Park Street, McCall ID 83638 Members Present: Mike Weiss (Chair), Charles Jones, Rick Fereday, Mark Thorien Staff: Richard M. Stein, Airport Manager. Others Present: Karen Janiak (Sawtooth), Kevin Bissell (T-O Engineering), Rick Patton (T-O Engineering), Mike Peterson (McCall Aviation) Mike Weiss the meeting to order at 12:05 p.m. Public comment: Karen Janiak and Mike Peterson separately brought up the issues of the planned removal of the diagonal taxiway, and the 20-day runway closure outlined in the taxiway phasing plan. As the Taxiway Relocation Project was on the agenda as a later item, Mr. Weiss suggested holding the discussion until later. Approval of Minutes from January 2, 2020: The January 2, 2020 regular meeting minutes were presented for review and approval. Charles Jones moved to accept the minutes; Mark Thorian seconded the motion. All voted aye and the motion passed. AIP 27 – Taxiway Relocation Project – construction funding: A draft grant application for AIP 27 has been provided by T-O Engineers. This $10,708,000 of 100% grant funding will be used for construction of the Parallel Taxiway project. At the February 13th City Council meeting, an Agenda Bill will be presented to approve the grant application and authorize the Mayor to sign all necessary documents. Charles Jones moved to recommend; Mark Thorian seconded the motion. All voted aye and the motion passed. AIP 28 – Airport Master Plan Grant Application: A draft grant application for AIP 28 has been provided by T-O Engineers. This 90% grant funding will be used for the creation of the Airport Master Plan. The FAA’s will contribute up to $239,700, the State’s share is estimated to be $5327 and the City’s share is estimated to be $21,306. At the February 13th City Council meeting, an Agenda Bill will be presented to approve the grant application and authorize the Mayor to sign all necessary documents. Charles Jones moved to recommend; Mark Thorian seconded the motion. All voted aye and the motion passed. Parallel Taxiway Predesign Study Report: Work on the Parallel Taxiway Predesign Study has been completed and the closeout reports have been provided by T-O Engineers. At the February 13th City Council meeting, an Agenda Bill will be presented to approve the grant application and authorize the Mayor to sign all necessary documents. After approval, Staff will request reimbursement of $60,233.51 in Federal, and $1,673.31 in State, reimbursements. Issues brought up during the Public Comment period were discussed. Ms. Janiak and Mr. Peterson brought up the importance of the diagonal taxiway to their aircraft operations. Staff, Mr. Bissell and Mr. Patton described that the taxiway was slated to be demolished due to the FAA’s preference. Also, the FAA will not financially participate in maintenance/repair of the taxiway – which will require the airport undertaking the additional financial burden. The 20-day runway closure issue brought up by Ms. Janiak and Mr. Peterson was also discussed. The original 20-day period was proposed early in the taxiway construction schedule. The current schedule is showing a maximum of 5 days of closure. Various runway closure mitigation activities were discussed, including: night work, backfilling for aircraft operations, etc. Staff informed that mitigation will be discussed with the contractor when the contractor is determined. Open House Assistance: Mr. Stein provided that - With the new year, it’s time to start planning the 2020 Airport Open House. The first step is to put in place an organization, and volunteers, to assist with planning and holding the Open House. Staff requests the ACC to review the “to-do” list, and provide staff with any input, assistance or expertise. Especially in areas such as sponsors, volunteers and exhibitors. This issue will be presented to the AAC monthly until the Open House is completed and a report generated. Hangar Sales: Staff provided info that Hangars 204, 205, 208B and 524 have sold in the past 2 weeks. If so, will you contact them and see if they’re available for July 5th? Know anyone that may be a sponsor? Information July 5 – 0900 to 1400 Theme – McCall Aviation – Past, Present, Future TO: Airport Advisory Committee FROM: Richard M. Stein, AAE Airport Manager SUBJECT: Newsletter Due to the number and importance of upcoming construction and activities in calendar year 2020, the airport desires to be more proactive with providing notification and updates to airport users. Some of these upcoming items include: o Taxiway A construction closures o Spring hangar inspections for all tenants o Notify tenants concerning enforcement of City Code regulations – such as:  No living in Hangars  No Hangars to be used solely for non-aviation storage o Upcoming taxiway/taxilane centerline painting. To assist with this information exchange, the airport would like to begin creating a newsletter to be published on as “as-needed” basis. City policy is generally to have newsletters as “opt-in”. The airport would like to “push-notify” a newsletter – that is, to distribute the newsletter using email lists generated by the hangar owners list, hangar waiting list, and airport business lists. Staff is seeking input on the desirability of generating a non-scheduled newsletter and providing the newsletter to existing tenants and businesses currently doing business with the Airport. Of course, any interested party can opt-in to the newsletter. TO: Airport Advisory Committee FROM: Richard M. Stein, AAE Airport Manager SUBJECT: Idaho Transportation Department Airport Economic Activity Report McCall Municipal Airport’s total economic impact exceeds $65 million annually according to the Final Airport Economic Impact Summary issued February 28, 2020. The summary, issued by the Idaho Transportation Department’s Aeronautics Division, determined that McCall Municipal Airport supports 336 local jobs, generating $15,652,000 in direct payroll and benefits. The Airport generates a total of $65,353,407 in total economic activity for the region. A summary of the report is attached. Final Airport Economic Impact Results Are Now Available! The Idaho Transportation Department Division of Aeronautics (ITD Aeronautics) is thrilled to announce that the results of the 2020 Idaho Airports Economic Impact Analysis (AEIA) Update have been finalized. The study has revealed that the state’s 75 system airports support 31,109 jobs, generate $1.22 billion in earnings, contribute $2.28 billion to the Gross Domestic Product (GDP), and provide a total economic output of $4.69 billion. As these numbers show, aviation is a key economic engine in our state—allowing commerce to thrive and supporting thousands of Idaho families. We truly appreciate your ongoing participation in the 2020 AEIA Update and recognize that these results have a direct correlation with your hard work and dedication to your airport and community. Airport-specific total results are available in the attached PDF. These results reflect on-airport employment, construction impacts, and spending associated with visitors departing via general aviation or scheduled commercial service (as applicable). Each of these components have direct and multiplier impacts that are summed to derive the totals. Total impacts are expressed in terms of the following: • Employment: Total number of employees at a firm or organization • Earnings: Wages, salaries, and benefits paid to employees • GDP: Value contributed to a product or service provided by a firm or group of firms (in this case, airport businesses) • Output: Total value of goods and services sold along the supply chain, as well as public entities’ annual operating expenses. Output represents the most comprehensive reflection of an airport’s economic impact to its community, region, and statewide. Communication Tool: Airport Brochures At the conclusion of the 2020 AEIA Update and concurrent 2020 Idaho Airport System Plan (IASP) Update, your airport will receive an individualized brochure showcasing its economic impact, as well as other key findings of both studies. We encourage you to use these brochures as tools to show local policymakers, stakeholders, and the public how your airport impacts the community and that investing in airports creates impacts far beyond the fence. Airport brochures will also include narratives regarding the qualitative benefits of your airport—it’s unique “story” that may not necessarily be captured by dollars and cents. In fact, most of you have already spoken with Patrick Heaton at Kimley-Horn, who is currently developing these narratives. Thanks to all of you who have taken the time to talk with Patrick. If you would also like to submit a photo for potential inclusion in IASP/AEIA study documentation and have not previously done so, please email files to Patrick.Heaton@kimley-horn.com no later than Monday, March 9.
