The City Council o~' the City of Lynwood met in a regular
session at the City Nall, 7.13'1 plaza Strcet, on above date, at 7:30 P.M.

Daetweiler that the minutes of the previous regular meeting of October
16-th, 1934 be approved as written. all members of the Council present
voting aye, the ivayor de~clarcd the motion carried and it was so ordered.

"~ ~ A communication was received from Mr. Tom Phillips making appli
~ cation to operate a little hot tamale push cart in the City of Lynwood.
It_was moved by Councilman Snyder and seconded by Councilman Daetweiler 4
that a temporary permit be granted and that same be referred to a committ
• for a report at the next regular meeting of the Council. All members of
the Council voting aye, the Mayor :declared the motion carried and it was
so ordered. The mayor referred the matter to the Strcet Committee.
A communication was received from Mr. C. Brownell, 3337 Imperia
Highway protesting because the garbage and tin can man refuses to pick up
rubbish. The Mayor stated that the matter would be considered when a new
contract is entered into, stating that the present contract does not call
for the collection of rubbish, but provides for the collection of garbage
tin cans and bottles only.
A communication was received from Mrs. Prince making applicatio
for license to keep pekingese dogs-and birds at 12302 L. B. Blvd., corner
of Burton and Long Beach Boulevard. There being no objection, the Mayor
referred the matter to the Building Committee and Building Inspector for
investigation and report.
A communication was received from Mrs. H. B. Cauby requesting
that the weeds be exterminated at the corner of Carlin Avenue and Long
Beach Blvd., stating tra_t th-~* have not been cut for the last past four
years. P!'a~or Roster stated teat tre "itv has no money in its treasury
to clear. the lots of weeds and trereforc tie matter has not been taken
care of, however, the matter was referred to the "treet Superintendent
for investigation and report.
A communication vaas received from the Emergency Relief Admini-
stration _of the State of Calif ornia from one Chas. O~Brien, Supervisor
of the Calif ornia D~edical Economic Survey, requesting thQ use of Room
No. 9 in the City Hall for their office for three office workers. There
being no objection, the I~iayor stated that he would investigate the matter
A communication was received from Mr. A. M. Berglund to the
effect that -for the last past three years he has made a study of the
transportation problem affecting the City, and that he has recently con-
sulted officials of th-e Iron Angeles Strcet Railway Company and members of
the Railroad Commission of the State of California, and that he is con-
vinced that the City can obtain bus service from all parts of the City
to the strc•ct railway connection of the railroad in the. City of Lynwood
with transfer privileges from said bus. There being no objection, the
matter was referred to the Public Utilities Committee and to report back
to the Gouncil their findings.
A.communicatian in the form of Resolution was received from the
American Legion, Lynvuood Post No. 85, to the effect that they have been
long aware of the fact that the City is almost totally without re-
creational facilities and they arc of the opinion that a recreation park
should be provided wit-h a football field, baseball diamond, swimming pool,
tennis courts and a large recreation hall, and that it may be possible
to obtain said through the Public '~Torks Administration and the .SERA
,r without obligation to the City. Thereupon it was moved by Councilman

° A communication was received from Lynwood Post No. 85,
American Legion in the form of a tesolution, setting. forth facts with
relation to the National Housing Act, appealing to the City Council to
take all proper and necessary steps to obtain tine greatest and most
immediate benefit from the National Housing Act.to improve business con-
diti.'ons and to help relieve distress among the unemployed, suggesting
that the Council immediately organize a local campaign far said purpose.
Mayor Boster addressed the Council relative to the matter, reporting on
a meeting that was recently held in Los Angeles when said Act was

