Councilmen Lake, Meyer, Daetweiler, Snyder and Bolter answered theroll Call. It was moved by Councilman Lake and seconded by Councilman. Noes: None, d"1RITTEN CO~TMUNZCATIONS communicat on was received from the Southern California League of Municipalities by F. A. Baugh an, Exec. Sec. setting forth a plan which if carried by the voters would result in gasoline distribution to Citieson the basis of 25~ to Cities, requesting the council to take part in f oster- ing initative petitions to put same on the November ballot. Mayor Roster favored the-proposition on the basis that it would give the Cities their just share and also prevent the Supervisors from using the gasoline tax fund for politiealpurposes. City Treasurer Reed addressed the Council to the effect that during the year 1932 the City received X37,000.00 ~ d in 1933 62,000.00 from the Board of Supervisors and this year they area app- ropriating X1,500,000.00 to the County to relieve the overburdened assess- ments districts, which if distributed on the same basis as previously wou - ld result in an amount of88,000.00 being allocated to the City of Lyn- wood, therefore he thinks the County have been very fair to us and that :the City should not antagonize the 'hoard of Supervisors in anyway, and that the Council should counsel with the T:eaaue of California Municipalities rel- ative to the matter Before definite action is taken. Councilman Lake also addressed the Council along tre same line as City Treasurer Reed, whereupon the communication was referred to the City-Attorney for correspondence sn d report. A communication was received from ~ulr. L. H. VYeber, distributor of the Gravely Garden Tractor offering a gravely tractor mower for sale that was demonstrated for the Council at a. previous date, for the price of ~p360.00 delivered. There being no objection, the Tviayor turned over the matter to the City Engineer for recommendations. A communication was received from the Rio Grande Oil Company sub- mitting bid for the furnishing of gasoline for the City at the price of 14.5. It was moved by Councilman Meyer and seconded by Councilman Snyder that we contract with the Texaco Company to furnish the gasoline, requirements for the ensuing 90 days, the City to purchase 2nd grade Fire Chief for use at the Fire Station and Calpet, 3rd grade structure at the City Yards. Roil Call: Ayes: Councilmen Lake, Meyer, Daetweiler, Snyder and Bolter. Noes: None. A communication was received from Mr. Van A. Nation requesting the Council to consider the raising of the fee for roofing contractors business license from12.00 per year to 50.00 per year, end that the license be issued for a period of one year in advance. There being no objection, the Mayor ordered this matter laid over to the next meeting, or when the business license is considered. Reports of activities of the Building and License Dept. Police Dept. Fire Dept. and City Court were received for the month of June, 1934. There being no ob ection, and here reintr no comment from the members of the Covncil relative to tre reports, same ^~*ere ordered filed. R~ayor T~ogter announced that t~P onenin~ of the bids for public printing would be deferred for one week. The hour of 8 O'clock P. M, having arrived, said time being the hour fixed for the hearing of protests or objections to the work to be done within the lighting maintenance distr ict as described in Resolution No. 907 of the City of Lynwood, and to the proposed assessment therefor. Mayor Bolter inquired of the audience if there was any one present who wished to protect or object to the doing of the work described in said Resolution No. 907, or to the assessment district, or any matter pertaining to said proceeding, but there was no response. Thereupon bTayor Koster inquired of the City Clerk whether or not any written objections or protest had been filed. ~dhcreupon the City Clerk presented and read the following A protest from Mr. and Mrs. A. H. Clemens located at 12102 Long Beach Boulevard, o~rner of Lots 835, 836 and 837, Tract 3078; also one from a Mrs. J. F. Baughman, constituting 25f of the frontage on State Street assessed for corner lights; one from Mr. and Nss. H. Guard protesting the installation of ornamental lights; one from Dr. David Bell protesting on method of payment of assessment; one from Chas. C. Auge, Trust Officer of Western Trust and Savings Bank of Long Beach, constituting 57/ of the frontage on Virginia Avenue between Lindbergh Street and Peach Street; also signed by Mrs. S. P. Osgood and Emory 0. Matheny; one from Joseph ~~~- Rossman and C. A. Chamberlin; constituting 66°I of the improved pro- perty on Santa Fe Avenue; also one from property owners on Orchard Avenue, constituting 60~ of owners of improved property, between Long Beach Boulevard and Bullis Road; also one from Cecily S. Ryan, 10118 State Street, constituting 8~ of the frontage on State Street assessed for corner lights. REPORTS OF SPECIAL COMMITTEES: ounc man ake'.:'presented and .read the communication of Mr. J. Zimmer requesting that the Council change the water situation so all consumers are charged on an equal basis, eliminating meter rate charge for some and flat rate for others, said letter reporting that the amount quoted at the last meeting at X13.50 for water rate for 11 months is in error as it should have been 29.39, submitting his bills to substantiate his statement. Councilman Lake stated that the discre- pancy in amount quoted at the last meeting was because the ~'Vater Superintendent calculated what would be paid on the present rate, and that a few months ago a substantial cut was made on meter rates, stat- ing that his recommendation has not changed from the previous report as on the new charge, the price for water will not be an y more than on the flat water rate basis, but that he is willing to go into the matter further if the Council deems it advisable. Mayor Koster stated that he has always believed that the meter rate basis is the fair ~fis-r to charge, however, be believes teat alI should he charged. on ~n enva.l '~asi s, and that he would like to see a fund set Un so that the Cit;v can ~~rent»_ally install meters for all consumers, however, that until such time he believes that the City should continue on a flat rate charge exclusively, excepting for bus- iness establishments. Councilman Snyder also addressed the Council along the same line and stated that something should be done to prevent waste of water. Thereupon it was moved by Councilman Lake that the 'dater Dept, be instructed to contact the water consumers rho have meters with the idea in mind to cut out