap for the cooperation and efficiency given them Friday night in the answering of .the ca13 and in-the operation of_the inhalator when they were overcome with gas, stating triat it was through the ability to handle the equipment in such an efficient manner that they are alive. There being no objection, the Mayor ordered the communication filed. A communication was receivedfrom Los Angeles County League of Municipalities-inviting the Council to attend a meeting of the City Council and City officials to be held at Torrance on October 13th, at 6:30 P. M. 't'here being no objection, the Mayor ordered the communication filed. A communication was received from H. ~'V. Childs requesting that he be put on a'flat water rate basis in lieu of having meter as his water rates are higher. Thereupon it was moved by Councilman i'Villiams and seconded by .Councilman Schouten that the matter be turned over to Water Superintendent Bateman for new reading of meter. 'There being no objeetiori, the Mayor ordered the matter turned over to the Chief of Police for investigation and recommen- dation. A communication was received from City of Monterey Park requesting the Council to adopt a resolution regarding relief of improvement district bonded under the Acquisition and Improvement Act of 1925 (Mattoon Act). 'Thereupon ReSOLUTION N0. 816, entitled: ~'A RESOLUTION On THE CITY COUNCIL OF TriE CIrl'Y OI' LYNWOOD RECOMMENDING THAT GASOLINE TAX FUNDS NO?'V UNINCUM~3ERED IN THE TREASURY OF LOS ANGELES COUNTY BE USED ~i'0 RELIEVE IMPROVEMENTS PUT IN UN- DER THE ACQUISITION AND IMPR OVElv3EN'i' ACT OF 1925 ("MATTOON ACT) , " was read. It was moved by Councilman Williams and seconded by Councilman Davies that same be adopted. Roll Call: Ayes: Councilmen rilliams, Davies, Gilletit, Schouten and Snyder. Noes: None. • Considerable discussion was had relative to application for addi- tional allocation from the County to the City of Lynwood from tree gasoline fund and recess was declared at 7:55 P. M a in order that the Clerk might look up resolutions previously adopted requesting funds. `j'he meeting was .again called to order at 8:00 P. M. and upon roll call showing the following present: Counci'Imen Williams, Davies, Gillett, Schouten and Snyder. Mr. George Csrazier addressed the Council regarding the matter. `t'hereupon it was moved by Councilman `:'Villiams and seconded by Coun- cilman Gillett that the Council pass a resolution requesting the Board of Supervisors to allot ~p20,000.0U from the gasoline fund to the City of Lyn- wood as soon as possible, stressing the fact that men must have work. Roil Call: Ayes: Oounciimen Williams, Davies, Gillett, S'choutsn and nyder. Noes: None. Thereupon RESOLUTION N0. 817, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD REQiTES'i'ING APPROPRIATION FR UM 'i'HE BOARD OF SUPERVISORS OF LOS ANGELES COUNTY IN THE AMOUNT OF 20,000.00«, was read. Thereupon it was moved by Councilman Williams and seconded by Councilman Schouten that said Resolution No. 817 be adopted. 11011 C ~ I1: Ayes: Councilmen Williams, Davies, Gillett, Schouten and Snyder. Noes: None. A communication was received from Lange and Fdiller making appli- cation to negotiate for relief for overburden assessment districts for 'various Cities, which would cost Lynwood ~25U.00. 't'here being no objection ,the Mayor ordered the communication filed. 2. A communication teas received from Alex W. Dempster requesting permit to build within the 20 foot set back line required in the restric- tions; also a petition :gas ~tached signed by residents in that vicinity con- senting to the erection. A communication was also received from Building Inspector Collins recommending that the buildin,; ordinance and restrictions be complied bvi th. `t'here being no objection, the Niayor turned the matter over to the Building Inspector, he to comply with the ordinance and restrictions. A communication was received from Rev. Victor NI. Johnson, Pastor of the Bible Assembly, California Avenue, South Gate, requesting permission to hold gospel meetings in the City of Lynwoo~:7 on P7a tt AT~Te., just back a few-yards from Long Beach Boulevard each Saturday evening between 7 and 8 o'clock. Thereupon it was moved by Councilman Davies and seconded by Councilman Gillett that permission be granted. Roll Call: .ayes: Councilmen 1~Villiams, Davies, Gillett, Schouten and Snyder. Noes: None. A communication was received from Myrtle B. Ransom requesting re- fund of light assessment paid or the wrong property. ^nere being no objec- tion, the P~r;ayor referred the matter to City 