I agree by virtue of submitting this application that the water meter, pipeline and all fixtures and fittings used in
said installation from the water main to the meter inclusive shall be the property of the Town of Brewster, and that
an easement is hereby granted for maintenance and repair of same.
A Certified Septic Plan signed and dated by the Brewster Health Agent is required by the Brewster Water
Department. If there is no Certified Septic Plan on file with the Board of Health additional information wi ll be
required on a case by case basis. Final decision of water service location shall be mutually agreed upon between
the owner and the Superintendent of the Water Department. The Brewster Water Department or an Approved
Water Installation Contractor must be contracted by the homeowner or agent thereof for all water works within
the town of Brewster. I agree that the Water Department or its agents are not liable for damage to property or
utilities, above or below ground, unless accurately specified or indicated on the service sketch.
The Water Department employees and contractors shall use care to minimize damage to lawn, shrubs, trees and
other property. The equipment to be used for the installation shall be at the discretion of the Water Department. I
agree to, at my option, to remove and replace sod, loam topsoil, shrubs, trees and driveway at my expense. I agree
that the installation bill shall be paid in full prior to activation of the water service.
I understand that it is my, responsibility to obtain any additional required permits from other Town Departments.

When a Water Installation Contractor requests the assistance of the Brewster Water Department for any
waterworks within the Town of Brewster, the property owner will be billed for time and materials used.
Service Permit Fees:
Trenching Permit $40.00 (based on State of Massachusetts)
Cut and Cap of Water Service $200 Minimum / 4 hours
Cut and Cap of Water Service Over 4 Hours for Cut & Cap is $50.00 per/hr.
Relay / Relocation of Existing Water Service Permit $50.00
Turn Off Water for Relay / Remove Meter $25.00
Turn On Water for Relay / Install Meter $25.00
Inspection of Relay – Billed to Home Owner $50.00

Seasonal Install and Removal of Water Meter:
All residents are on a Call-in basis.
All balances must be paid in full before water can be turned back on.
Someone over the age of 18 must be present during seasonal turn on/off. Only exception is if house has a meter pit, a crawl s pace or
bulkhead that does not have access to the house.
Meter Installation - $25.00
Meter Removal - $25.00
Final Reading: When requested to produce a final water bill there will be a charge of $30.00 per issuance. This is in addition to the
water consumption and monthly service maintenance fee.

Department Work Done on Labor Basis:

Flushing and Sampling New Mains: a one-time fee of $200 plus labor and all sampling fees.
Confined space Entry Labor Fee:
Per 3 hour minimum for staff to enter any confined space meter pit: $400.00 plus materials. Additional hours beyond 3 charged at
Labor Hourly Rate.
Service Call Charges:
A service call will be charged when personnel are requested at a property for situations that are o utside the responsibility of the
Brewster Water Department. This includes “no water” where valves are found in off position, leaks after the meter, frozen pip es,
etc.
During business hours: $50.00 (includes one labor hour if calls results in billable labor ).
During non-business hours: $100.00 (includes one man hour of labor if call results in billable labor).
Unpaid Bills – Balances Due:
Effective July 1, 2008, a late payment penalty was set parallel with the Town Treasurer at 14% annual interest rate. Wat er
Department customers will be charged interest on unpaid balances beginning forty -five days from the date of bill issuance and then
every 30 days with balance of $4.00 or more.
Reactivating Inactive Service: $100 fee plus a service call fee for installing a new water meter
WATER BILLS ARE MAILED TWICE A YEAR BASED ON THE BILLING PERIODS OF JANUARY
THROUGH JUNE AND JULY THROUGH DECEMBER.
FEES & CHARGES
The Brewster Water Commissioners are in full support of the continuing efforts of the town to purchase
vacant land within critical drinking water protective areas. It is in the spirit of this progressive planning that a
portion of revenue collected from water rates will be set aside for future land purchases.
WATER RATES – Effective January 1, 2016
Water Usage: Step 1: $2.27 per 1,000 gallons from 0 to 5,000 gallons of usage per billing cycle.
Step 2: $4.86 per 1,000 gallons over 5,000 gallons of usage per billing cycle.
SYSTEM MAINTENANCE FEE – based on meter size:

**Please Note: The System Maintenance Fee is a minimum charge regardless of water consumption. The

Repair fee of $50.00 will be charged, plus cost of materials and an additional service charge due to negligence in the amount of
$50.00. If water meter damaged beyond repair – any replacement meter parts will be charge at full cost.

