The regular meeting of was called to order by nesday, April 21, 1982 Hall, 5938 N. Kauffman the Parks and,Recreation Commission Chairman Adams at 7:30 p.m. on Wed - in the Council Chambers of the City Avenue, Temple City, CA 91780. 2. Chairman Adams led the Pledge of Allegiance to the Flag. 3. ROLL CALL: PRESENT: ABSENT: Commissioners Burlingame, Cas- well, Crump, Shaw and Adams None ALSO PRESENT: Victor B. Kobett, Director Parks and Recreation Departmen 4. APPROVAL OF MINUTES It was moved by Commissioner Burlingame, seconded by Commis- sioner Caswell that the minutes of the regular meeting of March 17, be approved as mailed and the minutes of the Spe- cial Meeting of March 27, be approved subject to the minutes indicating that on Item 4, the motion to grant request was seconded by Commissioner Crump. OLD BUSINESS 5. REQUEST FOR USE OF PARK FACILITIES - Temple City Youth Foot- ball Chairman Adams stated this item had been tabled from the meeting of March 17, as no representative of Youth Foot- ball was present at that time; also, that the Commission desired the request of AYSO for their use of the fields; that this request had been received too late for the Agenda, but would also be handled at this time. Chairman Adams recognized Walter Kubacki, President of Temple City Youth Football, 6161 Encinita who stated Temple City Youth Football was requesting use of Live Oak Park area adjacent to North and South Baseball Fields from 5:30 p.m. to 7:30 p.m. August 9, 1982 through December 3, 1982 and use of the Concession stand during the same period; also, use of the area adjacent to the Snack Bars from 9:00 a.m. to 4:00 p.m. June 5, 12, and 19, 1982 for the purpose of registration. Mr. Kubacki stated that these dates had been coordinated with Temple City AYSO and there did not appear to be any conflict. The Commission felt that the activities were proper use of the Park and have been conducted in the past in an acceptable manner. Chairman Adams also cautioned Youth Football about their responsibilities in keeping the area clean, litter control, protection of turf, conser- vation and payment of electricity. It was moved by Comiiiissioner Caswell, seconded by Commis- sioner Crump that this be referred to the City Council recommending approval subject to the usual insurance re- quirements and with the understanding that all use dates were coordinated with Temple City Youth Soccer to the satisfaction of both organizations. REQUEST FOR USE OF PARK FACILITIES - Temple City AYSO Chairman Adams recognized James Schmidling, Commissioner of the Temple City AYSO who stated they were requesting use of the Park from September 7, 1982 through January 31, 1982 for their regular schedule as well as the Con- cession stand; Playoff games February 1, 1983 through February 26, 1982, also including the concession stand and the Meeting Room and Kitchen on May 1, and May 22, 1982 for registration. Mr. Schmidling indicated that the schedule had been co- ordinated with Temple City Youth Football and there does not appear to be a conflict. The Commission felt that this was proper use of the Park and had been conducted there previously in a proper man- ner. Chairman Adams cautioned AYSO about their responsi- bilities in keeping the area clean, litter control, pro- tection of turf, conservation and payment of electricity. It was moved by Commissioner Crump, seconded by Commis- sioner Shaw and unanimously carried that the request be referred to the City Council recommending approval to and including January 31, 1983 with the understanding that the dates were coordinated with Temple City Youth Football to the satisfaction of both organizations; that use after January 31, is given with the understanding that Temple City American Little League will be the prime user beginning February 1, 1983 and any use by Soccer after that date must be coordinated with the Parks and Recreation Department and American Little League; however, should sche- duling conflicts occur that cannot be resolved, the use of the facilities will be granted to Temple City American Little League, and subject to usual insurance requirements. Mr o Schmidling also stated that AYSO ham boon praot:it 3ng at Live Oak Park on a regular basis but only using the fringe areas where there is no conflict with Little League but they would like to have the use of the lights. How- ever, no formal request had been made to use the field. Chairman Adams expressed concern over AYSO using the fields on a regular basis without approval from the Department, stating that the Department would lose control if everyone starting doing this. Commissioner Shaw questioned the use of the fields at the same time as Little League to which Mr. Schmidling stated he had not heard anything from Little League and therefore assumed there was no problem. Director Kobett stated that insofar as the lights are con- cerned, once they are shut off, they should not be turned on again that evening due to damage to lamp and loss of lamp life expectancy. Chairman Adams recognized Martha Owens, 9822 Hallwood, Vice President of American Little League who stated that their registrations this year were very heavy and she did not see how they could share the fields with AYSO. Mr. Schmidling stated that they would finish their practice the latter part of May and, that next year they would put in a formal request to -the Commission for use of the fields for Spring soccer practice. • • • • " " " " Parks and Recreation Commission -3- April 21, 1982 After discussion, it was moved by Commissioner Shaw, secon- ded by Commissioner Crump and unanimously carried that Temple City AYSO be allowed to practice through May 22, only in the areas not being used by Little League and use of the lights after Little League has finished with them and advising staff prior to the time the lights are to to be turned off by Little League - and that AYSO will agree to pay their portion of the electricity. 