The City Council of the City of ?~n~~ood met in an ad journed re- gular session, at the City Hall, 11331 Plaza Street, on abos,=e date, at S : 3 0 P . Tv. D~ayor Boster in the chair. Councilmen Lake, Meyer, Daetweiler and Boster answered the roll call. Councilman Snyder was absent. Messrs. W. H. Carlton and H. a. Warren appeared before the Council to discuss a proposed automobile race track to be located in the City of Lynwood on the Snodgrass ranch, being a portion of the Lugo Home Tract, who addressed the Council to the effect that they are leasing said- land, or 80 acres of same for a period of 15 years witn an option to buy; that they expect to commence work within 15 days time in order that they can hold their first race on the 4th of July; stating that the track will be a dirt and oil track to begin with, but later will be of macadam construc- tion with a 34th mile track; also stating that it will be necessary to " construct temporary portable bleachers for the first races, but later per- man~nt bleechers will be constructed, stating that they are planning on the price of admission '75~ for bleachers and 1.00 for grandstand seats, agreeing to the following: "That the track will be used for automobile rac'~ing or rodoes; that there will be no night races without special per- mission from the City Council; that in the construction work there shall be employed as laborers only residents of Lynwood, the wages to be paid to be 50~ per hour, and to employ as many of tyre permanent staff of em- ployees from Lynwood residents as possible; that the policing of the track shall be under the supervision of the Chief of Police of Lynwood, but the expense incurred shale '~e a charge ar~ainst the owners of the track, excepting? for tre services of t~~o police of facers, during the time of the races; that ±hey will keep the Field as free from dust as poss- ible, and the track freely oiled to eliminate dust; that insurance be car- ried on any bleachers erected in order to prevent litigation against the City in the event of accidents; that the license fee for the first: 'quarter be set at X25.00, and if it is found after the first quarter that the business merits a higher license, that same be increased comparable with the receipts and profits." Thereupon it was moved by Councilman Lake and seconded by Coun- cilman Daetweiler that the City Attorney be instructed to draft an Agree- ment incorporating the provisions discussed at this meting, between the City cf Lynwood and Messrs. Carlton and 'Marren, and that the Mayor be a- utho~ized to execute the City's part of the Agreement. Roll Call: Ayes: Councilmen Lake, Meyer, Daetweiler and Boster. Noes: None. Absent: Councilman Snyder. City Clerk .Anderson stated that he is in need of a steel file in his office for filing documents, and that the cost would beapproximately 50.00. Thereupon it was moved by Councilman Lake and seconded by Council- man Daetweiler that the City Clerk be authorized to purchase a steel file for use in his office. At this time Councilman Snyder arrived and took his seat at the Council table. Roll Call on motion Ages: Councilmen Lake, Meyer, naetweiler, Snyder and Boster. Noes: None. Manor Roster informed C rnancilman Snider what decision the Council had reached relative to the race track and the provisions to be inserted into the Agreement were explained, and Mayor Boster inquired of Councilman `'nyder if he is of the same mind and would vote for-the proposition, which Councilman Snyder answered in the affirmative. A~ayor Boster presented a rought draft of record card to be used on automobiles to list gasoline consumed, tires mounted, etc., stating that it will be necessary to have same printed. Thereupon it was moved by Councilman Lake and seconded by C~un- cilman Daetweiler that the City Clerk be authorized to secure bids and purchase 3000 of said special form cards. All members of the Council vot- ing, aye, the Manor declared the motion carried and it was so ordered. Discussion ensued relative to the meahcical work now done by Bishop's Garage, and whether or not it would not be more advantageous for the City to hire a mechanic to perform said work at the City yard where he could take care of all mechanical work, disburse gasoline and repair tools for the Street and Water Departments, keep the yard cleaned up, etc., and it was determined by the Council that it would be to the interest of the City to secure the service of a mechanic to be stationed at the City yard, in lieu of having the work perfor med at a private garage, therefore Councilman Snyder inquired of City Attorney Kennedy if in his opinion the contract with V. H. Bishop to perform the City Meehan ical work for the City is a valid contract. ~' n Thereupon City Attorney L~ennedy ruled that his opinion is 1 that the contract is in violation of Section 874 of the Municipal Corpora- tion Act, and not only is illegal, but should be terminated in order to conform with said Section. Thereupon it was moved by Councilman Lake and seconded by Coun- cilman Snyder that the contract between the City of Lynwood and V. H. Bisho to do the mechanical work for the City be terminated to take effect June 1st, 1934, and that the City l~ttorney be instrt:eted to insert a notice in the papers calling for applic ations to fill the position of City mechanic at a salary of75.00 per month . Roll Call: Ayes: Councilmen Lake, Meyer, Snyder and Boster. Noes: None. Declined to Vote Councilman Da etweiler. It was moved by Councilman Snyder and seconded by Councilman Meye: that 100.00 ~e set aside for the purpose of decorating the streets and for advertising the Exchange Club Convention to be held in the City of Lynwood on June 22nd and 23rd, 1934.