't'reasurer Reed to order payment if he finds upon investigation that she is entitled to refund as prayed for. a communication was received from ~~Tater Superintendent Bateman recommending that some method of automatic control f. or Plants 2 and 3, as Plant No. 1 has been shut down because of necessary repair, wricn can be accomplished by afloat switch at Plant No. 3 which the ~outn~rn Califor- nia Ediscon Company propose to do for X485.59, which is cheaper than the City can do same for, with copies attached of agreement with Edison Company, if ap~noved by the Council. Thereupon it was moved by Councilman Davies and seconded by Councilman Schouten that the recommendations of Z~ater Superin- tendent Bateman be accepted and the Mayor be authorized to execute the Agree- ment and Contract with the Southern California Edison Company, upon approval of the City Attorney. Roll Call: Ayes: Councilmen Plilliams, Da-pries, Gillett, Schouten and Snyder. Noes: None. A communication was received from the Lynwood Tribune submitting bid to do legal advertising for the City for year beginning October fit, 1932 and ending September 30th, 1933, on the same basis as last year, 50~ per inch, set in solid B point type for first insertion and 35c~ for second insertion. Discussion ensued relative to whether or not the City must con- tract to do City printing. `t'here being no objection, the Niayor referred the matter to the City Attorney for written opinion regarding same. A yearly report of the Water Department was received from `uVater Superintendent Bateman, and monthly reports from the Fire, Building, Li- cense, Police and Court Departments, also health reports were received. 't`here being no objection, the Niayor ordered same filed. Councilman Gillett addressed the Council statj.ng that it is with a great deal of pleasure that herlas the opportunity to present a loving cup to Fire Chief Dunlap on behalf of the Lynwood LJress, for answering the call so promptly and working so dilibently and efficiently to reviue the Archie Bailey family after they had become overcome with gas, stating that he is sure the Council, as well as the citizens of Lynv~rood, appreciates the services of Chief Dunlap and his men in the Department. Thereupon Chief Dunlap came forward and received the cup, where- upon NIr. Dunlap addressed the Council thanking them for the courtesy of presenting the loving cup in behalf of the Lynwoocj.~"ress, stating that he is sure his men in the Department will be proud of same, and that they do not feel that they nave done an ything more than their duty, but that this token of appreciate will prompt them to do better in the future. ORAL CONINiUNICATIOr~S: Mr. Chas. eber, addressed the. Council regarding gasoline con- sumed by various departments, stating that he believed the amount excessive, believing that spedometer readings of vehicles on mj.leage would afford a closer check. Chief Bailey also addressed the Council regarding the matter, and a general discussion ensued, but no action was taken other than the Niayor informed Tvtr. Weber that the matter will be investigated. NEW BUSINESS: n rdinance of the City of T~yn~vood, California, Amending Ordin- ance No. 117 establishing water rates, by allowing 25~ discounts on all water bills paid on or before the 20th, was read for the first time. There- upon it was moved by ''ouncilman Das,ries and seconded by Cou.n.cilman Schouten that same be accepted as read. the first time and pass to the second reading. Noes : T?one. -~,, c) It was moved by Councilman ~'Villiams that Mr. Young be permanently employed in the ~'+~ater Department. 't'here being no second, same lost for lack of a second. Councilman Williams addressed the Council stating that it had been reported to him that discriminating methods were being used in employing men on doing the cement finish and erection of forms on t he Bu]_lis Road project. Messrs. Denny and Morehouse addressed the Council re garding the matter. `t'here being no,objection, the Mayor instructed Enginee r Batemsn to look into the matter and see that the work is properly divided. Mayor Snyder stated that the unemployed (Lynwood Workers) have moved to the building located on Norton Avenue, formerly being used as a laundry, which. has a water meter, suggesting that they be charged o n a flat basis and be permitted to work out the w:~.ter bill. Thereupon it wa s moved by Councilman Davies an d seconded by Councilman Schouten that the Unemployed Association, now known as the Unemployment Cooperative Association, knit No. 4, be allowed water free of charge.
