REGULAR MEETING SEPTEMBER 18TH, 1934
The City Council of the City of Lynwood met in a regular
session at the Gity Hall, 11331 Plaza Street, on above date, at
7:30 P. M.
Mayor Buster in the Chair.
Councilmen Lake, Meyer and Bolter answered the roll call.
Councilmen Daetweiler and Snyder were absent.
It was moved by Councilman Meyer and seconded by Councilman
Lake that the minutes for the previous regular meeting of September 4th
1934 be approved with the following exception: 1n regards to the
letter as received from the Merchants and Business Interests of the ""~"`
City of Lynwood was without signature other than signed by the
typewriter. All mem~+ers of tre roup~il present voting aye, the Mayor
declared the motion carried and it Ras so ordered.
A communication was received from City Clerk !'has. T,.
Hollar of N~aywood inviting tre City officials to attend their Pioneer
Days to be held September 20th, 21st and 22nd, 1934. There being
no ob3ection, the Iviayor ordered the communication filed, suggesting
that the Council keep tr~e dates in mind and that as many as possibly
can attend.
A communication was received from the Lindbergh Parent
Teachers Association requesting that weeds be cleaned on streets
leading to the school and especially the sidewalks. There being
no ob3ection, the Mayor referred the matter to the Street Committee
for consideration and attention.
A communication was received from Louis H. Dedker, C.F.A.
submitting proposal with respect to the audit for fiscal year
1934-1935, offering his service at 800.00 per year, payable quarter ly
at the end of each quarterly audit. There being no objection, the
Mayor ordered the matter laid over to the following meeting when the
rest of the members of the Council will be present.
A communication was received from City Clerk Firkins of the
City of Compton with resolution adopted by the Compton Council with
respect to reciprocal service with respect to fire fighting and re-
sponding to fire alarms. Mayor Buster stated that this is a resolu- """"
tion that is being passed by various cities so that in case of a
mayor fire, Compton or other City would send a piece of their equip-
ment to Lynwood to stand by while our equipment was being used on the
fire.
Thereupon it was moved by Councilman Lake and seconded by
Councilman N!eyer that tre ~'itv Att~.rne4 be instructed to draft a
resolution wh.icr is sim~Ilar to the one passed 1~v Compton, which will
provide for a move-up system with respect to responding to fire alarms
as agreed by the Cities. All members of the Council present voting
aye, the Iviayor declared the motion duly carried and it was so ordered.
A communication was received from Tvlr. Charles J. Miller
submitting list of hours that were put in on painting of City Trucks
and caps, being 36 hours. Mayor Koster requested the Council to study
over the matter and arrive at how much an hour should be paid for the
use of Mr. Miller's spray gun and equipment in connection with painting
of said trucks and cars, which work was done by Mr. Miller while off
duty.
A communication was received from the Lynwood Branch of the
Security-First National Bank of Los Angeles,with Quit Claim Deed
enclosed, requesting that the City execute same with respect to certain
deed restrictions relative to the sale of liquors as affecting Tract
No. 2551• There being no objection, the matter was referred to the
City Attorney to report back to the Council his findings. •••.
The Health report for weeks ending September 1st and 8th
were received and ordered files.
ORAL COMMUNICATIONS:
Mr. Y. O'Shaughnessy addressed the Council submitting
form letters endorsing the Mayor's Economy plan as proposed at a
previous council meeting, the total number being 150 signed by
various individuals, said letter reading in part as follows:
"It is a challenge and appeal to reduce expenses without
lessening efficiency; the cost of government is too heavy; the
City could not balance the budget without the use of .money of
the Water Department, wrict? depArtment i.s in great need of funds
to recondition its plant, requesting the ~Raror's plan be given a
trial, and that tre City should not be burdened w~ th any city
employee wY~ose services are not required.
In checking over the letters turned in it is found that
the total number is 107. Ivir. O'Shaughnessy stated that there are

