The City Council of the City of Lynwood rnet in an adjourned re-
gular session, at the City Hall, 11331 Plaza Street, on above date, at 6:30
P. Ni.
P~;ayor Koster in the chair.
Councilmen Lake, Meyer, Daetweiler and Bolter Ansstivered the roll
call. That the minutes o~' the meeting of July 3rd, 1934 be approved.

common ca on was received from Fj.re Chief Dunlab to the effect
that he finds teat tl^e ~j.ty Mechanical shoo at the Cit;v ,yard has no equip-
ment for fighting fires, therefore, recommending that such nrotable equip-
ment be provided, stating that there are two~22 gallon soda ~ Acid Extin-
guishers and one old pyrene 1 qt. type that can be repaired by the mechanic
that is not being used by the Fire Departmer}t, therefore upon order same
will be transferred to the City Shop. 'T'here being no ob j ection, the Mayor
instructed the Fire Chief to transfersaid fire extinguishers to the City
Shop for use by the City iylechanic in case of fire.
A communication was received from the League of California Muni-
cipalities setting forth their plans with respect to the gasoline tax mat-
ter to be determined at the convention of the League to be held in Pasadena,
September 24-27, 1934; also stating that the Southern California League of
Municipalities has no connection with their State League and requesting
that the Council take no action in connection with their letter which pro-
poses an initiative petition to return a larger amount of gasoline tax
money to Cities, as the plan may conflict :vith the State Leaguers program
and therefore the desired result may not be realized if there is not a uni-
ted effort put forth on one program. There being no objection, the Mayor
ordered the communication filed reauesting that all the members of the
Council who- possible can attend the convention of the League of California
Municipalities to be held at Pasadena in September.
A communication vas received from Z~'V. L. Carpenter, 11425 State
St. protesting the use of so many lights on the boulevard as well as on
residential streets. There be:~ng no objection, the Mayor referred the
matter to the City Engineer for answer and to make the necessary explana-
tion as to what was done this ,year.
A communication wasrecei~Te~ °rom the City of South Gate, by
City Clerk H.C. Peiffer, to the eff~et that the Council of South Gate
have changed the name of Tweedy Road to Tweedy 13oulevaEd, therefore
suggesting that inasmuch as a small portion of this street lies within
the City of Lynwood, that said street name also be changed in the Lyn-
wood area to Tweedy tsoulevard. `T'here being no objection, the T~layor in-
structed the City Clerk to communicate with the property owners adja-
enet to said Street to ascertain their wish as to the matter of chang-
ing the name of said Tweedy Road to Tweedy Boulevard.
A comtnunieation was received from Mrs. R. F. Ozburn to the ef-
fect that the Parent ~: Teachers will hold their re~;ubr meeting Thursday,
July 12th, at Houghton Park, lunch will be ser ved at 12:30 P. M., when
a Mr. Geo. Braden, National Representative of the Recreation Commission
of the Western Division will be the speaker on the subject "The Why of
Recreation", requesting t'nat a representative of the City attend. There
being no objection and no member of the Council indicated that they could
attend, the Mayor appointed the City Clerk to attend.
The health report for the week ending June 30th, 1934 wes re-
ceived and ordered filed.

Judge A. '~Jilson addressed the Council to the effect that in
certain cases that are tried before his Court wh ere the defendant enters
a plea of not guilty and either asks for a Court or Jury Trial, the De-
fendant has the right to a?~pear with an attorney, it makes it rather em-
barrasing for him to act in the dual capacity of At~rney and Judge when
the City does not have a prosecutor to represent the interests of the City;
also it has occurred in some cases thaw t~^e City Attorney has appeared for
the defendant which also makes it embarrasing for the Court. Jude '~`~ilson
suggested that some one be assimne~ as -prosecutor for the City to repre-
sent them when tYse occasion arises, ,^Tri ~~ r±?v not be very often, but one
cannot tell.
Cit;v Attorney Kennedy addressed the Council stating that he has
appeared for defendants only when they were booked under the penal code
and not for any violations of Oity Ordinances and then only in a couple
of instances and this of ternoon to bring one point up for decision, stat-
ing that he would be willing to serve in any capacity the City may choose.
City Attorney read Section 880 wherein it recites "That the Chief of Po-
lice shall act as prosecutor before the City Court, all breaches or vio-
lations of or noncompliance with any ordinance which shal:~ come to his
knowledged", however it was finally determined that he may appoint any at-
torney to act in thatcapacity that he may choose or the Council may desi-
gnate their desire.

City Attorney Kennedy was instructed to include with his appli-
cation to the SEftA a pro3ect for .labor necessary to paint the metal light-
ing standards in the City of Lynwood.
It was moved by Councilman Daetweiler and seconded by Councilman
Meyer that .the City Engineer be instructed to submit for consideration of
"^ the Council the estimated cost of materials and labor for installing a
sprinkling system in the park strips;_for enclosing Water Plants Nos. 1,
4 and 5 with wirefence, and the cost of painting the ornamental lights
in the Cityin the City.

ORDINANCE N0. 235, entitled : "AN ORDINANCE OF THE CITY OF LYNWOOL
PROHIBITING THE SOLICITING OF TORT CLAIMS OR CHOSES IN ACTION, AND PROVID::
ING PENALTY FOR THE VIOLATION THEREOF', was read for the second time. It
was moved by Councilman Meyer and seconded by Councilman Lake that .same be
adopted as read the second time, finally passand be published as required
by 1 aw.

An Ordinance of the City of Lynwood regulating the ~'arking of
Motor Vehicles and Establishing ten (10) minute pa rkirg zones on certain
streets was introduced and read for the first time. It was moved by Coun-
cilman Meyer and seconded by Councilman Lake that said rdinance be accep-
ted as read the first time and pass to the second reading.

It was moved by Councilman Lake and seconded by Councilman Meyer
that the bids for public printing be publicly opened and declared , and up-
pon roll call showed the follovring result:

It was moved by Councilman Lake and seconded by Councilman Daet-
wei~r that the contract be awarded to the lowest bidder, Lynwood Press ,
to do the public printing for the fiscal year 1934-1935 at the price quoted
in their bid and that the Mayor be authorized to execute the contract for
and in behalf of the -City of ?~ynwood.

that the City Attorney be authorized to sign the application for various
SERA projects and that RESOLUTION N0. 912, entitled: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LYN~~OOD, SUBMITTING APPLICATION TO THE STATE
EMERGENCY RELIEF ADMINISTR~~TION FOR VARIOUS PROJECTS' be adopted.
