JOINT FACILITIES OVERSIGHT COMMITTEE MEETING
May 23, 2019
Attendees: Winter Park Ranch: Dan Carroll and Melinda McWilliams
Town of Fraser: Mayor Philip Vandernail, Herb Meyring, Parnell Quinn, Eileen Waldow
Grand County #1: Randy Atwater, Art Ferrari, Chris Seemann
Others Present: Jim Fox, Bruce Hutchins, David Bailey, Jim McLaughlin, Jeff Durbin, Joe Fuqua, Beth Williams
Roll call was taken and the meeting was called to order by Mayor Vandernail at 3:07 p.m.
May 23, 2019 Agenda: Chris Seemann moved to approve the May 23, 2019 agenda; this motion was seconded by Dan Carroll. Motion carried 9-0.
Minutes of February 21, 2019: Herb Meyring moved to approve the February 21, 2019 minutes as presented; the motion was seconded by Eileen Waldow. Motion carried 9-0.
Wastewater Treatment Plant Project: Jeff Durbin started the discussion about the 3 bids that were received for Project P with Northern Colorado Water Conservancy District. Jim McLaughlin
gave more detail of what the bids entailed while focusing the discussion on the lower bid.
At 4:05 p.m. the JFOC went into a Town of Fraser Board of Trustees Special Meeting to hold an Executive Session. The Executive Session was closed at 4:30 p.m.
Art Ferrari moved and Chris Seemann seconded the motion to accept the $8.7 million bid with the possibility to have a $600,000 reduction/change order once the contract is awarded. If
the reduction/change order does not happen the bid shall be accepted either way. Motion carried 9-0.
Other Business & Updates: No Other Business & Updates were discussed.

Adjourn: Art Ferrari moved and Chris Seemann seconded the motion to adjourn the JFOC meeting at 4:36 pm. Motion carried 9-0.