SPECIFICATIONS
New Water Service Installations in the Town of Brewster
1. The System Development Fee must be paid prior to installation of the water service. If the property has
been assessed for charges from a completed Water Betterment, the connection fee will be waived.
2. The Brewster Water Department must have an approved plot plan showing the septic system and proposed
route of the new water service installation, signed and dated by the Brewster Health Department. If the
property is currently serviced by a private well, an approved current plot plan showing house and septic
location must be marked by the Brewster Water Department indicating where the water service line will be
installed. All water service installation routes are at the discretion of the Brewster Water Department. No
changes to planned installation routes may take place without consent of the Brewster Water Department.
3. Water service and water meter sizes will be determined by the Brewster Water Department.
4. No component of the water service will be within three (3) feet of the electric service panel. This will be
measured from the face of the panel out or laterally from vertical l ine drawn from the edge of the panel.
5. By Legislation of the Commonwealth of Massachusetts: no physical connection shall be made between a
public water supply and any other source of water supply.
For those who are currently on a well: If you wish to maintain your well, the well cannot be connected in any
way to the town water service line or household plumbing connected to the town water service line. It is the
customers’ responsibility to contact a plumber to complete any necessary changes to household plumbing in
order to connect the new water service line to the household plumbing. If your current well water supply will
be interrupted by the installation of the new water service line, prior arrangement and coordination with the
plumber and the Water Department / water contractor will be necessary to minimize delays in connecting the
new water service line to your household plumbing.
5. The Water Department / water contractor shall make all arrangements for the services of uniformed
police officers to such extent and at such locations as to protect and facilitate the movement of vehicular and
pedestrian traffic. The Brewster Police Department will be the sole jurisdiction of determining this need on a
case by case basis.
6. A water meter will be set at the request of the homeowner or agent thereof. The Brewster Water
Department must have access to the property to set a water meter. The water meter must be in a weather
tight area. In winter months, a heating system or hotbox must be in place before a water meter will be
installed. Clear access to the water meter shall be maintained at all times.

Methods of Procedures for Service Installations
Prior to any installation by an approved contractor, the Brewster Water Department must have:
1. An application on file with an approved Septic Plan, signed and dated by the Town
Health Agent, showing water service location. Service size and meter size must be
approved by Brewster Water Department.
2. A copy of an approved road opening permit for Town Ways or a written statement
that the location is not on a Town Way.
3. A minimum of twenty-four hours notice of intent to install a service.
4. Any additional required permits from other Town Departments, including but not limited to
Conservation and Building.
All water services installed by an approved contractor within the Town of Brewster shall comply with the
following regulations:
1. All materials used shall meet with current specifications of the Brewster Water Department.
2. All services must have a tracer wire that has been stripped and connected to the corporation,
curb stop and cellar valve.
3. All services shall be flushed and held under pressure with all connections checked for leakage.
4. The contractor shall notify the Brewster Water Department when the service is completed and
ready for inspection (during normal working hours). Any service or portion of a service that has
been backfilled prior to an inspection will result in the entire service being rejected.
5. Any ground or area along the roadway or other property disturbed during the service
installation shall be repaired by the installation contractor to the satisfaction of the Brewster
Water Department.
6. The Contractor will be responsible for any damage to bituminous concre te surfaces incurred
while installing water service on public and private ways. These surfaces shall be repaired in
accordance with the Department of Public Works Specifications.
7. The Board of Water Commissioners reserves the right to change these regulati ons at any time.
