SUBJECT: PARKS AND RECREATION COMMISSION ACTIONS – REGULAR
MEETING OF SEPTEMBER 16, 2020
RECOMMENDATION:
The City Council is requested to receive and file the Parks and Recreation Commission
(Commission) actions from their regular meeting of September 16, 2020.
BACKGROUND:
On September 16, 2020, the Commission held their regularly scheduled meeting.
ANALYSIS:
Following is a summary of actions taken at the September 16, 2020, Commission
regular meeting:
1. ROLL CALL:
Present: Commissioner - Haddad, Tarin, Vance, Vice-Chairman Baroldi,
Chairman Rosso
Absent: Commissioner - None
Excused: Commissioner - None
2. PRESENTATIONS
Parks and Recreation Coordinator Luna recognized the Temple City High School
Robotics team for their efforts and participation in the City’s Virtual Summer Day

Camp Program.
3. CONSENT CALENDAR
The Commission approved the regular minutes of the August 19, 2020 meeting
and received and filed the Monthly Report for August 2020.
4. UFINISHED BUSINESS
A. COMMITTEE ON AGING UPDATE
The Commission received a verbal update from Director of Parks and
Recreation Matsumoto regarding Committee action steps and development
of the Older Adult Database. The next Committee meeting will be held on
October 27, 2020.
B. PRIMROSE PARK UPDATE
The Commission received a verbal update from Director of Parks and
Recreation Matsumoto regarding Primrose Park. He reported that the City
is concluding the construction document phase and will be brought forth to
the City Council for consideration in October.
5. NEW BUSINESS
A. REQUEST FROM TEMPLE CITY AMERICAN LITTLE LEAGUE TO WAIVE
THE 51% RESIDENCY REQUIREMENT FOR RESERVED USE OF LIVE
OAK PARK AND HANG BANNERS FOR FALL 2020
The Commission approved a request to allow Temple City American Little
League to waive the 51% residency requirement for reserved use of Live Oak
Park and hang banners for fall 2020. The purpose of Temple City American
Little League’s request is to allow participants to practice the fundamentals of
baseball within their own team. Temple City American Little League will not
hold scrimmages or games onsite at this time in accordance with the
standards mandated by the County of Los Angeles.
B. REQUEST FROM TEMPLE CITY AMATEUR SOFTBALL ASSOCIATION
TO WAIVE THE 51% RESIDENCY REQUIREMENT FOR RESERVED USE
OF LIVE OAK PARK AND HANG BANNERS FOR FALL 2020
The Commission approved a request to allow Temple City Amateur Softball
Association to waive the 51% residency requirement for reserved use of Live
Oak Park and hang banners for fall 2020. The purpose of Temple City

C. PARKS & RECREATION FALL PROGRAMMING UPDATE
Director of Parks and Recreation Matsumoto provided a verbal presentation
of the staff report, highlighting future events including the Fall Festival Car
Show, Healthy TC, Family Trivia Night, STARS online homework help, Drive
Through Halloween Event, and Virtual Veterans Day event.
5. COMMUNICATIONS – None
6. UPDATE FROM PARKS & RECREATION DIRECTOR
A. The Commission received the Parks and Recreation Director’s Report for the
month of August 2020.
CITY STRATEGIC GOALS:
Reviewing the Commission actions of September 16, 2020, furthers the City’s Strategic
Goal of Citizen Education and Communication.
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year (FY) 2020-21 City Budget.