explained in detail, which meeting was attended by Councilman Meyer, City
Treasurer Recd, City Clerk Anderson and myself, stating further that all
who are eligible for such loans through the National Housing Act should
take advantage and procure loans through the local bank for repairs and
alterations to buildings, recommen~n~- ere a~nrointment of a committee to
handle details, stating trot tre canvass and distribution of literature
will be made by rF''?A workers.
Thereupon it was moved by Councilman Lake and seconded by
Councilman Daetweiler that the Council adopt said Resolution of the
American Legion. All members of the Council voting aye, the Niayor de-
Glared the motion carried and it was so ordered.
Reports of the Fire and City Court were received showing
activities for the month ~of October; also health reports for three weeks. "'?
There being no objection same were ordcrcd filed.
Communications were also received from Mrs. Isabel Talbert,
Mr. John Pinto and Elizabeth Pinto and Clarence H. Mahler protesting
against the adoption of the proposed dance ordinance; petitions were
also received in connection therewith, also protesting. The Mayor
announced that an Ordinance amending the first ordinance proRoscd will
be considered by the council tonight and when passed this evening will
then come up for final passage at a subsequent meeting five days hence,
which will give the proponents of the petitions as well as the Council ,
time to consider the matter further. Mayor Bolter also instructed the
City Clerk to check the petitions to ascertain who has signed same, as
to residence location, etc.
ORAL COMMUNICATIONS:
A member of the Lynwood Junior Exchange Club addressed the
Council to the effect that the weeds ,on vacant lots in Lynwood arc very
unsightly, requesting that the Council have same cleaned off, or they
will clean same.
Mayor Baster stated that they agree that the weeds are very
bad, however, that the City have not sufficient money with which to
clean same off, t+iowever, teat tre~* gave peen working on same .some by
delinquent water users, and t1~at t'^ey are workj.np; a system of ref erring
all delinquent water consumers to t?^e relj.ef committee and if it is
found that they are a charity case, they are compelled to ~.vork same out
by cleaning lots. of weeds and other work. """'
Councilman Snyder addressed the Council praising the work of
the Junior Exchange Club and thanked them for their appearance, making
a motion that their appearance on said matter be recognized by the
Council and that a vote of the thanks be extended them for appearing_
before the Council and calling it to the attention of the Council, which
was duly seconded by Councilman Lake; and all members present voting aye,
the Mayor declared the motion carried and it was so ordcrcd.
UNFINISHED BUSINESS:.
communication was received from Mr. H. E. Dunning, calling
attention to the lack of lights along Bullis Road, between Fernwood and
Virginia Avcnuc; also calling attention to a dangerous spot caused by an
unprotected culvert on the P. E. right of way at Bullis Road. City
Engineer Bateman reported on the matter to the effect that the light on
the corner of Bullis Road and Fernwood has been eliminated under the
1934-35 schedule, and that he has reported, the light out at Lynwood Road
and Bullis Road which should be burning;. also stating that there is a
hazardous condition that exists because. of a culvert at the P. E. tracks
and that the Pacific Electric Railway Company should be requested to in-
stall the necessary guard rail at said location. Councilman Snyder
suggested that a committee appear before the P. E. authorities and request
that the crossing at said location also be repaired as it is a very bad
crossing. Thereupon T:«;yor Bolter app^in~~ed Councilman Snyder, City Engi-

City Engineer. nateman submj.tted a written. report on the cost of

as~d the first alley west of Long Beach Boulevard with 1" rock and. oil
pavement, stating that it would cost approximately y~120.00. There being
no ob jection, the Iuayor referred the matter to the Street Committee.
NEW BUSINISS:
Mayor Bolter addressed the Council to the effect t'nat during
the recent campaign of Supervisors-for the First District he saw fit to
endorse Mr. Legg to said office after a thorough investigation, however,
t'nat he could find no objection to either candidates, but held them both
in high regard, stating that some one saw fit to attach his endorsement
to some other printed matter, which he did not authorize at all, and as

soon as he-discovered what the pamphlet contained he immediately called
them in, however, one bundle was distributed before he could stop same,
and that he 7,vants the people to understand that he had nothing to do with
the objectionable future of the. handbill, but authorized only the en-
dorsement which he is not ashamed of, reading tYhe objectionable feature
of the handbill, which read as follows: "Attention Voters: Thatcher might
be a good supervisor the next four years for PJIrs. Cbpelan.d, but Lynwood
needs a Supervisor for all the People'; also reading the statement which
he authorized to be circulated to the effect: 'tI have thoroughly in-
vestigated the candidates for tre office of Supervisor in our District,
viewing the matter in the light of benefit to my community. T un-

"Mr. T,egg ras a. wide r17a~nC89 experience which should well

hip reputation for fairness and keen interest in t~?e problems of our
people, and the fact that he is more familiar with our local problems,
and more accessible to us in our combined efforts to work them out, leads
me to this decision.

