The City Council of the amity of Lyn°~~ood met in a regular session,
at the City Hall, 11:551 Plaza Street, on above date, at 7:3U P. 1.

Councilmen Snyder, aright, Daetweiler, Childs and Davies anst-ver-
ed the roll call.
It was moved by Councilman rVright and seconded by Councilm€~n
Childs that the minutes of the regular m eting of February 6th,1934 and
of the ad journed regular rr~eting of £ebruar~,T 7th, 1934, be approved as
written.

~'rRITTEN COMMUNICATIONS
A communicat on was received from the Division of Himh~.vays of
the State of California, by S. V. Cortelyou, District Engineer, enclosing
a reement for th.e expenditure of approximately 9,080.52 fromthe Gasoline
1~4 cent fund for the biennum ending June 38th, 1935, and 6,396.85 from
the State Cooperative Fund, which Agreement also provides for a Civil
u'~orks Administration project, the cost of the labor to be defrayed from
the C. ,'!. A. Funds, rental of equipment, etc. Thereupon it was moved by
Councilman Snyder and seconded by Councilman Childs that said Agreement,
being desi<;nated as r~emoran~?um of Agreement for Construction and Mainten-
ance, "torte Highway Ro~~.te 167 in tre Cites of '~,ynwood, said Highvaay being
Atlantic Avenue, be Ord the same i s hereby ac^epted and th?t the R4ayvr be

The health reports for weeks ending February 3rd, and 10th, 1934
were received and ordered filed.

Mr. E. Reynolds, representing the Von's Lynwood Market, ad-
dres:ed the Council objecting to the adoption of the proposed ordinance
tivhich vaould prohibit the distribution of hand bills. No action was taken
at this time as the matter was to up later in the meeting when the City
Attorney arrives.

It was moved by Councilman Childs and seconded by Councilman
Wright that the City Council approve the expenditure by the Chief of Po-
lice of the petty cash fund in the amount of X50.00, and that the City
Clerk be instructed to close out the account.

At 8 :15 P. M. a recess was declared by the Mayor, awaiting the
return of City Attorney Hubbard, and at 8:25 P. N:. the City Attorney re-
turned and the meeting reconvened.
A communication was received from Nir. M. 0. Trudeau submitting
proposition to the Council relative to his claim for services rendered
in the Engineering office on Civil ~"works Administration pro jects and for
which Pair. Trudeau was to receive a work order for in due time, but which
never was received, stating that he believes the C. ZJ. A. will act favor-
ably on his application, ho~F~ever, he wishes the City to advance him
X135.00 against the amount due him, which will be returned~if and when
the C. VV. A. pays his claim, otherwise he will accept the w135.00 as full
payment of his service.
Thereupon it was moved by Councilman Daetweiler and seconded by ~~~
Councilman Childs that the matter be referred to the City Attorney for•
report as to whether or not the City can legally pay said claim, if they
deem it fair to do so.

A petition was received signed by Emily Johnson and 39 others pe-
titioning the Council to refrain from passing any Ordinance which will
prohibit the distribution from house to house of advertisements or circu-
lars as now regulated by Ordinance No. 204.
Thereupon ORDINANCE N0. 230, entitled: "An Ordinance of the City of
Lynwood, California, regulating the distribution of Advertising, samples,
handbills, dodgers, circulars, bulletins, or other advertising matter in
the City of Lynwood and repealing any and all ordinances in conflict there-
'"' with", was read for the first reading by title. Thereupon it was moved by
Gouncilmax~ Childs and seconded by Councilman Snyder that said Ordinance be
accepted as read the first tune end Hass to the second reading.

DEPARTMENT UNDER CIVIL SERVICE", was read for the second time. It was
moved by Councilman Wright and seconded by Councilman Daetweiler that said
Ordinance No, 229 be and the same is hereby adopted as read the second time,
finally pass and be published as required by law.
