The City Council of the City of Lynwood met in a Special session
pursuant to call of ~'layor Davies, at the City Hall, 11331 Plaza Street, on
above date, at 8:00 P. PII.
Mayor Davies in the chair.
Councilmen Snyder, j~~ ignt, Daetweiler, Childs and Davies answered
the roll call. "'
The City Clerk read the call, wnicn read as follows:
"You are hereby notified to attend a Special Meeting of the City
Council of the City of T vnwood to "be held this evening, March 2..8th, 1933,
at 8:00 otclock P. TT., for purpose of discussing the Building Ordinance,
the license ordinance, the sale of beer, and matters pertaining to the
earthquake disaster, and take necessary action in connection with any of
said matter.

f The Clerk stated that a copy of said notice had been served on
each member of the Council and that each member has signed a copy of same
acknowledging receipt of same at le ast three Hours prior thereto.
A communication was received from Mr. A. E. Skelton, Chairman of
the committee appointed by the Council to inspect dama€ed buildings caused
by the earthquake in company with Building Inspector Collins, said committee
to recommend type of repair that should be made, recommending in part as
follows: "That the owners be required to place a reinforced bond beam
across the front of brick buildings and return on each side to a distance
of three feet beyond any weak place which might appear on side wall, said
return not to be le ss tYian 4 feet on each side, the rest of the building
to be put in as good a condition as it was before the earthquake, stating
further that in making the recommendations they took into account the sa-
fety of the public as well as hardship on proper ty ouuners if a more drastic
action had been taken, stating that said recommendation does not apply to
condemned buildings, stating further that they are all of. the opinion that
the building ordinance should be amended, offering assistance along that
line .
A general discussion was had relative to the matter ~ d Building
In:>pector Collins addressed the Council stating that while the recommenda-
tions made by tn.e committee does not conform to his opinion and the way ne
thinks the building should be repaired in all respects to withstand major
earthquakes, ,yet he i_s willing to abide by the recommendations ~~f the com-
mittee, stating trial he will issue permits subject to said recommendations.
Thereupon it was moved by Councilman Snyder and seconded by Coun-
cilman Daetweiler that said report of the committee be accepted rind that
a vote of thanks be extended to the committee for their service, and that
said report be ordered filed.

City Engineer Bateman addressed the Council reporting on the dam-
age done to the lighting standards and globes from the earthquake, stating
that 4,000.00 damage occured, with 85 complete units demolished with part
of 166 unite destroyed. Mr. Bateman said t'at he has purchased 30 units to
replace the ones demolished and that he is transferring the inside globes on
Century Boulevard onto the ones broken on Long Beach Boulevard and having a
cap installed where they are removed. P1ir. Bateman also stated that he has
estimated the damage to ~~Jater Plant No. 2 for the water tank at 4,000.00,
However that His plan does not call for a tank at said location, but to
install a 100000 gallon tank at Plant No. 1, which would cost between X7,000
.00 and X7,500.00, ~u~.d eventaually other tanks will be installed at other
locations when finances permit.
A communication was received from Building Inspector Collins re-
lative to the fire zone as described in the Building Ordinance, recommend-
ing that part of Zone No. 1 be changed to Fire Zone No. 2, wnicn would. per-
mit stucco frame business buildings to be placed 3 feet from the side pro-
perty line, recommending tn.at same apply to the districts extending from
Josephine Street to the souther hr City limits, and from Los Flores Boule-
vard to the nortr~erlti* C t~ 7 units, on ~ ong Beach Rou_levard.
After some discussion, it was moved by Councilman Snyder and sec-
onded by Councilman ~~ri~;ht that th.e City Attorney be instructe~j to draft an
Ordinance changing the fire zone as recommended by Building Inspector Col-
lins for further consideration of the Council at their next regular meeting.

Considerable discussion ensued relative to the ad visibility of
enacting legislation that would protect local contractors from invasion
of out-of-town builders to reconstruct and repair damages buildings, g1 d

building contractors to employ Lynwood men exclusvely for sub-contracts

tion Finance Corporation, stating that the entire earthquake devastated area.
was divided into districts and that Compton, Hawthorne, Englewood, Gardena
and Lynwood are in District No. 2,, and that I~lr. Reed and Tyr. Jeff P;ia~ro were
appointed to represent said district, reauesting the Council to endorse the _„~
appointments.

hers of the Unified Reconstruction Committee to represent District No. 2,

meetings.

Discussion was had relative to .the matter of permitting the sale
of beer in T~ynvrood and what action the Council should take relative to
the matter as to regulating same. Councilman Daetvreiler inquired of the
City Attorney if it is within the power of the Council to regulate the num-
ber of places to be permitted to operate, as to qualification of applic~:nts,
etc. Cit 1 Atto~n.ey Hubbard stated that the Council can adopt any reason-
able regulations that are not discriminatory.
Thereupon it was moved by Councilman 'Childs and seconded b-r Coun-
cilman ~Uright that the City Attorney be instructed to draw ub an Ordinance
for approval and consideration of the Council at their regular meeting re-
gulating the sale of beer and wine in the City of Lynwood.

A communication was received from U. S. Senator Hiram Johnson, ac-
nowledging receipt of Resolution Tlo. £330 relative to request for Recap- ~'
stru.ction Finance Corporation funds for earthquake area; also one from ~"tor. A.
Smith, Private Secretary of Csovernor Rolph, Jr., acknowledging receipt of
telegram from City requesting aid to help in the rehabilitation of Lynwood;
also one from Lieutenant Governor P~'Terriam acknotiroled~~ing receipt of telegram
urging ~'efeat of Ass~mrly ?'i.ll ?'"o. 118. « communication and resolution con-
demning profiteering in earthquake reconstruction, z,^ras received; also health
report for week ending Tvia~•Cri 18th, 193. `t'here being no ob jecti~n, the Taayor
ordered said communications and report filed.
It was moved by Councilman Childs and seconded by Councilman Daetw-
eiler that the meeting adjourn to npril 4th, 1933, at 7:30 Y. Pr1.