7. LIVE OAK PARK BUILDING STUDY Chairman Adams, with the concurrence of the Commission, stated this would be handled later in the meeting. NEW BUSINESS 8. REQUEST FOR USE OF PARK FACILITIES - Temple City YMCA Indian Maidens and Guides The Commission reviewed the request of the Temple City YMCA Indian Maidens and Indian Guides to use the West end of Live Oak Park North and South of Prime Picnic Shelter from 1:30 to 4:00 p.m. Sunday, May 16, for their Annual Costume Review. Director Kobett stated that this would not conflict with any Department activities and that it was an acceptable use of the Park. It was moved by Commissioner Crump, seconded by Commissioner Shaw and unanimously carried that this be referred to the City Council recommending approval. The Commission felt that this was an established family oriented activity and encouraged public participation. 9. REQUEST FOR USE OF PARK FACILITIES - Temple City Git1 Scouts The Commission reviewed the request of the Temple City Girl Scouts to hold a Day Camp at Live Oak Park from 10:00 a.m. to 3:00 p.m. on July 13, 14, and 15 - on the grass area North of the Shelters to the Ball Wall. Director Kobett stated that this would not conflict with any Department activities. It was moved by Commissioner Caswell, seconded by Commis- sioner Crump and unanimously carried that approval be granted, subject to the usual insurance requirements. 10. REQUEST FOR USE OF PARK FACILITIES - Temple City American Little League - Girls Softball. The Commission reviewed the request from Temple City Ameri- can Little League requesting use of the South Diamond on May 23, May 30, June 7, and June 14 from 2:00 p.m. Chairman Adams recognized Martha Owens, 9822 Hallwood, Temple City, Vice President of American Little League who stated that these would be doubleheaders beginning at 2:00 p.m. and they would not need the lights nor use of the Concession Stand. Parks and Recreation Commission -4- April 21, 1982 Ms. Owens stated that they had a 20 team roster comprising girls in the 16 to 18 year bracket. It was noted by Director Kobett that the Girls Softball teams had used the Diamonds in previous years in an ac- ceptable manner, and insurance certificate was on file. It was moved by Commissioner Crump, seconded by Commissioner Shaw and unanimously carried that the request be approved. COMMUNICATIONS 11. None had been received DIRECTORS REPORT 12. The Commission reviewed the Director's Report which gave background information on the various requests for use of the Park facilities. The Report also covered the "Spring Fever" program held at Live Oak Park on March 21, the San Gabriel Valley Municipal Athletic Association Girls Basketball Tournament hosted by Temple City which was held March 9 through 12; registration for new classes; Senior Citizen Income Tax . preparation; the City's Outstanding Older American; the All City Easter Egg Hunt and the completion of the installa- tion of the Athletic Field Lights at Live Oak Park by American Little League. Director Kobett asked Commission's clarification on the use of Park Facilities by a parochial school organized group and asked if they would be considered a fee or free group inasmuch as they were affiliated with a parochial school. It was the consensus of the Commission that regardless of their affiliation, they would be considered an organized Temple City Youth Group and would be classified as a free group. Director Kobett asked Commission's clarification on use of Park facilities by a Temple City Boy Scout Group spon- sored by a church in another City and also meeting at this Church. It was the consensus of the Commission that the residency requirement would be considered here and if 50% of the group were residents of Temple City, it would be considered a free group. Commissioner Shaw was excused at 8:25 p.m. for cause. OLD BUSINESS 13. LIVE OAK PARK BUILDING STUDY Chairman Adams asked the Commissioners if they had anything further to add to the discussions of the regular meeting of March 17, and the special meeting of March 27. There were no further suggestions. " " Parks and Recreation Commission -5- April 21, 1982 It was moved by Commissioner Crump, seconded by Commis- sioner Burlingame and unanimously carried that this be referred to the City Council recommending approval on the following improvements at Live Oak Park. a) b) c) d) e) f) That a Parquet hardwood floor be installed in the Auditorium. That an operable wall be installed in the Auditorium to permit multiple use of the room. That the existing patio concrete block wall be reduced in height on the West side and portions of the North side and the block removed replaced with wrought iron fencing, to improve air circulation and security and that existing patio gates and entry ways be replaced with wrought iron. That a free standing open roof shade shelter be con- structed over the existing patio area. That additional planting areas and necessary irriga- tion be installed in the existing patio; however, not to include trees. That the modified g) That the with new of meals. existing patio restrooms be improved and to meet handicapped requirements. existing kitchen be renovated and improved commercial equipment for the effective serving The Commission further recommended that available State Bond Funds in the amount of $91,246 and any remaining Urban Open Space Grant Funds identified by the State be used for the construction of the recommended improvements. The Commission concurred with the Ad Hoc Committee that no new buildings should be constructed at Live Oak Park at this time and supports the concept of a Community Center in a more central location in the City at such time funds and circumstances would make the development feasible. ADJOURNMENT It was moved by Commissioner Caswell, seconded by Commissioner Burlingame and unanimously carried that the meeting adjourn to the next regular meeting to be held at 7:30 p.m. Wednesday, May 19, in the Council Chambers of the City Hall, 5938 N. Kauffman Avenue. Chairman Adams adjourned the meeting at 8:30 p.m. ATTEST:
