The City Council of the City of T,gnwood met in an adjourned re- gular session, at the City Hall, 11331 Plaza "treet, on above date, at 7:30 P.M. Mayor Davies in the chair. Councilmen Snyder, u'Jribht, Daetweiler and Davies answered the roll call. Councilman Childs was absent. It was moved by Councilman Snyder and seconded by Councilman Wright that the minutes of the previous regular meeting of August 15th and of the Special meeting of August 22nd, 1933, be approvedas written. Roll Call: Ayes: Councilmen Snyder, Wright, Daetweiler and Davies. Noes: None. Absent ~ `'ouncilman Childs. S~iRITTEId COMMUNICATIONS A communication was received from Rev. 0. M.Burkhart, Pastor of the Lutheran Church requesting that a safety zone for pedestrians be painted across Long Beach Boulevard for the south side of N?agnolia Avenue as it now is difficult to cross the boulevard for Sunday school pupils. There being no objection, the Mayor referred the matter to Chief of Police Bailey for action. A communication was received from the Temporary Reorganization Committee of the Southern California Municipalities, announcing a preconven- tion conference at Santa Cruz on September 16th and 17th for purpose of agreeing on some plan for recognition of local leagues in the State League structure. There being no objection, the Mayor ordered the communication filed inasmuch as Lynwood is not a member of the County League. A communication was received from Lynwood Post No. 85, American Legion, with copy of resolution attached which was passed by them on Octo- ber 26th, 1928, and confirmed hr them at their regular meeting of August 11th, 1933, onnosing recalls as the reasons set forth in the r?otice of In- tention are not suf`'icient to ustify the exnenditur.e of the money neces- sary to hold an election. It was moved by Councilman Daetweiler and secon- ded by Councilman Snyder that said communication and copy of resolution be ordered filed. roll Call Ayes: Councilmen Snyder, Wright, Daetweiler and Davies. Noes: None. Absent: Councilman Childs. Reports were received from the health department, and there be- in-~; no objection, the Mayor ordered same filed. UNFINISHED BUSINESS: . ty reasurer eedaddressed the Council on the Tax Rate Ordin- ance and if the Council wishes to levy on a 7~ interest basis or a 5/ in- terest basis, stating that he has had several conference with bond holders, and while most of them are willing to accept 5~ and think that the City should levy on that basis, yet they are not willing to authorize us to do so in writing, stating that he has spoken to Mr. Davis who formerly repre- sented Brown, Crummer Company, and th at he feels that the levy should be made on a 5~ basis; also that he has conferred with Mr. Van Brunt and A1- lis~on and that they are in favor oP levying on a 5~ interest rate rather than at 7~; also that he has spoken to Mr. Bullock, representing the Pac- ific States Bond Company, who are the holders of the bonds in Acquisition and Improvement Districts Nos. la arr'd 20, and that he personal ly believes that the levy should be made on a 5~ interest basis, however, that the Board of Directors have rejected the request for a lower interest rate. Mr. Reed stating that he has tr e assurance of the lar e holders of 11 Dis- tricts that they will he arrreearle to a lever on the 5~ interest rate basis, unless •there is some legal o~iection_ arricr might invalidate their bonds, if the concession is made. Councilman Snyder addressed the Council stating that he also spokq. to fir. Bullock when he was down and that fur. Bullock spoke very fa- vorable t~S levying on a 5~b inerest basis, and therefore Councilman Snyder made a motion that the City of Lynwood levy on a 5 per cent interest rate for fiscal year 1933-1934, covering all Acquisition and Improvement Dis- trict Acts of 1925. Discussion thereon ensued, and upon roll call showed the followin~ result yes: Councilmen Snyder, Wright and Davies. Noes: Councilman Daetweiler. Absent: Councilman Childs. Thereupon ORDINANCE N0. 219, entitled: "AN ORDINANCE OF "UHF CITY OF LYNwOOD FIXING THE RATE OF TAXES AN'? LEVYING TAXES FOR THE FISCAL YEAR BEGINNING JULY 1ST, 1933, was read for the second time. It was moved by Councilman Snyder and seconded by Councilman !Aright that said Ordinance be adopted on second reading, be finally passed and published as required by 1 amr. Roll Call : ~ (~ Ayes councilmen Snyder, Wright and Davies. Noes: Councilman Daetweiler. Absent: Councilman Childs. Ordinance No. 220, entitled: "An Ordinance of the City of Lynwoo~ waiving certain delinquent penalties for the non-payment of lighting as- sessments", was read for the first reading in full. It was moved by Coun- cilman Wright and seconded by Councilman Snyder that said ordinance be ac- cepted as read the first time and pass to the second reading. Roll Call: Ayes: Council~+en "nQder, Wright, Daetweiler and Davies. Noes : TTone. Absent: Councilman Childs. It was moved by Councilman Snyder and seconded by Councilman Wright that the City Clerk be instructed to communicate with all merchants "~ and others who contributed in any way to the celebration in connection with the opening of Long Beach Boulevard, called the Pageant of Progress, and who helped make it a success. poll Gall: Ayes: Councilmen Snyder, Wright, Daetwiler and Davies. Noes:None. Absent: Councilman Childs. The audit report compiled by Crenshaw, Diehl aril Wright, was re- ceived covering audit period ending June 30th, 1933. It was moved by Councilman Snyder and seconded by Councilman Wright that said report be accepted and ordered filed. Roll Call: byes: Councilmen Snyder, Wright, Daetweiler and Davies. Noes : None.
