Thereupon Ordinance No. 2(?9, entitled: "A~ emergency Ordinance prohibiting; the employment of laborers, artisians, mechanics, contractors .and helpers who were not residents of the City of Lynwood on the 9th day of l~~arch, 1935, was read by title.
