SUBJECT: PLANNING COMMISSION ACTIONS - MEETING OF SEPTEMBER 8,
2020
RECOMMENDATION:
The City Council is requested to receive and file the Planning Commission (Commission)
actions from their meeting of September 8, 2020.
BACKGROUND:
On September 8, 2020, the Commission held their regularly scheduled meeting.
ANALYSIS:
The following is a summary of actions taken at the September 8, 2020 meeting:
1. ROLL CALL:
Present: Commissioner - O’Leary, Cordes, Haddad
Absent: Commissioner - None
Excused: Commissioner - Guan, Lee
2. CONSENT CALENDAR
The Commission approved the minutes from their regular meeting of August 11,
2020.

3. PUBLIC HEARINGS
A. PL 17-795: 5826 CLOVERLY AVENUE
DESCRIPTION: A request for approval of a vesting tentative tract map, a site plan
review, and a zone variance for the construction of five, attached condominium
dwelling units. The variance is requested for the permeable lot coverage
requirement which is prescribed at 40 percent of the lot area. The project proposes
a permeable coverage of 10 percent due to the constraint that the project is
required to meet a minimum density standard.
ACTION: The Commission voted 3-0 to approve file PL 17-795, and adopted
the resolution finding that the project is exempt from CEQA, subject to the
proposed recommended conditions of approval.
B. PL 20-2362: CITY WIDE
DESCRIPTION: A Zoning Code Text Amendment to establish development
standards for accessory dwelling units and junior accessory dwelling units.
ACTION: The Commission voted 3-0 to approve file PL 20-2362, and adopted
the resolution recommending that the City Council find the project categorially
exempt from CEQA and adopt the proposed ordinance and include planning
commission concerns.

7. UPDATE FROM THE INTERIM COMMUNITY DEVELOPMENT DIRECTOR
Mr. Reimers, informed the Commission that a housing element needs to be done by
the end of October 2021. To do that, a request for proposals was released two weeks
ago. It will be funded by a grant received by the State. The second request for
proposal is for objective design standards to make the process for approving multi-
family developments more efficient by giving people very strict standards. In
addition, the Series A Code Amendments will go to City Council next week.
Regarding the CDBG and CARES-Act funds, staff started issuing checks to 31
residents who need assistance paying their rent. He also mentioned that short term
rentals have been a concern and that staff has a company to help track short term
rentals in Temple City. Staff will be sending compliance letters to property owners
in September. The appeal for Bellagio car wash will go to City Council in November.
