The City Council of the City of Lynwood met in a re~ular session,
at tre City Hall, 11331 Plaza Street, on above date, at 7:30 M.
Mayor Buster in the chair.

ti'VRITTETd COMP~'iUNICATIUNS:
A communication was received from C. H. Johnston of the Ford A-
gency requesting permission to construct a neon sign six feet long and
three feet wide in front of his business establishment located at 10900
Long Beach Boulevard. Discussion ensued relative to the matter and it
was determined that the Sign Ordinance now calls for no sign to be erected
more than 4 feet from the fact of the building, and inasmuch as this sign
would be 6 feet, it was duly moved by Councilman Lake and seconded by Coun-
cilman Meyer that the application '~e denied. Motion carried and so or-
dr.ed.
A communication was received from hir. '~J. E. Cook requesting re-
fund of a portion of his dog tax as he moved out of town from 3642 Agnes
Street, stating that r e believes that he should be entitled to X2.00 re-
fund. Mai=or Boster stated that there is no legal way that a refund can
be made therefore no action was taken, and the communication was order-
ed filed.
At this time Mayor Boster ap?~ointed the members of the Council

A petition was received from property owners and .residents re-
siding in the vicinity of Atlantic Boulevard signed by Mrs. Me. Matthews
a.nd 28 others petitioning for additional Police protection in the east-
tern section of Lyn~s!ood because of t;he disturbance creating by patrons of
bier gardens in said. section. There being no objection, the Mayor refer-
red the matter to the Police Committee for investigation and to report
back at the next meeting of the Council.
The following applications were received: Roscoe R. Hess, Burr
A. Brown, George ~'V. Crouch, Chas. A. Ruby, ~rValter N. MacAdam, George E.
Kennedy, Attorneys, all applying for the position of City Attorney; also
from Henry Barnard and Ferdinand Kakoska, applying for position on Street
Department, and Floyd A. Davis applying for position on Police Depart-
mc-:nt; also a communication was received from Hon. Thomas P. ~"Jhite, Judge
of the Superior Court endorsing Mr. R. O~Shaunnesy to the position as
Court Clerg. 'T'here being no ob jection, the ~~ayor ordered the applications
filed.
The Statistical report for the month of March and reports for
weeks ending April 14th and ~rr.i.]_ 21st, 1934 were received from the Health
Department, a.nd were ordered f~1Pd.
Reports ~.~!ere received, purseant to Mayor Buster's request, from
the follot^rinP; dex~artments srowin~; activities ^° their respective depart-
ment, together vritr report of personnel and rou.rs trey ~^rork, etc.; also
monthly reports,: Police Department, sire Department, Street department,
tiNa_tler Department, Buil~in~ and License Collector anc~ monthly report from
the City Court; also quarterly report from the City reasurer, all signed
by the various department heads; some of said reports recommending cer-
tain changes in order to increase the efficiency of their department.
rT'here being no ob jection, the N;ayor ordered the reports turned over to the
various committees for study and report to the Council their findings as
soon as possible.

Mayor Oster reported on a meeting that he togetter with two
other City officials attended at the City Hall, Los Angeles, when the S.
E. R. A. activities were discussed, and it appears from the discussion
held that the S. E. R. A. office has changed plans nearly every day, and
they will employ about one-fourth. of the labordrs that the C. '~~"d. A. did

and there are X2,000 active cases on County charities for Los Angeles
County, and there are ~2,UC0 active cases on County charities who are un-
employable and 72,895 employable cases, making a total of 104,964 on the
County, so a committee of 11 was appointed to draft suitable resolution
to be forwarded to the Federal and State Authorities requesting more men
being employed and materials be furnished, which has been followed up by
the various Municipalities by telegram, stating that they are doing all.
in their power to expedite the matter.

e bond covering the City Clerk in the penal sum of ~p1,000.00
was presented for approval. Thereupon it was moved by Councilman Snyder
and seconded by Councilman Lake that said bond be accepted and approved
~..., by the City Council, Motion carried and was so ordered.

An Ordinance of the City of Lynwood, California, prohibiting the
operating of Slot Machines in the City of Lynwood and repealing Ordinance
Nos. 21~~, 216 and 217 of the City of Lynwood, was read for the first time.
It was moved by Councilman Snyder and seconded by Councilman Lake that
said ordinance be accepted as read the first time and pass to the second
reading.

An Ordinance of the City of Lynwoo~'prohibiting certain games of
chance and repealing Ordinances No. 222 and 226 of the said City of Lyn-
wood, eras read for the first reading. It was moved by Councilman Lake and
seconded by Councilman Snyder that said Ordinance be accepted as read the
first time and pass to the second reading.

A communication was received from Mr. R.A. Burton to the effect
that two ,years ago a proposition was placed before the Councilby several
organizations in the City to apply to the Fed=r al Government for funds to
carry out certain improvements in the water department, which would be a
fine idea as water mains are deteriorating and men need work, however,
the City has borrowed5,000.00 from the V~ater Fund which was placed in
the General Fund and ther_ used to pay delinquent interest on Mattoon Act
Bonds, which is legal, but is unjust, stating that he believes that th e
surplus of the water department should be used for necessary repair or to
reduce the rates.
City Clerk :'~nderson addressed the `'ouncil stating that 1~'ir. But-
ton is in error relative to the ~p5,000.00 transferred from the tiVater fund
to the General Fund having been used to retire bonds an d to pay interest
in the Mattoon Act districts, as it was not, but was used for general gover
nmental functions. ,,

Cite Treasurer Reed also ad~'ressed t}~,e Council substantiating
the Clerk's statement; also stating there has been a recent decision by
the Supreme Coux°t of tre State of Ca? ifarnia relative to the 1915 Bond
Act in the case entitled : American Company, vs . City of Lakepart, where
the Court has pr ev_~ ously ruled that for any delinquency in the 191.5 Bond
districts same must be paid from the general fund, and if not sufficient in
said fund an unlimited tax shall be levied on all taxable property era the
City to cover the delinquency, but at tree rehearing the Court ruled tr•_at a
levy shall be made of not to exceed 1C¢r per 100 do11u~:, arse:..>e~~ v•,l~a.e to

ORAL C:(3NIMUNI CATI ONS
Mr. enry J. Schouten addressed the Council stating that he has a
rental property on State Street about 150 feet south of ]C~ynwood Road and
that the water main in the rear. of his residence breaks about once a week
flooding the rear of his 1Lot, stating further that his tenants have threat-
ened to move unless same is fixed. There being no ob jection, the Mayor re-
ferred the matter to the committee on water and bonds for investigation and
report.
Mr. Clyde C. N,~theny addressed the Council to the effect that he
has noted in attending the Council meetings that the Council ch~nnber is not
adorned with a picture of President Roosevelt, therefore, on behalf of the
Progressive Democratic Club of Lynwood he presented a picture of President
Roosevelt ~-nd hand same on the wall back of the Council table, stating that
he hopes that it will inspire the Council to enact some of the helpful mea-
sures that the President is inauguarating.
Mayor Roster thanked Mr. P1latheny on hehalf of the Council for the
beautiful picture that the Progressive Democratic Club so graceously pre-
sented .
