Councilmen Lake, Meyor, Da~t~^~eiler, Snyder and Koster answered the roll call. It was moved by Councilman Snyder and seconded b:~ Councilman Daet- weiler that the minutes of the previous regular meeting of Nlay 22nd and of the ad3ourned regular meetin6 of iuiay 23rd, 1934, be approved as written. All members of the Counvil votinb, aye, the motion carried and it was so ordered. WRITTEN COM1vIUNI CATI ON5 communication was received from Mr. 'Nal ter E. Mellinger inviting the Council to attend the meeting of the Long E~each Boulevard Assodation to be held at the Woman's Club House in Lvn~^aood, next Thursdey evening, '~""'' June 8th, at 6:30 P. M., prive of dinner 50~C. There being no ob3ection, the Mayor ordered the communication filed, requesting that those who plan on attending make reservations with the City Clerk. A communication was received from the Southern California Lea- gue of Municipalities inviting the Council to attend a meeting to be held at 4'Yhittier on Saturday June 9th, at 12:30 P. M. when gasoline legisla- tion will be discussed. There being no objection, the May or ordered the communication file d, stating that the Los Angeles County League and State League are covering the same grounds and inasmuch as the City is a member of same, they should cooperate with them, therefore, The City Clerk was instructed to so advise the Southern California League. A communication was received from Mr. Sn. McMillin requesting 54.34 refund from water department because he was compelled to pay for water line in front of his Maces that he built on California Street, dust off Sanborn Avenue, which he alleges wasnot a proper char ge. There being no ob3eetion, the Mayor referred the matter turned over to the Water Superintendent to work out a clan that will be agreeable to the City as well. as to Mr. TY"cT~ill.an, and report to the Councilhis decision. A communication was received from Mr. C. Clyde Matheny to the effect that during the past five years millions of willing and respecta- ble people have been unable to find employment while other millions are working for about half of what they formerly earned and in practically every line of business the employers, as well as the employees have been forced to take large reductions in their incomes, and prices for mater- """" ials are lower and costs of production have been greatly reduced because of lower wages and cheaper materials, and while the utilities have re- duced their cost of production and o erhead perhaps fifty per cent, but they have not reduced their rates to the consumer or patrons, suggesting that the Council pass a resolution demaning that the Gas, Electric, Water, Telephone and Railway reduce their rates to correspond with the levels upon which other businesses are now compelled tooperate, and. that the re- solution be sent to the governing bodies of other municipalities through- out the State and to t}e League of California Municipalities, asking that they loin with us in demanding reduced rates. There being no objection, the Mayor referred the matters to the Utilities for consideration and to report back at the next regular meeting of the Council. A communication was received from Neillie M. Molidor making application to feed the prisoners in the City Jail and act as Police Ma- tron, stating that she believes they can be fed at 40~ per meal. Mayor Boster spoke on beh alF of the Council to the effect that there would be no advantage in accepting the proposal inasmuch as the City are endeavor- ing to get the charge below 35~ as now charged by the restaurants. A communication was received from Joe Dougan, Proprietor of Jimmie Dougan's Cafe, offer~r.~ t-o serge meals for 25c~ for each prisoner for each breakfast and 30~ for eanh prisoner for each dinner; also a communication from t}~e Crystal Cafe offering meals at 20r~ each. for as many meals as yoU :vi sr daily; also a communication from C. J. Gardner, priprietor of ms's Lunch room submitting bid of 25~ per meal per person for feeding prisoners. Discussion thEreon ensued, but no action was ta- ken, but the matter wascbferred for further consideration of the Council. A communication was received from ~vir. H. H. Nixon, Clerk of the Lynwood School Board to the effect that the School Board have made appli- cation to the SERA for fifteen to twenty playground directors for recre- ation on the School playgrounds, requesting all civic authorities to par- ticipate in the program, which will stimulate interest. Councilman Lake address the Council to the effect that the Council are disposed to co- oper ate with the sch ool in this propositionas it is a worthy cause and will greatly benefit the young people of the City, and that anything that ~~te can do to help we shou]_d. Thereupon it was moved by Councilman Lake and seconded by Coun- Gilman Snyder that the City Clerk communicate vrith Mr. Nixon and find out in what way the Council can be of service in the