CALL TO ORDER
A work session of the City Council of the City of Jefferson, Missouri, was convened at 5:30
p.m. by Mayor Tom Rackers in the multi - purpose room at the City Annex, 427 Monroe
Street.
ROLL CAL
The following Council Members were present:
Present: Angle, Ferguson, Groner, Klindt, Olsen, Smith, Viessman, Vincent,
Vogel, and Weber
Absent: None
A quorum was declared present. Also present were members of the media, several
members of City staff, and a large group of citizens.
REVIEW BOUNDARIES
The first item of business was a review of recommendations from staff for boundary
amendments to the Northwest Annexation Area and Algoa Annexation Area. After
discussion, a unanimous vote was taken to amend the boundaries of both areas and direct
staff to prepare new documents to reflect the boundaries as amended by the City Council.
A map of the changes is attached.
PLAN OF INTENT
Zoning changes were discussed, and it was noted that only one request had been denied.
The Council approved the staff recommendations and directed staff to prepare new
documents to reflect the changes. A final Plan of Intent for each area will be distributed in
the packet of August 3, 2002.
ORDINANCE CHANGES
Proposed amendments to firearms, fireworks, and hunting ordinances were reviewed and

discussed.
RESPONSE TO COMMENTS
It was noted that several responses to comments received at the Public Hearings on
Annexation were enclosed in the Council's packet.
OTHER ANNEXATION RELATED ISSUES
Council Member Clyde Angle made a motion to delete "Fines and Forfeitures" from the
annexation budget, but the motion died for lack of a second.
