Mayor Snyder in the chair. Councilmen Williams, Davies, Gillett, Schouten and Snyder answer- ed the roll call. The minutes of the previous regular meeting of October 4th, 1932 were read and approved. WRITTEN CO~~ZIlIUNICATI ONS A communication was received from the League of Calif ornia Muni- cipalities advising regardj.ng action taken by them at the convention re- cently held at San Diego against Proposition No. 11 on the November bal- lot which said proposition provides for the granting by the State of Cal- ifornia to the City of Huntington r3each of certain tide lands in front of said City for drilling of oil. 'there being no objection, the M~ or order- ed same filed. A communication 6°ras received from Lynwood ~"Workers, by Geo. L. Harris, requesting permission to dance until 2 A. ids. on Sunday, October 23rd at a dance they are sponsoring. It was moved by Councilman Davies and seconded by Councilman Schouten that the Chief of Police be instruc- ted to grant permission for said dance to continue to 1 o~clock A. 1V1. on October 23rd. Roll Call: Ayes: Councilmen Davies, Gillett, Schouten and Snyder. Noes : Councilman Williams. A communication was received from Fire Chief Dunlap requesting permission to attend the Pacific Coast and International Association of Fire- Chiefs convention to be held at S~~n Diego from October 17th to 21st. Thereupon it was moved by Councilman Williams and seconded by Councilman ~il]ett that Nir. Dunlap be granted the leave to attend said convention and that he be allowed X25.00 for expenses. A communication was received from City Treasurer Reed requesting to be relieved of the responsibilities as City `t'reasurer of the City in the event he is elected as Assemblyman, stating that he is calling it to the attention of the Council at this time in order that they might ser- i.ously consider the appointment of a successor, hoping that the Council shall be guided in filling same wholly by the integrity of the party in question, his adaptability to the duties and general al_1_ around good re- putation, rather than by political preference. 'there being no objection, the Mayor ordered same filed., and no further action was taken. A communication tiwss received. from. tre Three Rebers requesting cancellation of certain weed tax assessrr,ents against Lots 1216 and 1217, Tract 3335. `there being no objection, tree r~iayor instructed the City Clerk to request further proof of cleaning of said Lots by the Three Re- bers. A communication was received from Roscoe R. Mess, Ex-City At- torney requesting information from the Council as to whether or not it would be unethical on his part to test the validity of the handbil_1 ordin- ance, on uvhich he advised when it ~^ras adopted that there might be some question as to v~mether 30.00 per day was excessive, but that he thought it migrit stick. Thereupon it was moved by Councilman Davies and seconded by Councilman ~'Jilliams that the City Clerk be instructed to communicate with Nir. Hess advising that the City Council strongly objects to any at- tack he might make against any ordinance that he promulgated while City attorney. Roll Call: Ayes : councilmen ,Jilliams, Davies, Gillett, Schouten and. Snyder. Noes: None. A communication was received from ti. A. Payne, County Auditor, advising triat the warrant sent on October 13th for ~p34,155.41 was to cover bonds and interest payments nn Acquisition and Improvement Districts as follows: No. 1~3-Century ~3oulevard ~P 11,015.02 No. 19-Imperial Highway. 7,673.61 No.20 -Tweedy ~r Abbott T=oad 7,375.96 No. 24-Fernwood ~ Merton Road 8,090.82 Total X34,155.41; also communication was received from. City Treasurer Reed that he has cre- dited. said funds to the prover accounts snd that a.nnropriation for A. F~. I. Districts 16 and 26 Vrere i^ri thheld '~~T trie County because they were un- able to ddduct the amounts from the tax roll, but that it is his under- standing that they will impound X1,292.65 for ~. & I. i~o. 16 and 1,932.41 for A. P~ I. Ido. 26 for the use of said districts next year. There being no objection, the Mayor ordered the communications filed. A communication was received from the Los Angeles County Health Department with health contract attached effective October fit, 1932 ~ d terminating September 30th, 1933, at yp750.00 for the year for ser vices; also stating in the communication that vritr the reduced rate it means a decrease in services, but that they wi1~. notify the Council if it appears that ;~ curtailment in service grill jeop~.rdize the tivelfare of the citizens of Lynvvood. Thereupon it was moved by Councilman ~r'Villiams and seconded by Councilman. Schouten that the contract be accepted and that the P~2ayor be authorized to sign the contract for and in behalf of the city of Zynvroc Roll Call: Ayes: Councilmen Williams, Davies, Gillett, Schouten and Snyder. Noes : i'Vone. A communication v~ras received from R. D. Crenshaw Y~ Company ac- cepting the offer of the Council made at the regular meetin held on July 19th, 1932, for them to do the auditing for 1932-33 at ~p'800.00 as full. compensation trlerefor. Thereupon it was moved by Councilman `"Jilliam~ and seconded by Councilman 'Davies that R. D. Crenshaw R~ Compan~r be em- ployed to audit the City F~ooks for the fiscal year 1932-33 at ~~800.00 as stated. Roll Ca11~ Ayes : Councilmen a~illiams, 7~avies, Gille tt, Schouten and Snyder. Noes: None. A communication was received from Chief of Police Bailey re- porting that. he has investigated the request for four way stop at Imperil and Atlantic, recommending that a school zone be painted and that the in- stallation of a school stop sign be made. Thereupon it was moved by Councilman Schouten and seconded by Councilman Davies that we concur with the recommendations of the Chief of Police. Roll Call: Ayes: Councilmen 'Williams, 7~avies, C7illett, Schouten and Snyder. Noes: None. A communication was received from City Treasurer Reed reporting on the matter of claim of Myrtle B. Ransom for rebe~te of the lighting as- ~essment requested at the last meeting of the Council paid on wrong Lot, stating that such incidents a.re unfortunate, but that he does not Feel that his office tivas careless in nrenaration and. presentation o_f the bills and there°ore does not recommend that the request be granted however, that th.e matter is discretionary irrith the Council anti if the Council feel that it is proper to refund he will gladly honor azy warrant there- for. Thereupon it was moved by Councilman Schouten and seconded by Coun- cilman Williams that the amount paid erroneously on the wrong Lot be re- funded to Nlrs. Gray addressed the Council regarding rumors of a bond issue for water department and regarding, the free construction of s side- walk on Bullis Road. N1r. Gray was informed that no bond issue is proposed at this time and that the money for constructing the sidewalk on Bullis 11oad is money alloted the Citg by the County of Los Angeles Vrhich was ap- propriated for Bullis Road and no City.~money is being spent on said. project 6 Tar. Krueger repre.~enta_ng the Cooperative i~eliefl Association, Unit No. 4, addressed the Council giving outline of the tivork they are doing to help the needy, but that they are doing so with the exchange of produce without any money, and therefore made applic~~tion to the Council to pay for the gas and light at their ware'rouse located on Tvorton .venue. There- upon it was moved b;~ Councilman T~avies and seconded by Councilman 4~filliams that X25.00 per month. be appropriated to the Cooperati~*e Relief Associa- tion, Unit No. 4, to help pay .for tr.e gas and lights consumed. Thereupon the City Clerk announced that inasmuch as the Count~l are now without a Chairman, a motion will be in order to appoint a Chdr- man .