Mayor ~3ostcr also addressed the Council relative to the raiding
of the gambling establishment kno~rn. as the Atlas Club ob jecting to an
article in-the Lynwood Press relative to no action having been taken by
officials of the City, stating teat he knew when they first moved in
and at that time he notified the Chief of Police, Mr. Bailey and also the
Sheriff's office; also stating that no gambling establishments will
receive any protection from the Council or from the Police Department and
if he is advised that any gambling concern is operating and is being
protected by any officer he will sec that they are discharged.
Chief of Police Bailey also addressed the Council on the matter
to the effect that shortly after he was notified of the existe:ncc of a
gambling house, he was called out,of town for the purpose of returning an
escapted man from justice who was~locatcd at Boise, Idaho, and he had
considerable difficulty .in procuring extradiction papers to }cave the
prisoner returned therefore did riot return for two ,reeks, however, before
he left he notified the Sheriff's-office of the Atlas Club and where and
how they w®re operating, as he figured trey were better equipped to get
~Ghc necessary evidence in order to convict them anyway, and further
stating that later the Sheriff's office thanked him for the cooperation
of the local Police Department.

moved by Councilman Lake and seconded by Councilman Snyder that said
Ordinance be adopted as read the second time, finally pass and be
published as required by law.

An Ordinance of the City of Lynwood, Calif ornia, Regulating
Dance Ha11s, Dancing Clubs and Public Dances in the City of Lynwood, was
read as amended and introduced for the first time. It was moved by
Councilman Snyder and seconded by,Councilman Dactweiler that the further
reading of said Ordinance be waived and that same be accepted as intro-
duced and read the first time by caption and pass to the second reading.

NEW BUSINESS: r
n Ordinance prohibiting soliciting by prostitutes, soliciting
for sexual intercourse, occupying-or renting rooms in any rooming house,
lodging house, hotel or other place in the City of Lynwood, for the
purpose of unlawful sexual intercourse, the use of public vehicle for
- immoral purposes and prescribing a penalty for the violation thereof, was
read by title. It was moved t7y Councilman Snyder and seconded by

Petitions were received from Building and Loans Associations
requesting the Council to proceed
under the provisions of A. B. 598, ,
Chapter 749, Acts 1933 and negoti ation with the bond holders of Dist ricts
20, 18, 24 and 28 for the refunding of said bonds at a discount and a
less interest rate and that the C ouncil aid in such refunding by the
appropriation of monies from the general fund or any available fund of
Los Angeles County and submit the findings to the electors of said
Districts all as provided in said act. There being no objection, th e
Mayor referred the matter to City Attorney Kenney.
An Agreement between th e Security-First National Bank and the
City in connection with waiving c ertain liquor restrictions as perta ining
to Lot 497, Tract No. 2551, was r eceived. It was moved by Councilman

It was moved by Council man Meyer and seconded by Councilman Snyder
that the demands be allowed and warrants be drawn on the City Treasu rer for
said various amounts, with the ex ception of Warrants numbering 3246 to 3251.

Councilman Snyder recommended that the Council purchase rubber
mats for the isles in the Council chamber because of the interference
with noise when Court is in session, stating that the cosh would be
1.30 per square yeard, however, after consideration of the matter it
was found that no money is available in the budget for said item,
therefore no action was taken.
It was moved by Councilman Lake and seconded by Councilman
Meyer that the meeting adjourn to November 13th, 1934, at 6:30 P. M.
All members of the. Council voting aye, the mayor declared
the motion carried and it was so ordered.
