There being no objection, the Mayor ordered same filed. """' An invitation was received from the Los Angeles County League of Municipalities requesting the Council to attend their meeting to be held at Santa Monica on Thursday, June 21st, 1954, at 6:30 P. M, at the Grand Hotel when the allocation of gasoline tax will be considered. Ma- yor Boster requested each Councilman to specify to the City Clerk whether or not they are going in order that reservations can b e made. A communication was received from the City of A.Tonterey Park requesting the Council to pass a resolution requesting a larger portion of gasoline tax for A. & I. districts. A communication was received from tre Southeast District Bar Association rer.,uesting that an ordinance be bassed rrohibiting the soli- citation of tort claims, rriore commonly known as "Ambulance Chasing" in the City. `t'here being no objection, the lv,ayor ordered the City Attorney to draft an ordinance to that effect and submit to the Council for their further consideration. ""'"~~ A communication was received from the Z~ynwood Feed and Fuel Co., 3314 Imperial Highways requesting that the curb in front of his business establisment be painted for a loading zone as SERA customers use most of the apace. There being no ob jection, the Mayor instructed the City Attorney to draft an amendment to the existing ordinance to provide for the request for further consideration of the Council. A communication wa.s received from Frankie Rhine, Secretary of the Roosevelt ScYiool Parent Teachers Association, thanking the Coun- cil for furnishing banner for the convention at Sacramento. There being no objection, the Mayor ordered same filed. An application was received from Joseph. J. LaVicka applying for the position of Policeman; also health reports from Los Angeles County Health Department for weeks ending June 2~id and 9th. There being no objection, said application and reports were ordered filed. REPORTS OF SPECIAL COMb~ITTEES ity Attorney ennedy reported in writing relative to the re- qusst of the League of Cal ifornia Municipalities for an approx~riation of60.00 to further legislation through the State Legislature, submitt- ing resolution for consideration of the Council. City At torn ey Kennedy reported in writing relative to the mat- ter of who would be liable in the event Officer :Reynolds was injured dur- ing his employment on account of his injured leg, ruling that he believes that the City ti'Uould be liable and that he understands that there is a pro- vision in theinsurance policy of the State Compensation Insuran.ee Fund, excepting from the operation thereof, any injury to Officer Reynolds in- jured leg or aggravation of the present injury. There being no objection the Mayor referred this natter to the Police Committee for consideration. ~~J Councilman Lake reported relative to the matter of eliminating of meters for new residences as requested by letter from Mr. J. 0. Law and Mr. J. Zimmer, to the effect that he has found upon investigating the matter that there are approximately 8~ of the water consumers on meters, or 145 metered residences, and but 5 of the users of meters water rate are higher than the flat rate, or 97f of them are saving money by having a me- ter at the present meter rate, stating that Mr. Law's water rent for a per- iod of 10 months based on the present water me er rate would be13.00 for a period of 10 months, or 50¢ higher than the 1.25 flat rate charge; and that Mr. Zimmer's cost for 11 months on the present meter rate basis for a period of 11 months would have been 13.50, whereas the flat rate would have been 13.75, so he would be ahead 25¢, therefore he would not recom- mend that meters be discontinued, and that the City Clerk should notify the complainants the findings of the water committee. Thereupon Mayor Boster instructed the City Clerk to communicate with Mr. Law and Mr. Zim- mer giving them detailed information. UNFINISHFn BUSINESS: common ca on was received from Mrs. Minnie C. A communication was also received from C. J. Gardner, proprietor of D's Lunch j`~oom submitting new bid to serve meals to prisoners as fol- lows: Meals served at the Sail 35¢ each for five or less and for more than five the meals at 25¢ per meal per prisoner to be delivered at the City Jail . The City Clerk stated that Mr. Dougan of the Dougan's Cafe has offered to serve meals at the prison for ~ .25 if he is awarded the meals for a period of six months at a time. Thereupon it was moved by CouncilmanSNyder and seconded by Coun- cilman Lake that Dougan's Cafe at the Hotel Lynwood feed the prisoners at their quotation of 25¢ per meal per prisoner to be delivered at the City Jail for a' period of six months, if the mea3.s are found satisfactory. Councilman Lake addressed the Council to the effect that the Council have looked over the applications for City Mechanic and find that there' are several good applicants, however, that one of the applic ants proposed to supply his acetylene equipment and battery charger equipment, which-wil3. be quite e. saving to the City. Therefore he would move that Mr. Bert Dyer be employed as City Mechanic of the City of Lrynwood at a sa- lary of 75.00 per month to commence work immediately, which motion was duly seconded by Councilman Snyder, and upon roll call showed the following result: Ayes : Councilmen Take, Meyer, Snyder and Boster . A communication was received from the Cleveland Wrecking Company making application to demo7_ish the old water tank at Plant No. 1. `T'hereupon discussion ensued on the matter and Iti7ayor Boster stated that he wondered if the old tank could be used to increase the pressure in the ~3entury Square district as he has been informed that the pressure is veY low at said point, however, Councilman Lake stated that their pressure in said district is very good at the present time and that he is ready to rec- ommend the removing of the tank as it is of no further use to the depart- ment, and he believes that the Water Superintendent has a proposal that is very liberal where a company offers to dismantel the tank without cost to the City. Thereupon it was moved by Councilman Meyer and seconded by Coun- ..._, Gilman Snyder that the Water Superintendent be instructed to have the old water tank at Plant No. I removed with no expense to the City of Lynwood. All members of the Council present voting age, the Mayor declared the mo- tion carried and it was so ordered. City Attorney Kennedy submitted draft of hand bill ordinmz ce with letter attached to the effect that the hand bill ordinance has been amended 8 times within a short time and that 800.00 in fees per year have accrued from the present one, therefore suggesting that serious consider ation be given the matter before final action is taken on same. Thereupon an ordinance prohibiting the distributing of hand bills and circulars in the City of Lynwood, was introduced and read the first time. Therein it was moved by Councilman Snyder ar:d seconded by Councilman Meyer that same be accepted as read the first time and pass to the second readjng. Absent: Councilman Daetweiler. ~~~ An Ordinance of the City of Lynwood amending Ordinance No. 194, establishing a loading zone, was introduced and read for the first time. It was moved by Councilman Lake and seconded by Councilman Snyder that said Ordinance be accepted as introduced and read the first time and pass to the second reading. Roll Call: Ayes: Councilmen Lake, Meyer, Snyder and Boster. Noes: None. Absent : Councilman Daetweiler . It was moved by councilman anyder and seconded by Councilman Meyer that the City Attorney be instructed to draft an Ordnance repeal- ing Ordinance No. 183 and to amend Ordinance No. 134 to provide for a pedestrian stop sign at Mulford and Long Beach Boulevard in lieu of a stop sign on Long Beach Boulevard as now provided by Ordinance 183. It was moved by Councilman Meyer and seconded by Councilman Lake that the Street Superintendent be instructed to repaint the pedes- trian signs at Century, Imperial, Mulford, Platt, Fernwood Ave. on Long Beach Boulevard. All members of the Council present voting aye, the Ma- yor declared the motion carried and it was so ordered. It was moved by Councilman Snyder and seconded by Councilman Lake that the salary of Mr. Ed. Zello as Police Officer be increased from X100.00 per month to ~p130.00 to take effect July' lst, 1934. It was moved by Councilman Meyer and seconded by Councilmen Sny- der that the City Clerk be instructed to advertise for bids to publish all legal notices rerna fired to be nurlishe~ in a newsx~aper of general cir- culation, to be orened at the regl~lar meeting of the Council to be held on July 3r•d., 1934. All members of the Council bresent voting aye, the Mayor declared the motion carried and it was so ordered. The audit report for pEriod beginning January lst, 1934 and ending April 30th, 1984 was received, compiled by Mr. II,,. i3. Decker, C. P. A., and there being no objection, the mayor ordered same filed. ORAL COMMUNICATIONS: s. Ansley addressed the Council relative to some plumbing that they wished to install at their residence, but were stopped by the Building Inspector because they did not have a license to do the work, stating that they had a nephew who was doing the work as her father can- ~8~ not do same as he is crippled un with rheumatism, stating that she believes it unfair to pronert~ owners to not be permitted to have work done by any., plumber. th~?t they rre~'erred ~~?~ether Licensed. or not as the two licensed plumber. s' rrices are too rich. Iv"a?Tor ?foster stated that Mr. Collins is supposed to enforce the ordinance relative to the matter, stating further that Itirs. Ansley believes the wage scale of the local plumbers is too high for their service at X10.00 per day , stating that he is not in favor of bui: ing a wall around the City to keep other plumbers from bidding in order that local men can charge what they wish, yet our local business men should have some protection, however, that the Council will consider the ordinance this evening and if found to be too drastic, that the Council can amend same. Thereupon City Attorney Kennedy examined the contents of the ordinance and ruled that if she can get the work done gratituously that a person otk~er than the local licensed plumbers can d o the work. Mayor foster stated that he believes the telpehone bill is too high and that it should be looked into, therefore, suggesting that Mr. Rhode look into the matter and report to this board his findings. Thereupon it was moved by Councilman Snyder and seconded by Councilman hZeyer that we authorize Mr. Rhode to make investigation into the telephone situation and report back to the Councilhis findings and re- commendations.
