The City Council of the City of Lynnrood met in a regular session, at the City Hall, 11331 Plaza Street, on above date, at 7:30 P.M. Mayor Davies in the chair. Councilmen Snyder, Wright, Daetweiler, Childs and Davies answered the roll call. It was moved by Councilman Snyder and seconded by Councilman Wrigh that the minutes of the regular meeting of Agust 1st, 1933, b® approved as written, Roll Call: Ayes Councilmen Snyder, Wright, Daetweiler, Childs and Davies. Noes: None. - WRITTEN COMMUNICATIONS: ,_.,,, cammun ca ion was received from City Attorney Brennan of Glen- . dale announcing a meeting to be held at Glendale on Wednesday, August 16th, 1933, at 9:30 .M. when the matter of reduced telephone rates will be dis- cussed, suggesting that Lynwood send a representative. There being no ob- jection, Mayor Davies appointed City Treasurer Reed a committee of one to attend said meeting. A communication was received from Lynwood Post No. 85, ~nerican Legion enclosing resolution passed by their body relative to the Presidents N. R. A. program, requesting the Council to support the movement within the City. It was moved by Councilman Childs and seconded by Councilman Snyder that the City Council go on record endorsing swid Resolution as adopted by the American Legion, Pest No. 85 in connection with the N. R. A. program of President Roosevelt. Roll. Call: Ages: Councilmen Snyder, I"~right, Daetweiler, Childs and Davies. Noes: None. A communication was received from 'rY. 0. Welch, Tax Collector of Los Angeles County, enclosing schedule of projects under the Improvement Bond Act of 1915, and the ount of unpaid assessments in each as of June 30th, 1933, demanding tha~ouncii include and suitable amount in the next tax levy to meet the requirements of Section 12 of said act. City Treasurer Reed addressed the Council on the matter stating that this procedure is merely a legal requirement and that there is a pro- vision in the 1915 Act that required the levying of a-one mill tax to cover ,,.,,, delinquencies, and inasmuch as the Council have always taken a stand against pyramiding, he would recommend that no action be taken inthe matter. There- upon the Mayor ordered the communication filed, and no further action was taken. A communication was received from Mr. John W. Denny requesting re- fund in the amount of 26.25 because of alleged overpayment of water rent on his houses for years 1929, 1930, 1931 and 1932. There being no ob3ection, the Mayor referred the matter to Water Superintendent Bateman for investiga- tion and report. A cammunication was received from the California Sewage Works As- sociation announcing a convention to be held on September 18th and 19th, at Santa Cruz along with the League of California Municipalities,urging that a representative be sent to said convention. There being no objection, the Mayor ordered the communication filed and no further action was taken. Report of Fire Department showing activities for month of July; also health report for week ending July 29th, 1933, was received. There be- ing no objection, the-A1[agor ordered same filed. Requisitions No. 3842 and 3844 for Janitor Supplies in excess of 25.00 were presented for approval, in favor of Ward, Davis and Dunn and Southern California Disinfecting Company. ' City Treasurer Reed addressed the Council .stating that Mr. John Green paid lighting assessment on the north 80 feet of Lot 1266, Tract X335 when payment had already been made for year 1932-33, therefore request- ing th~-:t the Council refund the assessment in the amount of X6.10 under Assessment No. 2593 to Mr. Green. Thereupon it was moved by Councilman Wright and seconded by Councilman Daetweiler that Mr. John Green be refunded X6.10 for lighting assessment under Assessment No. 2593 on account of double payment, and that a warrant be drawn on the City Treasurer for said am ount. City Treasurer Reed addressed the Council to the effect that the City Clerk and himself conferred with the County Auditor relative to as- sestanee to the various Acquisition and Improvement Districts from the gasoline and. license funds of the County, and while the amount has not been determj.ned ~y the Board of Sur.ervisors, vet the Auditor ,assured us that a large amount would be allocated to help overburdened districts, stating that application was also made for inclusion of Districts No. 4, 6, and 25 and 28, which partially are drainage streets. blr. Reid also stated that he has been successful in securing the assurance of reduced interest rates from 7~ to 5~ in 9 of the Agquisition and Improvement Districts and he feels confident that other will fall in line, however, that it may be necessary for him to make a trip to Sas Francisco in the near fut- ure in order to negotiate for reduced interest rate for Century Boulevard bonds, requesting that he be allowed expense money for said trip. Thereupon it was moved by Councilman Childs and seconded by Councilman Snyder that City Treasurer Reed be allowed expense money for a trip to San Francisco in connection with said matter. Noes: None. it was moved by Councilman Childs and seconded by Councilman Snyder that the amount of anticipated revenues and the expenditures as set forth in that certain document known as the budget for the fiscal year 1933-34 be approved, and that said document be adopted as the offi- cial budget of the City of Lynwood for said fiscal year 1933-1934.
