The City Council of the City of Lynwood met in an adjourned
regular session, at the City Hall, 11331 Plaza Street, on above date,
at 6:30 P.M.
Mayor Boster in the chair.
Councilmen Lake, Daetweiler, Snyder and Bolter answered the
roll call.
Councilman Meyer was absent.
It was moved by Councilman Snyder and seconded by Council-
man Daetweiler that the minutes of the regular meeting of June 19th,
1934 be approved as written with the amendment "That the Council give
careful study and consideration to the reports and recommendations of
Chester E. Rhode, dated June 11th, 1934; also the audit report of Louis
H. Decker, dated June 16th, 1934, and that the Chairman of each committ-
ee does make a thorough study before filing, and make such recommendat- "-"
ions as he deems advisable to the Council for their consideration."

Absent : Councilman Meurer .
At this time Councilman Meyer arrived and took his seat at
the Council table.

~commun ca on was received from 1Vir. George Grazier re-
lative to the proposed Lynwood Civic flub and stating that he is opposed
to the City contributing X600.00 for the first six months which he
understands is contemplated, as taxes are very delinquent and that a
number of unemployed men would be glad of a few days work believing
that such work would be more beneficial. There being no objection, the
Mayor instructed the City Clerk to have copies made of the communication
for study, commenting that he believes there are some things therein
contained that are worth while suggestions, however, stating that there
is not sufficient time at this meeting to digest all; also stating that
he believes that a Civic Club world be a worth while organization and
could do much for the community, however, that the Council are willing to
feel the pulse of the people, and that up to date no secretary has been
offered by the Council; stating further that the matter will be weighed
very carefully by the Council before definite action is taken.
A communication was received from Deputy License Collector ""'
Collins stating that a Mr. A. J. Morris is desirous of obtaining a lic- "_
ense for a dance hall in his beer establishment in compliance with
Ordinance No. 223, seeking the wish of the Council in the matter. After
due consideration, it was decided that the Chief of Police be authorized
to permit Mr. Morris to hold a dance Saturday night, and in the meantime
the application be investigated and final action deferred until next
meeting.
The statistical rex~ort for montr of May and weekly report
for weeks ending June 16th and 23rd, ~~rere received and ordered files.
A communication was received from Mr. J. ?immer relative to
his application to be rla^ed on a flat water rate basis in lien of on a
water meter rate basis. There being no objection, the Ivlayor referred
the matter to Councilman Lake for study and to submit his recommendation
at the next regular Council meeting.
A communication was received from City Attorney Kennedy
submitting his opinion as to whether or not the Lynwood Shopping News is
required to pay a license fee under the terms of Ordinance No. 204,
ruling that in his opinion that said Lynwood Shopping News is not
entitled to be entered as second-class matter, for the reason that it does
not have a "legitimate list of subscribers", quoting several sections
to substantiate his opinion. There being no objection, the Mayor ordered
the matter laid over until the second reading of the hand bill ordin-
ance is considered.
NEI~I BUSINESS
A communication was received from City Attorney Kennedy sub-
mitting list of projects that can be sponsored by the City through the
SERA according to Mr. Frank J. McLaughlin, Director-General and Mr.
Boyd in charge of planning, being helper to work on Ordinances, Eng-
ineer to compile map showing house connections of sewer system; switch
board operator for Police station and record clerk; man to work on tax
del~~quency data; index of ownership of real property in the city;
report on Mattoon Act Districts; general economic survey, stating that
the SERA will furnish all labor, stating that he was sorry that not
all the Councilmen could be informed of Mr. McLaughlin's visit to
Lynwood, but on account of the .fact that he was not informed of the
time of his visit he could not in~'crm all tre members oP the Council,
however, Mayor Roster and Councilman Take were present when the pro-
posed projects submitted rerewith were discussed. City Attorney Kennedy
also stated that Pyir. Ratemnn wishes to be relieved of hi.s duty as

coordinator of the SARA and therefore suggested a minute order sub-
stituting himself therefor.
Thereupon it was moved by Councilman Snyder and seconded by
Councilman Nieyer that the resolution adopted by the City Council on
May 1st, 1934, be amended by inserting and substituting the name of
George E. Kennedy in place of and instead of City Engineer, A. J. Bate-
ma n.

At this time Coun cilman. Snyder requested to be excused to fill
an engagement at Los Angel es, which was granted by~the Mayor, whereupon
Councilman Snyder vacated his seat and retired.
It was moved by C ouncilman Lak e and seconded by Councilman
Daetweiler that the City A ttorney be in structed to draft the necessary
application in connection with the prop osed SERA projects outlined in
his letter for action of t he Council at their next meeting.

It was moved ~?y Cou.ncilman never sr.d aeoanded by Councilman
Daetweiler that the demands be allowed and warrants be drawn on the City
Treasurer for said various amounts.

Absent: Councilman Snyder.
It was moved by Councilman Lake and seconded by Councilman
Meyer that the meeting ad3ourn to July 3rd, 1934, at 7:30 P.M. All
members of the Council present voting aye, the Mayor declared the motion
dtirly carried and it was so ordered.
