The City Council of the City of I~yn~vood met in a regular session
at the City Hall, 11531 ~'laza Street, on abosae date, at 7:30 1. M.
Mayor Davies in ttfe cnair.
Councilmen Snyder, Wright, Childs and Davies answered the roll
call.
Councilman Daetweiler was absent.
It was moved by Councilman Snyder and seconded by Councilman
Childs that the minutes of the previous regular meeting of May 2nd, 1933
be approved as written.

commun cat on was received from ,falter J. Tittle, Speaker of
the Assembly, acknowledging receipt of our letter of April 13tH, relating
to Assembly Bill No. 675, pertaining to the Division of Motor Vehicles,
stating that he appreciates the recommendations. There being no objection,
the Mayor ordered the communication filed.
A communication was received from the Los Angeles County Leat=;ue
of Municipalities inviting the Council to attend their next meeting; to be
Held at E1 Segundo on Thursday, May 18th, dinner at6:30 P. M. No action
was taken other than the Mayor suggested that all who are able to attend
should do so, and ordered the communication filed.
A communication was received from E. W. Biscailuz, Sheriff of Los
Angeles County, commending the local police department for the very fine
cooperative spirit shown by the Department and its Chief during the clean-
up period after the earthquake. There being no objection, the Mayor direc-
ted the communication filed.
A communication was received from Mr. H. E. Dunning, 3668 Virgini
Ave. calling attention to the fire hazards caused by dry weeds on vacant
lots and urging City to clean same; also calling attention to bad condition
of Virginia Ave. and Sctlool Street. There being no objection, the Niayor
instructed the City Clerk to notify Mr. Dunning that the weeds will be ta-
ken care of in due course, and directed the communication filed.
A communication was received from Mrs. J. F. Chubbic complaining
about rabbits, cnickens, ducks, etc., maintained at 3329 Alma street are
too close to residents in that location and are not kept in a sanitary con-
dition. The Clerk stated that he had given the complaint to the Health In-
spector and tr_at he fo~_znd ux~on inspecting same that the cnickens, etc.,
are kept the required distance from residents, however, that he ordered
them to keen the place c7.eaner.
A communication was received from Lange and Tvaller, stating that
they have prepared necessary data to complete an analysis ._znd report of
certain A.cc I. Districts, 1915 Districts, etc., stating that if the City
will send up a representative tv see the report they can find out the cost
to the City for a copy of the report. There being no objection, the Niayor
ordered the communication filed.
A communication was received from Chief of Police Bailey recom-
mending the granting of a license to sell beer to Pay~n Takit"Stores, Inc.,
located at 11473 'Long Beach ?blvd. off the premises. Thereupon it w+as moved
by Councilman ~'Jr~gnt and seconded by Councilman Childs that permit be gran -
ted and that the Chief of Police be authorized to issue license therefor.

A communication was received from the Gans Company making appli-
cation for the issuance of license for the operation of Mint Vending Mach-
Ines wi thin the City limits of Lynwood, submitting .check in the amount of
,,... 89.00 covering initial license for first machine X50.00 and 39.00 for 3y
additional licenses at X1.00 each, said licenses to be issued each and
every month at the rate of 1.00 each. Thereupon it was moved by Council-
man Childs and seconded by Councilman "right that permission be gran ted and
that the Chief of Police be authorized to issue license therefor.

A!'ontt?ly .reports for F~_r. e nenartment and Police Department were
received showing activities of their respective department for tn.e month of
April; also health reports for weeks ending April 29th and May 6th, respec-
tively. Triere being no objection, the Mayor ordered said reports filed.

Engineer Bateman reported in writing on the Highway Map designa-
ting certain streets in Lynwood as major and secondary highways for future
developments, as compiled by ttie Regional Planning Commission of Los Angeles
County, which was referred to rim at the last meeting of the Council, report-
ing to the effect that he recommends the approval as same does not in any
way bind the City to consar'uct any of the. highways shown on the map, ,and
would be necessary to insure state and county aid for future highways, if
constructed.

moved by Councilman Childs and seconded by Councilman Snyder that sa-d Re-

communication was received from Lynwood Electric Co., by F.
A. Lampe making; application for the renewal of the Westinghouse Niazda
Lamps contract, with proposed contract attached thereto, being for the
purchase of600.00 of said lamps, with 25/ and 15`6 discounts, with an
additional 2 o if paid within ten. c~avs from date of delivery. Thereupon
it was moved bar Councilman. "n~rdPr and seconded by Councilman Childs that
said contract be accepted and awarded to said L;4n.tivood Electric Co., and
tnat the Niayor be authorized to execute same for and in behalf of the
City of Lynwood.

A communication was received from Mr. S. V. Cortelyou, District
End ineer of the Division of Highways of the State of California submitt-
ing contract and agreement for execution in connection with an allotment
of an additional an ount of X367.87 for l~ynwood from the X150,000.00 appro -
priation made by the State Legislature to help the earthquake devastated
area. Thereupon i~ was moved by Councilman Snyder andseconded by Coun-
cilman Wrignt that said Agreement be accepted and t'e Niayor be authorized
to execute said Agreement, known and designated as "Earthquake Relief "~
Agreement No. 9-A of the State of California, Department of Public yYorks,
Division of Highways, and further that the Mayor and City Engineer be
authorized to execute invoices in connection therewith for the disburse-
ment of said sum.

It was moved by Councilman Snyder and seconded by `'ouncilman Chi?

the City Treasurer for said various anounts.

Mayor Davies stated that on Nlay 30th is decoration day and the
American Legion and other civic organizations are contemplating to nave a
parade on Streets in the City and it will be necessary to grant permission,
Thereupon it was moved by Councilman Childs and seconded by Councilman
!aright that the American Legion, American Legion Auxilary and other civic
organizations be granted permission to parade on Streets in the City of
Lynwood on Decoration Day, Iliay 30th, 1933.

providing for the licensing of the sale and distribution of alcoholic bev-

pealing all ordinances in conflict therewith", was read for the first time,

ORDINANCE N0. 214,eatitled: "An ordinance of the City of Lynwood

license fee at X300.00 per year", was read for the first time by title.

Mayor Davies stated that he believes some action should be taken
protesting the action of the ~'lelfare '~enartment in requiring that all ap-
plicants applying for wor.1~ throu~?h the R. F. C. mz~st sign a pauper's oath
before trey are entitled to work, stat3.ng that such procedure tends to
lower their self respect.
Thereupon it ~Nas moved by Councilman ~'Jrignt and seconded by Coun-
cilman Childs that we go on record as opposing the action of the l°delfare
Department in requisiting that all applicants sign a paupers oath before
they are permitted to work, and that we recommend that the handling of work
from the R. F. C. funds be restored to the h.os Angeles Bureau of Employment
Stabilization where the matter was handled in a most satisfac~iry manner who
showed a complete understan ding of the working man's plight, instructing
the City Clerk to convey the message to Governor Rolph.
