The City Council of the City of Lynwood met in a re-;ulcer session, at the City Hall, 11331 Plaza Street, on above date, at 7:30 P. RZ. Mayor Schouten in the chair. Councilmen 1~'illiams, Davies, Gillett, Snyder and Schouten answered the roll call. In the absence of City Attorney Jergins, Attorney C. C. McWhinney acted. The minutes of the previous regular meeting of January 3rd, 1933 and of the Special Meeting of January 5th, 19~~ were read and. approved. A communication was received from 14~r. A. J. Bateman, ~Uater Superinten- dent, recommending the execution of a contract with the Southern California Telephone Company, which said contract was accompanied by a communication, to furnish an automatic control circuit for the operation of Plants ~1 and ~2. Thereupon RESOLUTION 1~0. 820, entitied"A RESOLUTION APPR09ING CONTRACT ' TO FURNISH CONTROL CIRCUIT BY SOUTHERN CALIFORNIA TELEPHONE COMPANY", was read, authorizing Engineer Bateman to execute contract. It was moved by councilman Snyder and seconded by Councilman Cxillett that we accept the con- tract and that said Resolution No. 820 be adopted. Roll Call: Ayes; Councilmen ?AWilliams, Davies, Gillett, Snyder and Schouten. Noes: None. A detail report showing operating expenditures of water department, Street Department, lighting department and sewer and Park department for the first half of 1932-33 was received from "Voter Superintendent Bateman. It was moved by Councilman Davies and seconded by Councilman Snyder that said report and communication be filed Cour_,cilman Snyder commenting that it was a very commendable report. Roll Call: Ayes: Councilman 'Nilliams, Davies, Gillett, Snyder and Schouten. Noes: None. Report of activities of Fire Department were received from Fire Chief Dunlap and health reports for weeks ending December 31st, 1932, and January 7th, 1933, were received. There being no objection she Mayor ordered same filed. REPORTS OF SPECIAL COMr~~ITTEES: r inanee of he ty o Lynwood, Licensing and Re;;ulating the ?Jistribution of Advertising in said City, was read for the first time. It was moved by Councilman ~Villia.ms that same be accepted as read the first time and pass to the second reading, however, upon Councilman r~illett's request that the City Attorney check same, it was referred to Attorney I~es~~hinney. City Engineer Bateman reported on the resolution opposing the proposed Federal tax of 3~fO on all utilities bills recently sent from the League of California 1~unioipalities which was presented at the Last meeting, recom- mending the adoption of said Resolution as consumers of the water department would pay approximately X1,000.00 per annum into the Federal Treasury if the tax is passed. Thereupon RESOLUTION R;O, 821, entitled; " A RESOLUTION OPPOSING THE PROPOSED FEDERAL TAR OF 3~ OR1 ALL STATES, STATE AGENCIES AND /OR PUBLICLY {3lNRTED UTILITIES", was read. It was moved by Councilman Davies and seconded by Councilman Williams that said Resolution R?o. 821 be adopted. A communication was received from City Judge Hemmenway recommending certain changes in the proposed Ordinance regulating liquor violations, which were read by the Clerk who stated that one copy was addressed to the City Attorney which had been forearded to him and that.he has incorporated the suggested clauses into the Ordinance that was adopted on its first reading at the last meeting of the City Council and is up for final adoption tonight. It was moved by councilman W~?illiams and seconded by Councilman Snyder that said Ordinance Rio. 203, be adopted as read the second time, finally passed and published as required. by law. The City Clerk addressed the Council stating that the State are no longer recognizing Cities as registered owners-l~-. of motorcyles privately owned but in use in City buisness, therefore,' it will be necessary either for the Council to purchase the moiroreycles used by the motorcycle Officers to obtain exempt license plates as the 'rotor t'ehicl a .~.et provides that only those vehicles that are publicly owned and operated are entitled to exempt plates, or the City or Officers, must purchase the license plates. BThereupon it was moved by Councilman Davies and seconded-by Councilman Snyder that motorcycle Cfficer .-".nderscn~s salary be increased ;;6.00 for the first half of January, 1933, for the purpose of purehasir~ ~_i~ense plates for 1932- 1933, also that motorcycle officer Ded.eriek's sa7_ary be ineree.sed X3.00 to purchase license plates for year 1933: and. that motorcycle officer Baier-s salary be increased -3.00 to purchase license plates for year 1933, and that warrants be drawn on the City Treasurer for said amounts. Attorney R~_e'~~hinr~ey reported or_ the Ordinance on Licensing and Reg- ulating the Distribution of Advertising in the City of Lynwood, stating that he sees no objection from a legal standpoint other than the word "sign" might be left out of the second paragraph, which w~~s ordered done, whereupon it was"'"'' moved by Councilman Snyder and seconded by Councilman E'~illiams that said Or- dinance be accepted as read the first time and pass to the second reading. Councilman ""illiams addressed the Council stating that in the Shoe Department at the ''~arehouse of the Unemployment Relief Association they are very much in need of leather to repair shoes, which the shoemaker says will require sourer:{>10.00 at this time, therefore making a motion that the Counefl 4ppropriate X10.00 to said Organization for the purchase of r:~aterial to re- pair shoes, commenting that it has been reported that he is working against said organization, which he stated is not the case, b~,tt that he figures that they are doing a very worthy work. Considerable discussion ova;, had relative to the legality of the Council appropriating any amount to ar. organization of this nature, and the City Attorney ruled than"it is 'not within their~'powe~. Councilman Davies suggested that they contact the Lyn.-:ood Ernergeney Relief rued for money to purchase material for repairing shoes as the City is appro- priating into tie said fund. Harris of the ynwood Cooperative Unemployment Relief to contact the Lynwood Emer- gency Relief committee for said. contribution of x'10.00 _ ^ouncilman Williams addressed the Council stating that it will be neees:ary for Councilman Gillett to enter the hospital and have a major oper- ation at this time, therefore, making a motion that Councilman Gillett be granted a 90 day's leave of absence by the city Council. Councilman Snyder ""' addressed the ^ouncil stating that they reeer_tly granted Councilman Gillett a leave of absence some time ago, but that sin^e said time he has improved so that he could Dome back, but that he does not believe that a leave should be granted at this time but should be deferred until next meeting of the Coun- cil. Councilman Gillett stated that he is now in shape and has the strength bac': so that he will be able to have the ope~aation, therefore, requesting t~~e leave. Thereupon Mayor Schouten requested Councilman '~lilliams to take the chair as Chairman, which he did, whereupon Councilman Schouten seconded the motion made by Councilman Williams to grant Councilman Gillett a leave of absence of 90 days.