also another 150 letters that have not as yet been turned in.
Mr. Tom Leal, 3104 Lynwood Road, addressed the Council
to the effect that some time ago he appeared before Judge Wilson
for a traffic violation and that he was fined 35.00 of which
10,00 was suspended, leaving a balance of25.00 which he was to
pay in instal lments, stating that subsequently he paid 5.00 at
one time and 2.00 oneanother occasion, and that it created a
hardship for him, stating further that later his wife appeared
before Judge Wilson regarding further payment when an argument
ensued, which he had no part in, alleging that because of said
argument his fine was increased ~10~00 so when later a warrant
was issued for his arrest the fine was 29.00 in lieu of 19.00,
demanding that ~10~00 of the fine be refunded, stating that
according to a public defender the assessing of further fine
after the case is settled is illegal.
Mayor Boster_stated that this is the first complaint
of this nature received by the Council and that the matter will
be investigated.
Mr. Chas . ~'~. t~eber acl~?ressed the Council relative to
the Mayors economic nl?n, rP~uestng that the Mayor read same
over so teat those who arenot Familiar with same will know its
contents.
Thereupon Mayor Buster read ris proposed Economic Plan
whereupon a general discussion ensued relative to the matter and
the following addressed the Council pro and con regarding the plan.
Messrs. Charles VY. 4reber, C. Patterson, Otto E. Seufert,
R. Y. O~Shaughnessy and Kalph ~~. tsurton.
Discussion was also had relative to the Water Depar tment
headed by Mr. Weber who advanced the thought that the surplus
money should be spent to replace water mains; also discussion was
had relative to the possibility of a grant from the P. W. A. to
help improve the water system. -.
No action was taken relative to the economic plan or
the-water situation.
A communication was received from the City of Hawthorne
inviting the council to attend the nextmeeting of the County
League of Municipalities.to held there on September 20th, at 6:30
P. M. , dinner 75y~. The City Clerk was instructed to send in
reservations for two persons.
The communication from the Southern California Telephone _~
Company requesting that a deed be exe-cuted by the Citg of Lynwood
deeding the easements in the rear of lots in certain tracts for '
the purpose of erecting poles, etc., was brought up, and there
being no ob~ections,the Mayor referred the matter to the City
Attorney for report.

A communication was received from H. A. Payne, County
Auditor, advising of the appropriation by the County Board of
Supervisors of an amount of X85,293.56 for the purpose of aiding
„_, various A. & I. Districts, said appropriation to be withheld and
impounded pending refinancing proceedings.
Thereupon RESOLUTION NO. 920, entitled " A RESOLUTION
- OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACKNOWLEDGING RECEIPT
OF NOTICE OF APPROPRIATION FROM THE HONORABLE BOARD OF SUPERVISORS
OF LOS ANGELES COUNTY, CALIFORNIA TO AID VARIOUS ASSESSMENT
DISTRICTS IN THE CITY OF LYNWOOD", was read. It was moved by
Councilman Lake and seconded by Councilman Myer that said
Resolution No. 920 be adopted.

RESOLUTION N0. 921, entitled: " A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LYNWOOD REQUESTING APPROPRIATION FROM
THE BOARD OF SUPERVISORS OF LOS ANC~F,LES COUNTY, CALIFORNIA, FOR
THE PURPOSE OF PiTR CHASING MAT~'R IALS TO REPAIR CERTAIN STREETS

RESOLUTION N0. 922, entitled: " A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD PETITIONING THE HONORABLE BOARD OF
SUPERVISORS OF L®S ANGELES COUNTY TO CONTINUE TO ORDER THE "TAXPAYERS
GUIDE" FOR THE ACCOMMODATION OF TAXPAYERS," was read. It was moved
by Councilman Lake and seconded by.Couneilman Meyer that said Resolution
No. 922 be adopted.

Absent: Councilmen Snyder and Daetweil er.
Quotations were received from the Union Oil Company and
the Shell Oil Company on the gasoline for the ensuing 90 days each
bidding 14Q cents per gallon on second grade structure and 122 cents
on third grade structure gasoline.
Thereupon it was moved by Councilman Lake and seconded by
Councilman Meyer that we purchase gasoline from the Shell Oil Company
at the price quoted in their proposal for the quarter beginning October
1st, 1934, and ending December 31st, 1934.

It was moved by Councilman Lake and seconded by Councilman
Meyer that the demands be allowed and warrants be drawn on the City Treas-
urer for said various amounts.

Clerk, City Treasurer and the entire Council as delegates to the League
of California Mu.nicinalities to be held at Pasadena hetween ~entember 24th
to September 27th, inclusive, urging the Council to attend. --~
It was moved by Councilman Lake and seconded by Councilman
Meyer that all previous resolutions appointing coordinators in connection
with SERA projects be repealed and that Mayor l3oster and City Attorney
Kennedy be appointed to act in said capacity for the City of Lynwood.

A communication was received from the Federated Church Hr~ther-
hood of Lynwood requesting that the council revoke all licenses or permits
to those operating beer parlors where dancing is permitted. There being no
objection this matter was laid over until the next meeting of the Council.
It was moved by Councilman Lake and seconded by Councilman
Meyer that the meeting adjourn to October 2nd 1934 at 7:30 P. M. A11 mem-
bers of the Council voting aye, the Mayor declared the motion duly carried
and it was so ordered.