matter and if he wishes the Council to communicate vuith the SERA office endorsing the project. All members of the Council. voting aye, the Nayor declared the motion ~gl duly carried and it was so ordered. A communication was received from Harry E. Bunnell & Associated and one from Chas. H. Petersen & Co. making applic~~tion to do the City audit worl~; also applications for employment were received from Fred L. Giles and ~tlayne Y. Wood; also reports of activities of City Court, Fire Department,Police Department a_nd health report for month of May; also weekly hearth reports for weeks ending May 26th and 19th, were received. There being no objection, the Mayor ordered the applications and reports ordered filed. ORAL COMMUNICATIONS : r. Zimmer, 3316 Josephine Avenue addressed the Council stating that he believes that new residences are being discriminated against in re- quiring water meters rather than being charged on a flat rate basis, stat- ing that he believes all should be charged on the same basis. Therebeing no objection, this matter was referred to the 'slater Committee to investi- gate and report, and in the meantime Mr. Zimmer was requested to put his request in writing. REPORTS OF SPECIAL COMMITTEES o~uncilman ake reported on t e South Gate-Lynwood sign to the ef- fect that the Engineer was going to have the Edison Co. check up on the clock and meter and see if same is out of order, and if the f~alt does not lie- there, teat t'he sign was to he removed and repaired. Councilman Take also reported that it has been suggested that the old wa-ter tank at Plant No. 1 ?^e remove? and torn down as the lines seem to be roldin.~~ the pressure from the new tank allright, but that the Water Committee are not ready to recommend-the demolition at the present time. Mayor Boster reported that the pedestrian signs are in the mak- ing-, and will be ready for perusual of the Councilmin the near future, stating further tY~.at he has talked to several citizens and they are of the-opinion that a pedestrian stop sign at Mulford and Long Beach Boule- vard would serve the purpose better than the stop sign that now exists, and it has been recommended that the-stop sign there be removed to Imperial and Fernwood as the ape located there is too short and is difficult to see, requesting that the Council give the matter some thought before the next regular meeting. - City Clerk And ersan reported that the sewing project application is up at Sacramento for approval and.. the SERA office believes that the project will be approved shortly. Mayor Boster also stated that the City is doing all in its power to expedite the application for labor through the SERA far the Atlantic Avenue project and the City is now waiting ~ proval of the project. UNFINISHED BUSINESS: he Communication relative to request for allocation of 60.00 by the City to the League of California Municipalities for purpose of fur- thereing legislation at the State Legislature in1935 and to deal with var- ious other problems of interest to the Cities of Calif ornia, was again brought up and the communication was read. Discussion ensued about the advisability of inserting a notice in the newspapers to the effect that if 51~ of the improved properties in ,-.. the City petition the Council not to include their street in the lighting district, then the Council d~llnot assess the propar~ties abutting any such street and no lights will be provided, and all agreed to have the City Clerk insert such a notice in the newspaper in Lynwood. At this time Councilman Snyder asked to be excused, which was granted, whereupon Councilman Snyder vacated his seat at tY~e Council table and retired. Mayor Boster instructed the Street Department to cut off the palm le aves that are hanging over the sidewalk on Flower Street, just west o.f Long Beach Blvd. and east of Long Beach Blvd. on Lynwood Road, as the leave are interfering with pedestrians. It was moved by Councilman. Meyer and seconded by Councilman Daet- weiler that City Treasurer Reed be authorized to employ two step ographers to assist in preparing bills for the lighting assessment at 50~ per hour. Absent: noun^ilman "nudes. ~~ti Mayor Boster stated that Officer Reynolds who is employed on the Police Department has a bad leg and ther e is some question as to whether or not the City would be liable in the e vent of. an accident caused by his condition, and while he regrets this ver y much, yet he does not feel that the City can afford to take a change on a law suit which might result in a judgment against the City, th erefore, the City Attorney was instructed to give his ruling at the next meeting o f the Council as to the City's position in the matter. P^ayor Boster instruct ed all De partment heads to submit their re- quest of estimated expenditures for fixe d. year 1934-35 to the City CIe~ in order that the Council can c ommence t o balance the budget for the en- auing fiscal year.