the meters for a period of one year, leaving it optional with the consumer whether he .wishes to be charged on a meter basis or on a flat rate basis, however, there being no second same lost for lack of a second. Thereupon it was moved by Councilman Lake ~ d seconded by Oiouncilman Meyer that the City Attorney be instructed to amend the water ordinance to provide that all domestic users of water having one lot up to 50 feet frontage be given the option of having their meter discontinued and be charged on a flat rate basis, or continue with the meter charge as now provided, and that they be required to sign for either service for a period of one year, and if they do not notify the Water Department of their wish within a fixed time, they be charged on the same basis as now provided, Relative to the dance application for a beer hall, requested by a Mr. A. J. Morris, same was laid over for further consideration and investigation. Councilman Snyder stated that he has investigated the suggestion of Mr. Matheny that an attempt he made to have utilities reduced, and that he has contacted s~?me off' t'^e utilities, but that no action can be had without taking t~^e matter tan ~~ith the Railroad commission. Mayor Vaster rPOUested Mr. cnyder to continue fta.rther in the matter. At this time Councilman Lake requested to be excused, whiehthe lbayor grunted, whereupon Councilman Lake left his seat at the Council table and retired. A communication was received from iVir. C. E. Rhode reporting on the telephone situation that he was requested to check into, stat- ing that he finds that there is a fixed charge of X85.?5 per month, with the present system, which can only be reduced by fewer calls, or providing individual direct lines to each department, ro+hich together with the Los Angeles line would carry affixed charge of ~?3.50 per ~~~ month.._ Mayor Roster stated that in the rear future the SERA will furnish a PRX orerA.tor ar-? at t-~t t;mn ~ossihly a further check of the situ.a.tion can he made and a furt,Pr ren~rt can ~,P f~~rni shed, therefore, no definite action was taken. T~:r. C. 1;. Rhode also reported relative to the delinquencies in the water department, stating in part that there has been two men working on the matter for 32 and 22 days with a cost to the city of y~32.80, with the result of collecting X553.10 thus far on the delinquent water bills, thereby decreasing the delinquency to ;1750.00, stating that several unemployed men have indicated that they are willing to work out their water bill if they are affored the opportunity. Mayor Boster stated that there are several instances twhere several houses are connected on the same tap which can only be eliminated by installing individual taps to each separate residence, therefore suggesting that the dJater Superintendent be permitted to have this condition remedied and use some of the men on such work in order to clean up the delinquency further . Thereupon it was moved by Councilman Snyder and seconded by Councilman Daetweiler that the ~y"pater Superintendent be instructed to have individual taps installed to each residence where it is impossible to shut off a consumer without shuting off several residences on the same tap. All members of the Council present voting aye, the .Mayor declared the motion duly carried and it was so ordered. An Ordinance of the City of Lynwood Amending Ordinance No. 194, and Establishing an Additional Loading Zone, providing for a loading zone in front of the Post Of_fi~^e anal building just opposite the City Hall on Plaza Street was introduced and read as amended for the first time. An Ordinance of the Gity of Lynwood prohibiting the soliciting of tort claims or choses in action, and providing penalty for the violation thereof, was introduced and read for the first time. It was moved by Council- man Snyder and seconded by Councilman Daetweiler that same be accepted as '-" read the first time and pass to the second reading. Roll Call: Ayes: Councilmen Meyer, Daetweiler, Snyder and Boster. Noes: None. Absent: Councilman Lake. Co. ~ 78.69 It was moved by Councilman Snyder and seconded by Councilman Daetweiler that the demands be allowed and warrants be drawn on the City Treasurer for said various amounts. Mayor Loster stated treat each car should have a holder for the cards to record the gasoline consumed for each two weeks and supplies in- ~' stalled, etc., stating that he has checked up with a Compton firm and they would charge 40sL a piece for such a container. Thereupon it was moved by Councilman Snyder and seconded by Councilman Daetweiler that the City Clerk be authorized to purchase the holders to hold said cards for each car in use by the City. Roll Call: . Ayes: Councilmen Meyer, Daetweiler, Snyder and Boster. Noes: None. Absent: Councilman Lake. Mayor Boster requested the Council to look into the matter of the advisability of providing a time card for each employee of the Street and 'JJater Departments to contain in addition to the time worked, the supplies .used on the job. Mayor Boster also requested that Councilman Meyer investigate the necessity of paint for the ornamental lighting standards in Palomar and on Century Boulevard. Mayor Boster spoke in regard to Mr. Grazierts communication ~ g~~ relative to the new Civic Club to be formed in the City, stating in part that he still thinks it would be a splendid idea to have such an organization to go over things of City wide interest, consisting of representatives from alI organizations of the City, which would give tre council a fair pulse of the ~rrish of the people, but that they had never planned on giving them `600.00 for the first six months to make a survey, but that the~* have arranged with the SF,RA to conduct such a survey wi thotzt cost to t?~e !'i ter. I~~r. rrrazier also addressed the roiancil on the matter stating that he had merely been taking the .report from the Lynwood Press relative to the action taken at the meeting of the business men, at which time it was duly moved, seconded and carried that the City be requested to contribute X100.00 per month for six months for a survey, and other work and furnish a Secretary, and inasmuch as the Mayor and City Attorney were present, he believed that the matter needed some comment, so he wrote the Council and the two papers relative to the matter. Mayor Bolter stated that he did not promise them anything, but told them that they must submit their desire to the entire Council who would act on the matter. It was moved by Councilman Snyder and seconded by Councilman Daetweiler that the meeting adjourn to July 10th, 1934, at 6:30 P.M.
